MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE
POLICE/FIRE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA,
ON MONDAY MAY 12, 1997 AT 10:00 A.M.

I. CALL TO ORDER
Chairman Rumpf called the meeting to order at 10:05 a.m.

Chairman Rumpf called the roll.
III. ACCEPTANCE OF MINUTES OF APRIL 14, 1997
Mr. Lee moved to accept the minutes of the April 14, 1997 regular meeting and Mr. McCaffrey
seconded the motion which carried unanimously.
IV. Safety Committee Education and Training Program, “Federal OSHA and EPA
Regulations - An Overview”

Mr. Magazine introduced two representatives from the American Ecology Group, Inc.,
Architects, Environmental Consultants, Industrial Hygienists who together have 55 years
experience in environmental issues. Ms. Judith Enzor is the president of the group and has 25
years experience and Mr. Raymond Narushko has 30 years experience in the field. He said these
two people will tell us everything we need to know pertaining to OSHA, EPA and other
regulations. The members can take the information to their departments to get ideas of any issues
that may impact them.
Ms. Enzor referred to the handout that was given to all members and stated that during her
presentation if there were any questions, to please ask at that time in the discussion. She referred
to page 2 of The Overview handout, and the chart labeled Environmental Risk. She spoke about
the federal and state laws concerning asbestos and Mr. Narushko spoke about lead. A copy of
the Overview is attached to the original set of minutes. Ms. Enzor requested if anyone had any
questions pertaining to these items, they would be glad to hear from them and will help them in
any way they can.
Mr. Magazine reported he purchased a CD ROM on OSHA. It is currently on the network and
extremely easy to use. If you don’t have access to the network contact him. This can be used for
safety briefings in the departments and is an excellent informational tool. Updates are done
quarterly.
Mr. Borden left the meeting at approximately 10:50 a.m.
V. OLD BUSINESS:
A. Exposure Control Program
Mr. Magazine reported that he is waiting for Mr. Jim Ness together with our Medical Consultant
to put the program together. Also, the County is not working as quickly as they had hoped. The
program is still pending and is not under any deadline.
B. Accident Review Board Referral - Untarping the roll-off on sanitation trucks.
Concerning the untarping the roll-off on sanitation trucks Mr. Magazine reported he is still
waiting to hear from them. Mr. Magazine said they were testing and using an extension pole to
loosen the tarps when they would get snagged on pieces of debris. They are still waiting for more
feedback.

C. Fire Drills
Mr. Magazine asked individual departments to contact Mr. Ness to set up fire drills for their own
departments. The fire walls are 2 or 3 hour fire walls and protect the east and west sides of the
building from the main City Hall building. The fire alarm system will be updated in the near
future. Only the Fire Department can silence the alarm at this time. The west building is not
adequately protected with alarms.
D. Accident Review Board Referral - parking garage basement lighting
Mr. Magazine stated that the parking garage basement lighting is going through the budget
process.
E. Parking Garage Flooring (i.e. very slippery when wet)
Mr. Magazine stated that the parking garage flooring is going through the budget process.
F. EWTP Building Entrance Stairway Safety
The EWTP building entrance stairway safety was tabled until the next meeting
G. Golf Course Safety Issue

Mr. Gamble had to fill out a new form. The person said he thought he pulled a muscle because he
felt pain for approximately five minutes and then the pain was gone. Mr. Gamble thought he
probably had a muscle spasm which happens to him. When looking at some employees, the lifting
technique seemed to be good and they were not wearing safety belts. It was suggested that Andre
Boucher go out to the golf course and observe. Videotaping people as they are working was
suggested and this can be a good learning tool and experience.
VI. NEW BUSINESS
A. National Safety Month - June
It was suggested it may be too late at this point to order safety kits, however, colorful signs

displaying as National Safety Month can be displayed by individual departments. Mr.
Magazine will try to obtain packets of information from the National Safety Council.

B. Public Works - Road Safety Issue
Mr. Lee reported that a suggestion was made by an employee to have bumper stickers placed on

warehouse to find out if there are any stickers in stock.
Mr. Wayne Anderson, who was the first speaker at the monthly presentations, was very
complimentary about the employees doing repairs on U. S. Hwy. 1. He reported that everything
was set up the way is was supposed to be done.
VII. Announcements
Mr. Magazine reported he had information from the speakers and will provide copies upon
request. OSHA regulations are “On Line” and if more information is needed call Mr. Magazine.
Rumpf stated all the planning sessions so far have been informative . Because of the summer
months and vacations coming, Mr. Magazine suggested starting up the training sessions again in
September. If anyone has a particular topic they would like discussed, please notify him.
After the meeting, certificates will be given out to those recipients who attended earlier safety
coordinator training sessions.
VIII ADJOURNMENT
There being no further business to come before the Safety Committee, the meeting property
adjournment at 11:25 a.m.
