Minutes 09-14-98 MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE FIRE/POLICE TRAINING ROOM, CITY HALL BOYNTON BEACH, FLORIDA MONDAY, SEPTEMBER 14, 1998 AT 10:00 A.M. D. Henehan, Jr. Library I. CALL TO ORDER Mr. Magazine called the meeting to order at 10:11 a.m. Chairman Rumpf arrived. II. ROLL CALL The Recording Secretary called the roll. A quorum was declared present. III. ACCEPTANCE OF MINUTES Chairman Rumpf asked if there were any additions, deletions, or corrections to be made to the minutes of the August 10, 1998 meeting. Mr. Magazine requested that the next to the last sentence of the second full paragraph on Page 5 be changed as follows: “Mr. Magazine stated that if an employee loses time because of this back injury, his wage replacement would be reduced by 25%.” MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 14, 1998 Motion Mr. Magazine moved that the Minutes of the August 10, 1998 meeting be approved. Motion seconded by Mark Bobich. Motion unanimously carried. IV. Safety Committee Education and Training Program – Video – Our Sanitation Crews on Tape Mr. Lee stated there are two videos to be viewed today. The first one is the proper manner in which refuse collection should be performed. The second video is a copy of a television broadcast of some of the City’s sanitation crew and some City residents. Mr. Lee stated that the community viewed on the videotape has underground containers and the City is changing to an aboveground-automated system. The media was alerted because this particular community was upset about this changeover, since most residents were elderly and/or handicapped and could not lift up the cans. Mr. Lee informed members on the proper procedures that are to be followed by the sanitation crews. The videotape of the television broadcast could not be viewed because of the poor quality of the videotape. Discussion ensued regarding trash pick-ups in the City. Assistant Fire Marshal Borden inquired if safety vests, back belts and safety shoes were required. Mr. Lee stated these items were issued and required by the City. Mr. Magazine inquired if the sanitation crews were checked every morning before they left the garage to determine they are wearing the proper equipment and was informed that it was the responsibility of the driver of the truck to check the crew’s equipment. Also, Mr. Lee stated that there is a constant problem in getting employees to wear seatbelts. Mr. Lee stated these issues would be brought up at their safety meeting tomorrow. V. OLD BUSINESS A. Fire Drills Assistant Fire Marshal Borden stated there was nothing new to report. 1. Facilities Fire Alarm Systems Mr. Magazine referred members to the memo in their packet that was forwarded to Mr. DeBeck requesting that department’s plans and timetable for having all City facilities’ fire alarm systems operable. City Hall Parking Garage & Parking Lot Mr. Magazine stated that the lighting in the garage has been improved and the work on the surface of the garage will be taking place by early October. The installation of additional lights for the City Hall parking lot should begin within 60 days. Mr. Magazine noted that the City Hall parking lot and the parking lot across the street from City Hall are now one way. This is an improvement. The utility bill drop-off box will remain in the same location as a result of the one-way direction in the parking lot. C. Safety Newsletter Mr. Magazine stated that the newsletter would be improved with the use of a digital camera. D. “Proud to be a Safe Worker” Awards Mr. Frazier noted that several employees at the warehouse received awards as a result of their quick action to a large oil spill at the warehouse that spread out into the parking lot. Those employees are as follows: Frank Rodriguez Luther Barber Rich Czaya Ramon Dauta Bob Muller Dan Nobili Mark Ladd E. Departmental Inspections & Safety Meetings Included in the meeting packets. Mr. Bobich stated that when he performs his department’s inspections at both the East and West Water Plants, the inspections include all areas at the plants. F. Safe Driver Program 1. Defensive Driver Course Mr. Magazine stated that over 300 people have completed the course and another 50 to 60 are scheduled. Mr. Magazine stated he is still waiting to schedule the COP’s and 3 MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 14, 1998 has sent a memo to Mike Munro on this issue. Mr. Magazine stated that the program would be given every three years. 2. “A Safety First City” Stickers Mr. Magazine said that the stickers could be ordered now that the new telephone numbers in City Hall have been assigned. Stickers will be placed on all vehicles. G. Parking at the East Water Treatment Plant Mr. Bobich stated that construction is ongoing. Mr. Magazine requested that Mr. Bobich prepare a diagram of the parking situation at the East Water Treatment Plan so that it could be incorporated into the minutes. H. Utility Drop Box & Traffic Flow, City Hall Chairman Rumpf noted that this had been discussed earlier. I. City Hall Main Entrance Accessibility Mr. Magazine stated he would be getting the measurements of the doors in the near future. J. Oceanfront Park Lighting Mr. Magazine referred members to a newspaper article from the Sun Sentinel included in their meeting packet regarding sea turtle eggs. Mr. Majors stated that at the last meeting he suggested that George Evans address this Board on the sea turtle issue. However, there have been many changes in the Recreation Department, and Mr. Evans responsibilities with the Oceanfront Park have been reduced. If this Board still would like Mr. Evans to attend a meeting to address this issue, he would be agreeable. Mr. Majors stated that Mr. Evans felt the situation at the Beach was not a problem and that to the best of his knowledge, there has been no problem with turtle hatching. Mr. Magazine said this item would be removed from the agenda. 4 MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 14, 1998 K. Safety Committee APM Mr. Magazine asked if all members had an opportunity to review the APM that was furnished and asked if anyone had any suggestions or comments. Mr. Bobich inquired about the possibility of a coordinator being replaced if he/she does not attend Safety Committee meetings. Mr. Magazine asked the Recording Secretary to prepare an attendance record from the first of the year to date to be attached to the minutes of the September meeting. Beginning with the October meeting, attendance at the Safety Meetings will be recorded. Mr. Magazine noted that the name of the Accident Review Board has been changed to Incident Review Board. Chairman Rumpf asked if any member had any comments. There being none, asked for a motion to accept the APM as presented. Motion Assistant Fire Marshal Borden moved to accept the APM Policy Manual as drafted. Motion seconded by Mark Bobich. Motion carried unanimously. VI. NEW BUSINESS A. Accident Investigation Training Requirement Mr. Magazine stated that there is a need for supervisors and foremEn to be trained in accident investigation. Mr. Magazine stated that there are training videos and forms available for accident investigation training and this would become a citywide program. Assistant Fire Marshal Borden inquired if there was a procedure in place to deal with an accident report not being prepared accurately or lacking in information. Assistant Fire Marshal Borden asked if the report should be sent to Risk Management or should it be redone and then forwarded to Risk Management? Mr. Magazine stated that the initial report should be forwarded to him with a note that further information will be forthcoming. 5 MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 14, 1998 B. Back Supports and Lifting Mr. Magazine referred members to the material in their packet on this subject that was furnished by Mr. Frazier and noted this could be used in training for lifting purposes. VIII. Election A. Nominating Committee Report Assistant Fire Marshal Borden stated that the Nominating Committee, which was comprised of himself, and Wally Majors determined that over half of the present committee members have previously served as Chairman or Vice-Chairman of the Safety Committee. After speaking with prior chairpersons, no one wished to serve again because of the time commitment involved. The Nominating Committee nominates the following: Chairman - Wally Majors Vice-Chairman- Chuck Magazine Assistant Fire Marshal Borden stated he had blank ballots if any member wished to place another name in nomination for either office. There were no other nominations. Motion Hugh McCaffrey moved that nominations be closed. Bob Lee informed members that originally the Safety Committee did not meet on a monthly basis and suggested that the term of Chairman and Vice-Chairman should be reduced to one and two years, respectively. Chairman Rumpf asked if there was a second to the motion by Mr. McCaffrey. Assistant Fire Marshal Borden seconded the motion to close nominations. Motion unanimously carried. Chairman Rumpf inquired if there was any additional discussion on the term of Chairman and Vice-Chairman. Assistant Fire Marshal Borden noted that although the term of Chairman would be one year, the Vice-Chairman’s term would be two years, one as Vice-Chairman and the second year as Chairman. 6 MEETING MINUTES SAFETY COMMITTEE MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 14, 1998 Motion Mr. McCaffrey moved that the term of Chairman be changed from two years to one year and the term of Vice-Chairman be changed from four years to two years. Assistant Fire Marshal Borden seconded the motion. Motion carried unanimously. Motion Hugh McCaffrey moved that Wally Majors be elected Chairman and that Chuck Magazine be elected Vice-Chairman. Motion seconded by Assistant Fire Marshal Borden. Motion carried unanimously. VIII. ANNOUNCEMENTS A. Safety Council of Palm Beach County Mr. Magazine referred members to the flyer in their packet. Mr. Magazine distributed new Safety Manuals to the members and stated that the Manuals would be given to all employees with their paychecks at some future date. Mr. Magazine gave each member a pair of safety sunglasses together with a “chumbo” with the saying “City of Boynton Beach – All Eyes on Safety” printed on it. Mr. Magazine will give these as safety awards to employees. Mr. Magazine mentioned that the usual safety awards of pins and water bottles will still be given out to employees. Assistant Fire Marshal Borden announced that the American Heart Walk would take rd place on October 3. Ms. Tierney indicated she would be participating in the walk. Mr. Bobich stated that he would be forming a work-zone, traffic control course through the Treasure Coast Safety Council, which should be attended by supervisors and foremen who are responsible for the set up of cones for traffic control. This will be an eight-hour course and there will be a fee. Classes will be limited to 20 people and all those interested in attending should contact Mr. Bobich.
