Minutes 11-10-97 MINUTES OF THE SAFETY COMMITTEE MEETING HELD IN THE POLICE/FIRE TRAINING ROOM, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, NOVEMBER 10, 1997 AT 10:00 A.M. D. Henehan, Jr. – Library David Egnor – Police Mark Lips – Public Works I. CALL TO ORDER Chairman Rumpf called the meeting to order at 10:03 a.m. II. ROLL CALL The Recording Secretary called the roll. III. ACCEPTANCE OF MINUTES OF OCTOBER 13, 1997 REGULAR MEETING Mr. McCaffrey moved to accept the minutes of the October 13, 1997 meeting. Mr. Bobich seconded the motion that carried unanimously. IV. SAFETY COMMITTEE EDUCATION AND TRAINING PROGRAM: Video – “Accident – It Can’t Happen To Me” The Safety Coordinators viewed a 10-minute video that is available for use by the departments through the Risk Management Department. Chris Gamble arrived at 10:10 a.m. V. OLD BUSINESS: A. Fire Drills Mr. Borden reported that a few fire drills have taken place. Reports are generated and verbal discussion takes place at the time of the drill. He advised that practice fire drills can be arranged by appointment through the Fire Department, or they can be surprise drills. After a brief discussion, the Coordinators 1 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA NOVEMBER 10, 1997 agreed that surprise drills should be called by the Fire Department. Mr. Borden believes all of the fire drills can be accomplished within a month. The Safety Committee will discuss the results of these drills at the next meeting. Mr. McCaffrey suggested that the Coordinators remind everyone in their departments to make sure everyone is out of the area during a fire drill. In addition, no one is to enter the building during a drill. B. Accident Review Board Referral 1. Parking Garage Basement Lighting Mr. Magazine will contact Mike Collin and remind him to meet with Bill DeBeck regarding moving the lights in the garage. C. Parking Garage Flooring (i.e., very slippery when wet) Mr. Magazine reported that Bill DeBeck has assured him that the resurfacing of the garage flooring will be put out for bid no later than January. Mr. Magazine will meet with Kevin Hallahan to discuss the rock area in the garage. D. Safety Newsletter In response to Mr. Magazine, Chairman Rumpf feels the Safety Newsletter contains a good cross-section of information. He suggested that facts about injuries or accidents in specific areas of the City be provided at times throughout the year. E. Stop Signs Vice Chairman Hall and Chairman Rumpf met to discuss stop signs. Chairman Rumpf was not prepared to discuss this issue and requested that the discussion be tabled until the next meeting when Vice Chairman Hall would be present. VI. NEW BUSINESS: A. Office Security at City Hall Mr. Magazine has received a number of complaints about people roaming through the corridors at City Hall. He suggested having the Police Department provide a survey that includes reported incidents. Mr. Atkins questioned whether the City was planning to put in security at the doors making use of identification badges to allow entrance into the building. Discussion ensued about the number of citizens who need to access departments within City Hall. Mr. Wildner explained that many of the people who register for the recreation programs are older citizens. A security system requiring card entry might create a problem for them. Mr. Wildner pointed out that the Recreation and Park Department used to be located in the Civic Center. When the new City Hall opened, they were reluctant to move into the building and felt they could better serve the public from the Civic Center. If the department were moved back to the Civic Center, it would eliminate a large number of people roaming the halls. The Coordinators agreed that the back doors located by the Police Department should be locked at all times. 2 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA NOVEMBER 10, 1997 Motion Mr. Borden moved to recommend that the Police Department do a security survey of the entire City Hall complex and provide comments and recommendations to the Safety Committee. Mr. Bobich seconded the motion that carried unanimously. B. “Proud to be a Safe Worker” Award Mr. Magazine reminded the Coordinators of previous discussions relative to programs to encourage employees to think about safety. He devised a program whereby an employee will be awarded a pin for doing something extra special related to safety. The forms are to be filled out and signed by the Safety Coordinator, the Supervisor, and the Department Head, and submitted to the Safety Committee. Awards will be announced and selected cases will be published in the Safety Newsletter. The “Proud to be a Safe Worker” pin can be worn on the employee’s identification badge. Mr. Bobich also reminded Mr. Magazine of the Committee’s desire to recognize employees who have worked safely (accident free) for more than five years. Mr. Magazine said this subject has already been discussed and a program will be implemented by the end of the year. These employees will also be rewarded with a pin. C. Safe Driver Program 1. Defensive Driver Course Mr. Magazine reminded the Safety Coordinators to remove all “DriverCheck” bumper stickers from all City vehicles. Mr. Magazine is hopeful that the defensive driver training course will begin in December or January. This is an eight-hour computer course. Upon completion, participants will be able to contact their insurance companies since many of them are giving up to a 10% discount on insurance rates for completion of this training. Two groups that will be fast-tracked through the program are the COP drivers and the Fire Department employees. Every person who drives a City vehicle will be required to take this course. Drivers who do not pass the course will not be permitted to drive a City vehicle. 2. “A Safety First City” Stickers All “DriverCheck” bumper stickers must be replaced with “A Safety First City” sticker approved by Mr. Wilfred Hawkins. This new program is more positive. D. Inspections All departments are encouraged to perform monthly safety checks. The forms are to be included as part of the department safety meeting minutes. VII. ANNOUNCEMENTS A. Safety Council of Palm Beach County, Inc. A copy of a brochure was included for information purposes. B. Calendars Mr. Magazine reminded the Coordinators of a previous discussion about calendars that provide safety tips and information on safety. Those calendars were ordered and are available through the Warehouse. 3 MEETING MINUTES SAFETY COMMITTEE BOYNTON BEACH, FLORIDA NOVEMBER 10, 1997 Not all of the feedback about the calendars has been positive because some of the blocks are filled with printing. Mr. Magazine advised that plain calendars are available on the shared drive. C. Safety Coordinator Pins Safety Committee members were issued pins identifying them as members of this committee. Mr. Magazine recommended attaching the pin to the identification badge. In addition, the Coordinators were issued special safety calendars for 1998. D. Employee Incentive Plan Chairman Rumpf said Vice Chairman Hall wanted the Safety Coordinators to remember that if we have a safety-related program that can be submitted to the City Manager, it might be eligible for the employee st incentive plan. The deadline for submission is December 1. E. Bloodborne Pathogens Mr. Bobich requested a status report on this item. Mr. Magazine explained that if there is an exposure, we are to call a claim in to Occucare. We then deal with one doctor, Dr. Landman, who handles all exposure. He is aware of the procedures to follow. VIII. ADJOURNMENT There being no further business to come before the Safety Committee, the meeting properly adjourned at 11:04 p.m. IX.
