MINUTES OF THE ADVISORY BOARD ON CHILDREN & YOUTH MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA,
ON THURSDAY, OCTOBER 24, 1996, AT 7:00 P.M.

1. CALL TO ORDER
Chairwoman St. John called the meeting to order at 7:07 p.m.
2. MOMENT OF SILENT PRAYER
A moment of silent prayer was observed.
3. AGENDA APPROVAL
Ms. Panton moved to approve the agenda. Ms. Lengert seconded the motion which carried
unanimously.
4. MINUTES APPROVAL - September 26, 1996
Ms. Panton moved to approve the minutes of the September 26, 1996 meeting. Ms. Lengert
seconded the motion which carried unanimously.
5. CORRESPONDENCE AND ANNOUNCEMENTS
Chairwoman St. John announced that Tunes in Town will be held at Oceanfront Park tomorrow
evening.
The grand opening of City Hall in the Mall will be on Friday, November 8, 1996, from 12:00 to 2:00
p.m.

7. OLD BUSINESS
Ms. Lengert reported that after the workshop meeting, she visited some of the area schools and
learned that some of them did not receive the notices from the board about the contests to be held
during the Youth Expo. After speaking with Ms. Bailey, who informed her that problems were
encountered by board members in the past with the art contest, Ms. Lengert revisited Galaxy School
to explain to the school representatives that the children were missing an opportunity to enter a
contest where they will be recognized by the City and have talented people view their work. When
she returned home, she received a phone call from Galaxy advising that they would be entering the
art contest and creative writing contest. Ms. Lengert will pick up the entries.
Carver Middle School is planning to submit entries in all categories.
Ms. Lengert also solicited support from Burger King. They will provide 80 Whoppers to be given to
the contest participants. BellSouth Mobility donated a $320 cell telephone. The phone is free of
charge and activation will be provided at no cost to the user. However, the monthly service will cost
$19.95. NationsBank donated six packages of Fling golf balls (three in a package) . Ms. Lengert
tried to solicit donations from several local banks. She was told that their money is allocated at the
beginning of the year. Savings of America had money allocated for Expo '96, but they were not
contacted earlier enough to release the funds. Barnett Bank also has money allocated. Ms. Lengert
recommended that Chairwoman St. John contact them.
Chairwoman St. John suggested that the members address ways of making the process of getting
submittals easier in the future. She has asked the teachers to offer some advice in this regard. Mr.
Lengert feels the notices to the schools must be sent out several months prior to the Expo.
Vice Chairwoman Girtman arrived at 7:16 p.m.
Chairwoman St. John introduced Mr. Borovy, and asked him to tell a little about his background.
Mr. Borovy lives in Golfview Harbour, and is active in veteran affairs in the City. He is a past
commander of American Legion Post 164, and a Past District Commander. His primary work for the
VFW and the American Legion is with children and youth. It is his belief that the future of our country
lies in the youth of today.
Chairwoman St. John advised that Ms. Wallshein contact ed Citrus Cove Elementary School. They
will submit art, but have no entries for the creative writing contest. There has been no response
from Christa McAuliffe.
Vice Chairwoman Girtman advised that Santaluces will submit entries for the creative writing contest.
They do not have any entries for the drama contest. Congress Middle School has not responded.
No response was forthcoming from Forest Park Elementary School. Ms. Panton knows the forms
were received at Forest Park because her child brought one home from school. Ms. Panton has left
two telephone messages for Sister Paula at St. Mark Catholic School, and tried to meet with her, but
her telephone calls have not been returned and Sister Paula was unavailable to meet with her.
Chairwoman St. John asked the members to contact the teachers at all of the schools tomorrow
since it is a teacher work day and there will be no students at the schools.

Plumosa will be submitting entries for the art contest.
Atlantic High School will be submitting entries for the art contest. Gold Coast will attempt to put
together a submittal. Chairwoman St. John extended their deadline until Tuesday.
Mr. Borovy offered to speak with Ms. D'Angelo at Santaluces to try to get drama and creative writing
submittals. Chairwoman St. John told the members to extend the deadline until Tuesday for entries.
Chairwoman St. John intends to work on mounting the unmounted pieces of art work on colored
paper which will be supplied by the Art Center.
Vice Chairwoman Girtman pointed out that the creative writing contest requires three pages of
written material to qualify for entry. She pointed out that if a student wanted to submit a poem, it
would not be three pages in length. There was agreement among the members that a poem would
not have to be three pages in length to be considered an entry.
Ms. Williams advised that Manatee Elementary School has entries for the art contest, and she will
pick them up and deliver them to Ms. Bailey.
Seacrest Christian does not have any submittals for this year's contest, but would like to be
considered for future events.
Ms. Williams will contact Lantana Middle School.
Ms. Panton advised that the Children's Theater Guild will be putting together an entry for the drama
contest. At the present time, this is the only entry for drama. There have been no responses from
Delray Beach Playhouse or the Pope Theater.
Ms. Miller advised that the schools she dealt with claimed they had no knowledge of the contests.
There will be no participation from Rolling Green Elementary because they just completed a project
with the Sheriff's Department. Poinciana has six entries for the writing contest. They did not have
entry forms. Ms. Miller will provide them with the entry forms and pick up the entries on Monday.
Chairwoman St. John urged the members to try to get drama entries from the middle schools. Since
there are so few entries, their chances of winning savings bonds are very good.
The members agreed to meet at the Mall on Friday, November 1, at 8:30 a.m., in front of Morrison's
Cafeteria, to set up the Expo. All of the art work and creative writing should be displayed by 10:00
a.m. The judges can review the work any time after 10:00 a.m.
Chairwoman St. John distributed copies of the proposed Schedule of Events for Saturday, November
2, and Sunday, November 3. The following changes/additions were made:

The Sun-Sentinel will donate $300 toward trophies, certificates, and ribbons. In addition, they
offered to judge the photo contest in the future.
With regard to the photo contest, Chairwoman St. John spoke with Ginny Halpin who arranges the
G.A.L.A. Ms. Halpin advised that the board can have a space at no charge; however, the board
must provide its own tent. The Sun-Sentinel has tents available, but a proposal must be submitted
to them. Ms. Wallshein will begin working on the photo contest. She will work with Ms. Bailey.
Once the dollar donations are put together, a decision can be made on the dollar increments for the
savings bonds. The bonds can be purchased from Barnett Bank. Chairwoman St. John feels the
contest winners should be awarded the same type of prize. She pointed out that there are a number
of prizes available such as the $50 gift certificate to Hanover Shoes, the Timex watch, and the cell
phone that can be used as door prizes. Once the surveys are filled out, they will be placed in a box
for a drawing on Sunday. If the winners are not present, they will be contacted.
The Mall will work with the board members to create a sign to fit on their stanchions that will display
the names of the event sponsors. In addition, the schedule of events will be displayed during the
Expo. Ms. Bailey provided posters that can be delivered to local businesses for display purposes.
The members were then provided with copies of the Youth Survey that will be used during the Expo.
They reviewed the survey, and decided on the changes to be made. (See copy of form attached.)
Ms. Lengert explained that Ms. Wallshein suggested selling tickets for a drawing. However,
Chairwoman St. John reminded the members of an earlier decision not to allow any commercial
sales. Selling chances would go against the board's original idea. Furthermore, the members would
then be accountable for the money. The sponsors donated the gifts to be given away.
Motion
Ms. Panton moved that we use the survey as an entry form for the door prizes. Ms. Lengert
seconded the motion which carried unanimously.
The following is the schedule for members manning the booths during the Expo:

Chairwoman St. John will be present on both days, but wants the flexibility to move around the Expo.
Ms. Williams will serve as the master of ceremonies for the event. She will be at the stage at all
times. Chairwoman St. John recommended that all board members be present for the opening
ceremonies. She will contact Mr. Blitz.
There are plans to put together a collage of pictures of the playground project and children
throughout the Boynton Beach area. She requested that these types of photos be submitted. Ms.
Panton will contact Mike Fitzpatrick who has a scrapbook of the playground project.
Discussion ensued regarding giving the Burger King coupons to the children who are volunteering
their time during the Expo. However, there was a consensus of the board to award the burgers to
the contestants so that even if they are not first, second, or third place winners, they will receive
something for participating. The volunteer workers will be given the food coupons that the food
vendors in the Mall donate. Ms. Lengert suggested that Sbarro's be contacted for a donation.
Vice Chairwoman Girtman suggested having a working meeting prior to the Expo to review all entries
and to make sure everything is in place for Saturday. Chairwoman St. John was considering asking
the Art Center to allow the members to meet at the Art Center to conduct this working meeting. At
that time, all unmounted art work will be mounted. Ms. Bailey offered to get someone to assist
Chairwoman St. John at the Art Center.
Ms. Bailey advised that an advertisement about the Youth Expo will be published in The Palm Beach
Post, the Sun-Sentinel and the Boynton Times. Chairwoman St. John reminded Ms. Bailey that
WXEL offered to advertise this event on the radio.

9. ADJOURNMENT
Mr. Borovy requested and received the board's permission to distribute a flyer regarding "The Field of
Glory". This is a salute to veterans that will take place at Jaycee Park on November 10. In addition,
the flyers will be distributed during the Youth Expo.
Ms. Bailey also informed the board that a City employee will be providing Alateen information for
dissemination.
Ms. Lengert advised that a card was sent to Carrie Parker Hill from the advisory board.

Ms. Williams read about the "Paint Your Heart Out" program and is interested in participating. Vice
Chairwoman Girtman advised that she was trying to work with this program, but learned that they
need professional volunteers to do the painting. At this point, they have enough volunteers for this
project. However, they will be doing more projects in the upcoming year.
Ms. Lengert advised that there are a lot of elderly people who would like someone to grocery shop
for them or sit with them for a few minutes. If these volunteers are not talented in painting, perhaps
they would like to volunteer in this other way.
There being no further business to come before the board, the meeting properly adjourned at 8:30
p.m.
