MINUTES OF THE COMMUNITY RELATIONS BOARD MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA,
ON WEDNESDAY, NOVEMBER 13, 1996, AT 7:30 P.M.

I. OPENING - Pledge and Prayer
Chairman Washam called the meeting to order at 7:30 p.m.
II. ROLL CALL - Regular Members - Alternates
The Recording Secretary called the roll.
III. RECOGNITION OF VISITORS
Chairman Washam acknowledged the presence in the audience of Robert Weiner who will act as
sound effects person and master of ceremonies for the Multi-Cultural Festival.
IV. AGENDA APPROVAL
Ms. Williams moved to approve the agenda as presented. Mr. Bair seconded the motion which
carried unanimously.
V. MINUTES APPROVAL - October 9, 1996
Mr. Berman moved to accept the minutes of the October 9, 1996 meeting. Ms. Zibelli seconded the
motion which carried unanimously.
VI. CORRESPONDENCE AND ANNOUNCEMENTS
Chairman Washam announced the receipt of a letter of resignation from Natalie Macon. Ms. Currier
urged everyone to attend the Thanksgiving and Christmas celebrations for the elderly and children of
the Head Start Program. The Thanksgiving celebration will be held on the Wednesday before
Thanksgiving, and the Christmas program will be on the weekend before Christmas.
Ms. Zibelli requested that the agenda item relative to the Multi-Cultural Festival be the last item to be
discussed this evening.

Chairman Washam thanked the City of Boynton Beach, the Commissioners, and Wilfred Hawkins for
the work that went into the Annual Board Dinner. It was a great success and it was appreciated.

VIII. NEW BUSINESS
A. Recap of Youth In Government Day
There was a consensus of the board that Youth in Government Day was a success. Chairman
Washam thanked Wilfred Hawkins for all of the work that went into this effort.
Mrs. Girtman advised that Mrs. Garcia of Congress Middle School, suggested that future mock City
Commission meetings be videotaped so that the children will be able to view themselves in their
classrooms. Chairman Washam thought this was a great idea and will remember it for next year.
Mr. Bair suggested sending letters of thank you to the schools that participated. Mr. Hawkins
advised that the City has already taken care of those letters. Mr. Bair said he personally sent a thank
you letter to his contact at the school.
IX. UNFINISHED BUSINESS
A. Update on Multi-Cultural Festival
? Ms. Zibelli reported that she was at the Festival site today. All of the booth locations are
marked off. Ms. Cruz will be stationed at the Festival entrance to direct the groups to their
locations. All booth spaces have been filled.
? Ms. Zibelli advised that her sister will videotape the Festival activities so that we will have a
history of the first Festival.
? Bethesda Memorial Hospital will be donating a check in the amount of $500 on Friday. They
will also be bringing in their Wellness Group who will perform the Macarena.
The Palm Beach PostSun-Sentinel
? Advertisements have already appeared in and , and will
be seen on television.
? The signs will arrive tomorrow, and will be posted in front of City Hall and on US #1 in front of
Boat Club Park.
? Everyone involved was contacted today and given a cellular telephone number so that they
are able to contact us during the event.
? Mr. Weiner has the agenda for the Festival, and he will lead all entertainment acts.

? All posters and flyers have been distributed.
? Mr. Bair has drawing slips for the raffle that will be held for a sports pager.
? Volunteers are needed for Saturday. All volunteers will be given a t-shirt which contains the
Multi-Cultural Festival logo. Ms. Zibelli and Ms. Currier will be at the Festival grounds at 6:00
a.m. on Saturday. The event begins at 9:00 a.m. and ends at 5:00 p.m. It is important that
the members of the board volunteer for this event.
? A van will be available to shuttle people from the parking area at the Bay Club to the Festival
site. Mr. Hawkins added that staff will work out a method of using a portion of the boat
parking area for handicap parking.
Chairman Washam advised that crafters will be arriving early on Saturday morning. Because of the
early hour, some of the people may not be pleasant. The most important thing the board members
can do is to project a positive image.
Mr. Weiner had the following questions:
1. Will t-shirts be given out to everyone who is helping out? All volunteers and
sponsors will receive t-shirts.
2. What about give-aways? Mr. Weiner advised that he has gift certificates to local
restaurants, t-shirts from some of the local business, etc., that he is willing to give
away to guests at no charge to the board.
Chairman Washam confirmed with Mr. Weiner that there will be no charge to the board for any of the
give-aways, and that all give-aways are in good taste.
Ms. Currier left the meeting at 7:55 p.m.
3. Should I bring my sound system and? Ms. Zibelli advised that sound systems are
available. However, Mr. Weiner offered to bring his sound system as a back-up. Mr.
Weiner also requested that his booth be located as close to the stage as possible.
Ms. Zibelli confirmed that she had done that.
Mr. Weiner requested that the newspapers publish his name which is "Sound Effex Music".
4. Is Bethesda supplying their own music for the Macarena? Ms. Zibelli will check with
Bethesda, and make the necessary arrangements.
5. Can he park his vehicle close to his booth location? Ms. Zibelli advised that she
would handle this situation.
6. How does a person fill a vacancy on this board? Mr. Weiner was advised that he
must be a resident of the City to fill a vacancy on the Community Relations Board.
Mr. Weiner requested that the board members say "good bye" to him on stage prior to the last
entertainment act for the day. In addition, he requested that the board send him a thank you letter

after he does a good job on this event.
Mrs. Girtman left the meeting at 8:10 p.m.
Mr. Bair requested that copies of the map be supplied to the board members so that everyone will be
aware of the locations of the booths. He was further advised that members will be carrying walkie
talkies which are being loaned to us by Motorola. He further pointed out that Ms. Currier had a
problem with the give-away items because not all of those people supported the event. Chairman
Washam did not have a problem with this.
Chairman Washam thanked Dee Zibelli, Ronald Bair, Belky Cruz and Joy Currier for everything they
have done and their tireless efforts. He feels this board is about to embark on something a lot of
people did not believe could be accomplished. He is very proud that the members were able to put
aside a lot of differences to get this done.
Mr. Hawkins added that this is proof that volunteers can and do work very hard. He stated that he
has not seen people work so hard in a long time. The City appreciates how well the members
worked with staff. Mr. Hawkins was very impressed by the work that has been done.
X. ADJOURNMENT
There being no further business to come before the board, the meeting properly adjourned at 8:20
p.m.
