MINUTES OF THE ADVISORY BOARD ON CHILDREN & YOUTH MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA,
ON THURSDAY, NOVEMBER 30, 1995, AT 7:00 P.M.

I. CALL TO ORDER
Chairwoman Girtman called the meeting to order at 7:06 p.m.
II. MOMENT OF SILENT PRAYER
A moment of silent prayer was observed.
III. AGENDA APPROVAL (Additions, Corrections, Deletions)
Ms. Moss moved to approve the agenda as presented. Dr. Beil seconded the motion
which carried 4-0. (Shanna St. John, Denise Panton and Keturah Lee had not yet arrived.)
Miss Lee arrived for the meeting.
IV. MINUTES APPROVAL (October 26, 1995)
Ms. Voelxen moved to approve the minutes as printed. Ms. Moss seconded the motion
which carried 5-0. (Shanna St. John and Denise Panton had not yet arrived.)
V. PUBLIC AUDIENCE
None
VI. OLD BUSINESS
1. Youth Orchestra
It was anticipated that a report would be forthcoming on this item. Chairwoman Girtman
delayed discussion, trusting that someone would arrive to present a report.

2. Youth Expo
Chairwoman Girtman did not expect Mr. Fraker to be present this evening, but anticipated
having an update on his position with respect to the expo. She delayed discussion.
VII. COMMITTEE REPORTS
1. Hand Out Minutes for Board Review - Re: Well-Child Clinic
Chairwoman Girtman was unable to contact Dr. Fischmann. However, she asked Beth
Bailey to research previous board meeting minutes to excerpt discussions relative to the
children's clinic. Copies of those excerpts were presented to the members for their review
prior to the next meeting.
Vice Chairwoman St. John arrived for the meeting at 7:11 p.m.
Ms. Panton arrived for the meeting at 7:13 p.m.
Chairwoman Girtman said a discussion will take place at the next meeting regarding how
the board wishes to proceed.
Chairwoman Girtman announced that the meeting would revert back to "Old Business".
VI. OLD BUSINESS
1. Youth Orchestra
Ms. Panton said the gentleman she spoke about last month is interested, and he has
spoken with two of his friends who have also expressed interest. Ms. Panton questioned
whether or not a location in the City had been determined to hold rehearsals and provide
instruction. Chairwoman Girtman believes the City will help find a location when the
remaining details have been worked out.
In response to Chairwoman Girtman's question regarding the willingness of this gentleman
to work with children of various ages, Ms. Panton advised that he would like to maintain
the children who already have a music background. However, he offered to ask his two
friends whether they would be willing to help by providing music instruction.
2. Youth Expo
Vice Chairwoman St. John said she has not been able to get in touch with Mr. Fraker, but

she believes he is planning the expo for the first or second week in February.
Chairwoman Girtman feels there would not be enough planning time if the board desires to
involve some of the non-profit organizations. A decision would have to be made relative to
how involved this board wants to be in the expo. If a decision is made to take a booth to
disseminate pamphlets of the non-profit organizations that work with children, then there is
enough time to get involved in the February expo. However, if the board wants to be more
involved by including the schools, and conducting contests, there is not enough time to
participate in the February expo. Chairwoman Girtman explained that after the Christmas
holidays, the schools are pressed for time until the end of the school year.
Since it is late in the year, Dr. Beil suggested that the board get a table at the February
expo to advertise itself and some of the non-profit organizations that serve children. He
further suggested that the board plan earlier for next year's expo.
Vice Chairwoman St. John agreed that the board should participate in February, but plan
for another expo which will include the students and contests.
Ms. Voelxen announced that she is resigning from the board because of health problems.
She feels that, at the present time, the board's efforts should be focussed on the "Let's
Build a Playground" project since it is a tremendous undertaking.
In response to Miss Lee's request, Chairwoman Girtman provided a brief history of the
board's involvement with the Youth Expo. She explained the involvement with local
schools and the many contests which were set up by the board.
Motion
Dr. Beil moved that we represent ourselves and non-profits with a table or booth in
February, and work toward something in September or October of next year. Vice
Chairwoman St. John seconded the motion which carried unanimously.
Chairwoman Girtman advised that Mr. Fraker would be contacted relative to providing a
booth for the board. She will organize a list of non-profits to see if they wish to include
their brochures for distribution.
VIII. CORRESPONDENCE AND ANNOUNCEMENTS
1. Holly Day Fest to benefit "Let's Build a Playground" - December 10, at
old schoolhouse grounds immediately after parade (around 5 p.m.)
Ms. Panton announced that the Holly Day Fest is another fund raising function which will

be held immediately following the Holiday Parade. There will be cotton candy sales along
the Parade route. Following the Parade, there will be hot dogs and soda for sale, and
children will be able to take a picture with Santa.
Ms. Panton is no longer able to attend the "Playground" meetings on Wednesday evenings
because of a work schedule change. After discussion, Dr. Beil offered to try to attend the
meetings on the first and third Wednesdays of the month at the Art Center. Chairwoman
Girtman requested a copy of the newsletter so that the board can be kept updated on the
status of the playground project.
Ms. Voelxen circulated a photo of "The Easter Bunny", and explained its popularity in
Leisureville. "The Easter Bunny" will place an article in Leisureville's newspaper
requesting every resident to support this project by making small donations. If everyone in
Leisureville contributed $1, the project would realize a $4,000 gain. The Easter Bunny will
be requesting volunteers to build the playground and offer their services wherever needed.
Ms. Panton offered the name and phone number of the Volunteer Coordinator (Janet
DeVries - 364-8458). Ms. Voelxen will be supplied with a list specifying where volunteers
are needed. Ms. Panton further advised that volunteers are needed with respect to child
care inside the schoolhouse during the construction.
Ms. Panton said volunteers are also needed to help fold the Playground newsletters and
label them for mailing. Ms. Voelxen suggested having children do this during an after-
school program. She feels this will help make the children feel part of the overall effort.
Chairwoman Girtman recommended contacting Scout troops for assistance.
2. Publicity for Youth Orchestra
Chairwoman Girtman would like to request publicity in the Boynton Beach Times regarding
the board's efforts to organize a Youth Orchestra. The members like this suggestion
because they felt it would help to determine whether or not there are children interested in
participating. Furthermore, it might spur interest in the project. Chairwoman Girtman will
discuss this with Ms. Bailey.
Ms. Panton will invite Mr. Hall to the December 28, 1995 board meeting.
For the February expo, Dr. Beil suggested that a questionnaire be prepared regarding the
Youth Orchestra so that people can indicate their interest.
IX. NEW BUSINESS
1. Board participation in City Holiday Parade
Chairwoman Girtman explained that the board has participated each year by having a car

in the Parade. She requested input from the board regarding participation in this year's
Parade.
Ms. Panton explained that she will not be able to participate in the Parade since she will be
busy working on the Holly Day Fest. The members agreed to participate in the Parade by
entering a car. Miss Lee advised that O. C. Taylor of Delray Beach, was her sponsor when
she was selected Homecoming Queen. She will contact them to see if they can provide a
convertible to be used in the Parade.
Chairwoman Girtman announced that the Martin Luther King Committee Birthday
Celebration invites the board members to attend the Freedom Banquet on Sunday,
January 14, 1996, at 7:00 p.m., at the Holiday Inn-Catalina Centre. Donations are $25.
Contact Chairwoman Girtman for tickets.
The members were reminded of the City Board Dinner which will be held on December 7,
1995, at Hunters Run.
