Minutes 12-11-96 MINUTES OF THE COMMUNITY RELATIONS BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON WEDNESDAY, DECEMBER 11, 1996, AT 7:30 P.M. PRESENT Ron Washam, Chairman Wilfred Hawkins, Asst. to the Elizabeth Jenkins, Vice Chairwoman City Manager Ronald Bair Belky Cruz Joy Currier Blanche Girtman ABSENT Brenda Lee Williams Dee Zibelli Arthur Berman, Alternate I. OPENING, PLEDGE, PRAYER Chairman Washam called the meeting to order at 7:40 p.m. Mr. Bair led the Pledge of Allegiance to the Flag. The board observed a moment of silent prayer. II. ROLL CALL The Recording Secretary called the roll. III. RECOGNITION OF VISITORS None IV. AGENDA APPROVAL Chairman Washam advised that a full recap of the Multi-Cultural Festival will be offered at the next meeting when Dee Zibelli returns. Joy Currier will make a statement about the Festival. Motion Ms. Girtman moved to accept the agenda as amended. Ms. Currier seconded the motion which carried unanimously. V. MINUTES APPROVAL - November 13, 1996 Ms. Girtman moved to approve. Ms. Currier seconded the motion which carried unanimously. VI. CORRESPONDENCE AND ANNOUNCEMENTS Joy Currier announced the following: 1. There will be a Christmas Party on December 16, 1996, at 1:30 p.m. at Head Start, 909 NE 3rd Avenue. Santa will arrive on a fire truck. 2. There will be a Christmas party at Hester Park on December 19, 1996, at 1 MEETING MINUTES COMMUNITY RELATIONS BOARD BOYNTON BEACH, FLORIDA DECEMBER 11, 1996 6:00 p.m. 3. On Saturday, December 21, 1996, at 11:00 a.m. or noon, a Christmas party will be held at Hester Park. Over 1,000 children are expected to attend. Officer Rosenberg is organizing this event. Documentation proving residency is necessary for children to receive a present from Santa. This documentation must be provided to Officer Rosenberg prior to the party. Blanche Girtman announced the following: 1. Treasure Chest Early Learning Center will have a Christmas Program on Thursday night, December 19, 1996, at 7:30 p.m. The address is 101 NE 5 Avenue. Chairman Washam announced the following: 1. On December 17, 1996, at 7:00 p.m., Royal Palm School will have its Annual Holiday Program. The School is located at 6650 Lawrence Road (next to Santaluces High School). Ms. Currier advised that she received a letter from a three year old named Sebastian (Letter actually came from the Angel Tree. His name was the only remaining name on the tree.) He would like a train and a truck for Christmas. Ms. Currier telephoned Anne Centi who offered to buy Sebastian the train. Ms. Currier will be providing some clothing. Chairman Washam offered to buy a truck for Sebastian. VII. PUBLIC AUDIENCE Mr. Bair reported that in his neighborhood, there has been a recent problem with properties not being maintained and abandoned vehicles. At the beginning of December, Mr. Bair contacted the Code Enforcement Division to provide a list of the addresses of the properties in disrepair and the descriptions of the vehicles that appear to be abandoned. He wants to commend the Code Enforcement Division on their prompt action. They have cited the owners of the vehicles as well as the property owners. Ms. Cruz advised that Village Royale has had four break-ins into vehicles, slashed tires, and a break- in to an elderly person's home. She is requesting more police patrols in this area. She pointed out that when Lt. Yannuzzi was attending these meetings, there were more patrols. She also reported that because of the Police patrols on Martin Luther King, Jr. Boulevard, drug activities have moved to the Qwik Mart and on Gateway Boulevard and Federal Highway. She requested that the Police Department provide more patrols to handle this situation. Ms. Cruz also explained that a house was recently sold on the corner of Gateway Boulevard. The new owners park all over the road. It is impossible to safely maneuver a left turn to go to I-95 or a right turn to go to Federal Highway. Vehicles must be in the center of the road to be able to turn. She requested that the Police Department investigate this situation. Ms. Currier suggested that Ms. Cruz telephone the Police Department to report these situations. VIII. UNFINISHED BUSINESS 2 MEETING MINUTES COMMUNITY RELATIONS BOARD BOYNTON BEACH, FLORIDA DECEMBER 11, 1996 Mr. Bair reported that $39 was collected on the raffle of the Motorola Sports Pager. Anne Centi won the prize. In Ms. Zibelli's absence, Ms. Currier took this opportunity to thank many of the people who did a wonderful job during the Festival. She thanked City staff for making the board members look great. She thanked the following individuals: Wilfred Hawkins, Ginny Halpin, Sharon Golden, Melody Green, Commissioner Titcomb, Mayor Taylor, and all the Commissioners for their support and contributions. She suggests sending a letter to Bethesda Hospital for their contribution. She feels the board did a great job considering the weather. Ms. Cruz agreed that the board worked very hard, and she feels the Festival was successful. Chairman Washam reminded the members that a full report on the Festival will be available next month. However, he pointed out that this project started out with an idea to bring people together. If the board could bring together 10 people to hear other ideas, other music, and eat other food, the board did what it set out to do. Big numbers do not make the Festival successful. Chairman Washam said he will not complain about numbers or the weather. He is very grateful to all of the members for making this Festival a success. He is also very grateful to the people Ms. Currier thanked. He feels the board did something positive in other people's lives. The project was successful and he commended and thanked every board member. IX. NEW BUSINESS Chairman Washam reported that he will be bringing some new items to the board next month. He wished everyone a safe and successful holiday season. X. ADJOURNMENT There being no further business to come before the board, the meeting properly adjourned at 8:00 p.m. Janet M.
