Minutes 10-21-08 MINUTES OF THE SPECIAL COMMUNITY REDEVELOPMENT AGENCY BOARD MEETING HELD ON TUESDAY, OCTOBER 21,2008, AT 6:15 P.M. IN CITY COMMISSION CHAMBERS, BOYNTON BEACH, FLORIDA PRESENT: Jerry Taylor, Chair Marlene Ross Ron Weiland Lisa Bright, Executive Director James Cherof, Board Attorney ABSENT: Jose Rodriguez, Vice Chair Woodrow L. Hay I. Call to Order Chair Taylor called the meeting to order at 6: 16 p.m. II. Roll Call The Deputy City Clerk called the roll. Chair Taylor declared a quorum was present. III. Agenda Approval: A. Additions, Deletions, Corrections to the Agenda There were no additions, deletions or corrections to the agenda. B. Adoption of the Agenda Motion Mr. Weiland moved to accept the agenda as presented. Ms. Ross seconded the motion. The motion passed unanimously. IV. New Business A. Consideration of Exercising Right of First Refusal on Property located at 3675 S. Federal Highway Chair Taylor explained the property was the previous location of a strip club and the seller was offering the property for $2.2 million. The City has First Right of Refusal which can be abandoned. 1 Special Meeting Minutes Community Redevelopment Agency Board Boynton Beach, FL October 21, 2008 Ms. Ross inquired if the name of the new business would be Mr. G's Rock Bar and Grill and requested more information on the proposed business. Lisa Bright, Boynton Beach Community Redevelopment Agency Executive Director, replied the proposed buyer was rather vague and additional parking may be required. According to the terms that the Board had issued with the purchase of the adult entertainment license and alcohol (ABT) license, the Community Redevelopment Agency has the First Right of Refusal. The property consisted of less than an acre of land and was being sold for $2.2 million. Neither City staff nor CRA staff were aware of any details of the bar. The new owner would be required to purchase a new liquor license. Chair Taylor noted the options were to not exercise the First Right of Refusal and buy the property for $2.2 million or exercise the First Right of Refusal and allow the seller to seek another buyer for the property. Motion Mr. Weiland moved to exercise the Right of First Refusal. Attorney Cherof advised the motion was properly worded. Ms. Ross seconded the motion. The motion passed unanimously. V. Adjournment There being no further business to come before the Boar, Chair Taylor properly adjourned the meeting at 6:20 p.m. 2
