Minutes 06-05-95 MINUTES OF THE SENIOR ADVISORY BOARD MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA, ON MONDAY, JUNE 5, 1995, AT 4:00 P.M. PRESENT Betty Collins, Chairwoman Raymond Eney Geraldine Graham Edgar Sackett Esther Stranahan ABSENT Rose Fichtman James McMahon, Alternate CALL TO ORDER Chairwoman Collins called the meeting to order at 4:00 p.m. PLEDGE OF ALLEGIANCE & MOMENT OF SILENT PRAYER Chairwoman Collins regretfully announced the passing of Commissioner Jaskiewicz' sister, Loretta Myers. Following the Pledge of Allegiance to the Flag, a moment of silent prayer was observed in remembrance of Ms. Myers. APPROVAL OF MINUTES Ms. Stranahan requested that paragraph 2 under "Discuss Plans for Senior Center" be clarified so that it is obvious that $20,000 is the annual salary. The sentence will be changed to read as follows: "Mr. Eney investigated the cost of a staff person for the annually center, and determined that $20,000 would be necessary to cover the cost of one person for three days per week." Motion Ms. Stranahan moved to approve the minutes of the May 1, 1995 meeting. Mr. Eney seconded the motion which carried unanimously. NOMINATION/SELECTION OF CHAIRPERSON Chairwoman Collins opened the nominations for chairperson for the upcoming year. 1 MINUTES SENIOR ADVISORY BOARD BOYNTON BEACH, FLORIDA JUNE 5, 1995 Ms. Stranahan nominated Mr. Eney. Mr. Eney declined. Motion Mr. Eney moved that Chairwoman Collins continue as chairperson of the Senior Advisory Board. Mr. Sackett seconded the motion which carried unanimously. PRESENTATION BY MAYOR PRO TEM LYNNE MATSON Chairwoman Collins reminded the members of the discussion relative to the board's desire to provide assistance during the upcoming centennial events. Mayor Pro Tem Matson will update the board on the plans being made for the event. Mayor Pro Tem Matson, Chairperson of the centennial, advised that last year, the City of Boynton Beach allocated $25,000 for fireworks for this July 4th celebration. A decision was made at that time to conduct the centennial celebration in conjunction with the July 4th celebration. Beginning on June 23, and ending on July 4, centennial events will be held throughout the City. In addition to the $25,000 donated by the City, Mayor Pro Tem Matson advised that she has been able to raise an additional $20,000 in sponsorships as chairperson of fund raising. The projected cost of the centennial is approximately $70,000. It is hoped that the sale of merchandise will help to offset the deficit. Any money received over and above the cost of the City's costs for the centennial will be donated to the Historic School Preservation. The City received a grant to restore the Historic School; however, we are attempting to raise matching funds. Mayor Pro Tem Matson distributed a packet of information detailing the events planned for the centennial celebration. She detailed the events as follows: June 23 Centennial Pineapple Ball at Aberdeen Country Club, sponsored by Bethesda Memorial Hospital June 24 Grand Opening Ceremony Raft Race & Barbecue Junkanoo Fest June 25 Sunrise Service Pancake Breakfast, sponsored by IHOP Ducky Day at the Beach June 26 A Taste of Boynton at the Woman's Club 2 MINUTES SENIOR ADVISORY BOARD BOYNTON BEACH, FLORIDA JUNE 5, 1995 June 27 Historical Sampling Includes slides, video, tape and print presentation July 1 In-Line Skating Volleyball Tournament Sr. Men's Softball Tournament Grove Tour Yesteryear Country Jamboree Country Street Dance July 2 Historic Homes Tour Crime Prevention Funday July 4 BIG BLAST! Mayor Pro Tem Matson further advised of some of the contests which include "Pineapple Recipe Challenge", "Brothers of the Brush" and "Duck Race". In addition, for a fee of $1, a Boynton Beach stock certificate can be purchased. Hats are available for $5 each, and centennial plates are selling for $10 each. The Boynton Beach Mall has agreed to allow the centennial committee to use the store formerly known as "I Natural" as the "Boynton Beach Centennial Store". Merchandise can be purchased at that location, or through Mayor Pro Tem Matson, the Recreation Department and the Chamber of Commerce. Volunteers are needed to man the store during Mall hours of operation. At present volunteers are needed in the early evening and morning hours. To offer assistance, call 375-6028. Mayor Pro Tem Matson intends to contact the homeowners' associations throughout the City to get them involved in the City's activities. A resolution is being drawn requesting participation by the communities. She will also be attending neighboring city commission meetings urging them to join in our celebration. A television commercial will be filmed tomorrow through Comcast which is free of charge. This commercial will run from Jupiter to Boca Raton. Mayor Pro Tem Matson reminded the members that almost all of the events are free of charge. She urged them to get excited about the festivities and participate. Mayor Pro Tem Matson thanked the board members for the good work they have done. PUBLIC AUDIENCE: 3 MINUTES SENIOR ADVISORY BOARD BOYNTON BEACH, FLORIDA JUNE 5, 1995 Joy Currier , representing "Pennies for P.A.L.", asked the members to support the "Pennies for P.A.L" drive by putting a canister in their clubhouses. UPDATE ON SENIOR CENTER Chairwoman Collins reported that there was little support in response to the surveys. In discussing this situation with Mayor Pro Tem Matson, Chairwoman Collins advised that she suggests including this survey in "Fun Fare". Mayor Pro Tem Matson recommended speaking with Melody Green or Virginia Halpin. Chairwoman Collins will arrange to have drop boxes placed in City Hall, the Library, and the Civic Center. Mr. Eney reported on the difficulty he encountered in trying to place the surveys at the Library and the response to the surveys at this location was very poor. Chairwoman Collins advised that when a prior survey was solicited during Mayor Weiner's term, tremendous response was received from those who frequented the Library. JULY 4TH CELEBRATION Chairwoman Collins advised the members that the board can have an exhibit at the July 4th celebration. The booth would have to be manned from 12 noon until 8:00 p.m. She reminded the members that the board had a booth during G.A.L.A. After discussion, a decision was made not to have a booth on July 4. CANCELLATION OF SUMMER MEETINGS There will be no Senior Advisory Board meeting during July and August. The next meeting Monday, September 11, 1995 of the board will be on . Chairwoman Collins pointed out the need for new members. She advised that Rose Fichtman is up for reappointment, but because of her husband's illness and inability to drive, she is not certain she will be able to attend the meetings. Olive Field has expressed interest, but she does not drive. Ms. Stranahan offered to transport Ms. Field to the meetings if she submits an application and is appointed. Chairwoman Collins explained that the board can only serve seniors if they seniors are aware of the existence of the board. They need to know there is a place where they can take their problems. She feels that the ad in the Boynton Beach Times might help to make them aware. Mr. Eney will write an article to be faxed to the Boynton Beach Times. Richard Gram , who was present in the audience, felt that it might be useful for the board to attempt to put together a package for submittal to the McArthur Foundation. That 4 MINUTES SENIOR ADVISORY BOARD BOYNTON BEACH, FLORIDA JUNE 5, 1995 Foundation has a tremendous amount of money to be spent in Palm Beach County. If that money is not spent, the Foundation will lose its status. In order to get assistance from this resource, a grant package spelling out the type of facility needed and the purpose it will serve must be stipulated. Chairwoman Collins feels the first step is to determine the need for such a facility. Mr. Gram said there are four major senior centers in the County; the Glades Senior Center, the North County Center, the mid-County Center and the Mae Volen Center. All of these centers are doing a large volume of business, and many times they are beyond their capacity. Mr. Gram explained that the North County Center has a full-time director. He suggested requesting that the County do a study to determine whether or not there should be a center in Boynton Beach. He further recommended that the board ask Mayor Taylor to assign a staff person to put together the need and potential uses of a center. The citizens can then be told of the services which will be available at that center. Mr. Gram advised that if there is any HUD money available, the application would have to be submitted in the fall for funding the following October. He recommended that the members get in touch with Ruth Cook at the Department of Senior Services. The Gold Coast Area Council on Aging is another organization which is active in the creation of these facilities. They put $125,000 into the North County Center. Chairwoman Collins advised that she will be happy to approach the City Commission in September, and she feels they will give their support to such a project. The board members thanked Mr. Gram for his input. ADJOURNMENT There being no further business to come before the board, Mr. Eney moved to adjourn the meeting at 5:00 p.m. Ms. Graham seconded the motion which carried unanimously. Janet M.
