MINUTES OF THE SENIOR ADVISORY BOARD MEETING HELD IN
COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH,
FLORIDA, ON MONDAY, DECEMBER 4, 1995, AT 4:00 P.M.

1. CALL TO ORDER
Chairwoman Collins called the meeting to order at 4:00 p.m. Mr. Rose was not yet
present.
2. PLEDGE OF ALLEGIANCE, MOMENT OF SILENT PRAYER
The Pledge of Allegiance to the Flag was recited, followed by a moment of silent
prayer.
3. ROLL CALL
The Recording Secretary called the roll. At this time, Mr. Rose arrived.
4. AGENDA APPROVAL
No additions, deletions, or corrections were made to the agenda.
Motion
Mr. Eney moved to approve the agenda as presented. Ms. Stranahan seconded the
motion, which carried unanimously.
5. APPROVAL OF MINUTES
No additions, deletions, or corrections were made to the minutes of the November 6,
1995 meeting. Chairwoman Collins thanked the recording secretaries for doing the
minutes very well and timely.
Motion
Ms. Toth moved to approve the minutes of the November 6, 1995 meeting as
submitted.
Ms. Graham seconded the motion, which carried unanimously.
6. REPORT FROM BETH BAILEY
Ms. Bailey advised that a meeting is scheduled for tomorrow at 9:00 a.m. between City
Manager Carrie Parker and some of the staff of the Park and Recreation Department to
talk about the future use of the Madsen Center. She will report to Chairwoman Collins
after that meeting.
Also, the bus route and bus brochures are being worked on. Robert Eichorst, the
Public Works Director, is having Carel Fisher compare the two current City routes to
what Palm Tran is proposing for next year. They will report to City Manager Parker on
their findings.
Chairwoman Collins stated that Palm Tran has certain regulations about people of 65
using Spectran. She said City Manager Parker seemed to think that maybe we could
allow people over 65 to use it. Ms. Bailey will bring this up at the meeting tomorrow.
7. RECOGNITION TO DIANE GRANT, PUBLISHER OF "SENIOR LIVING"
NEWSLETTER
Ms. Grant was not present. Chairwoman Collins distributed copies of the second
edition of "Senior Living in and Around Boynton Beach". This is a free monthly
newsletter published by Diane Grant. Chairwoman Collins stated that Ms. Grant said
she started this newsletter because her mother lives in Boynton Beach and does not
get around too well. Chairwoman Collins was impressed with this newsletter. She said
it could be an avenue for this Board to advertise its programs.

Chairwoman Collins reported that at the Health Fair on Friday, many people filled out
the survey about opening a senior center. Also, many bus schedules were distributed
at that time.
8. ACTIVITIES FOR SENIORS
No activity for seniors was planned for December. Chairwoman collins advised that
Ms. Grant will advertise the January activity for seniors, and Ms. Bailey will prepare a
flyer.
9. SPEAKER FOR JANUARY MEETING, JACOB ROSE, BOARD MEMBER AND
ATTORNEY ON SPECIALTY OF ELDER LAW. ALSO, SPRINGHOUSE HAS
ASKED TO GIVE A PRESENTATION
Chairwoman Collins said she asked Mr. Rose to speak at the next meeting on elder
law. She said people often ask her to recommend an attorney who specializes in elder
law. They want to prepare now. They do not have large estates and do not know
whether or not they should put them in trusts. People want to know about powers of
attorney, and if they should give their property to their children now to avoid probate.
Ms. Bailey will advertise this so that people can attend the meeting to ask questions.
Mr. Rose added that there are a number of very important changes in State law that are
going to be effective January 1, and it is a good idea for individuals to be brought up to
date on them. He pointed out that unless they are controversial, quite frequently they
are not announced in the newspapers.
Chairwoman Collins felt the Board should also invite someone from HRS to talk about
what someone can do if they know of an elderly person who is living alone and is not
able to handle his or her own affairs. She pointed out that many of these people are
being taken advantage of by other people.
Ms. Bailey will also advertise in the newspaper that a speaker from HRS will be at the
next meeting.
Chairwoman Collins rescheduled the presentation by Springhouse to February. She
wondered if they are looking for the type of senior who is independent but needs a little
help.

10. OTHER BUSINESS
Discussion ensued about what to do about seniors who are driving that should not be.
Chairwoman Collins suggested asking someone from the Police Department about this.
She said people do not want to get involved. She suggested having a telephone
number for people to call in anonymously.
Ms. Bailey advised that Mr. McMahon gave her the necessary information, and she is
working on the bus schedule. She should have it completed by next month.
Chairwoman Collins reminded the members of the Board about the Annual Board
Dinner on Thursday at the Hunters Run Club House.
Since the Board's next regular meeting date falls on New Year's Day, that meeting was
rescheduled to January 8, 1996.
Chairwoman Collins wished everyone a happy holiday.
11. ADJOURNMENT
There being no further business to come before the Board, the meeting was adjourned
at 4:25 p.m.
