HELD AT CITY HALL, BOYNTON BEACH, FLORIDA
MONDAY, NOVEMBER 17, 1986 AT 5:30 P. M.

Mayor Cassandra called the meeting to order at 5:30 P. 'M.
He referred to five items being listed on the notice of the
meeting and advised he was interested in obtaining a consen-.
sus of opinion from the Council with no voting taking place.
Process for Selection of Replacement for Councilman
Robert Ferrell
Mayor Cassandra referred to a list of names being submitted
for consideration and stated he would like to cut the number
down. The following five candidates have applied to fill
this vacancy with Marty Trauger having withdrawn his name
and all are residents of District I:
Harold L. Blanchette
George K. deLong
Ralph A. Marchese
Ben Uleck
Garry-W. Winter
Councilman Hester referred to all being qualified and stated
his first three choices are Harold Blanchette, Ralph
Marchese and George deLong. Councilwoman zibelli agreed
with these three choices. Vice Mayor zimmerman stated he
would go along with Ben 'Uleck, Garry Winter and Ralph
Marchese. Mayor Cassandra concluded that his three choices
were Ben Uleck, Ralph Marchese and George deLong.
It was noted the consensus favored Ralph Marchese, George
deLong and the third choice being either Ben Uleck or Harold
Blanchette. During discussion, Vice Mayor zimmerman com-
mended Ben Uleck's attendance and interest at Council
meetings and Councilwoman zibelli changed her third choice
to Ben Uleck.
Mayor Cassandra announced the consensus of opinion is Ralph
Marchese, George deLong and Ben Uleck will be considered for
this vacancy tomorrow.
Process for Selection of city Attorney
Mayor Cassandra referred to receiving eight resumes and
pointed out that only Trela White noted interest on a

contractual basis. Since we have had the resumes for one
month, he thinks consideration should be given to reducing
the number.
Discussion ensued regarding the effect the election would
have on a city attorney after having been recently appointed
and it was agreed to proceed with the appointment process
with comments made in favor of hiring a full time city
attorney.
Mayor Cassandra referred to the requirements noted in the
advertisement and stated he chose Frank A. Kreidler, Joan
Odell, Raymond A. Rea, and Saul Smolar based on the three
year municipal requirement, since the others did not have
city exposure in any form. Councilman Hester stated he has
Frank Kreidler, Saul Smolar, Jean Odell and Raymond Rea
based on what we asked for. Councilwoman Zibelli agreed
these are the four she chose because of their qualifications
with municipal government. Vice Mayor zimmerman stated he
didn't see any real good applicants and feels we should
possibly consider a contractual attorney, but he will go
along with these four names.
Mayor Cassandra referred to Councilwoman Zibelli having to
leave early tomorrow night and requested approval to move
these two items forward on the agenda ahead of the city
Manager's report or right after it.
Consideration of Appointments of Replacement Members to
Council of Governments and Metropolitan Planning Organi-
zation
Mayor Cassandra referred to Councilman Ferrell being the
full time member on the Council of Governments and suggested
moving Vice Mayor zimmerman to this position if he is
agreeable. He suggested that an alternate member be con-
sidered for this meeting held at four o'clock on the first
Wednesday of the month. He added that the MPO meets at 9:00
A.M. on Thursday and suggested these appointments be taken
care of tomorrow night.
Vice Mayor zimmerman added that alternates were allowed to
serve on the MPO being appointed by letter by the City
Council. Mr. Ferrell agreed alternates had filled in on a
case by case basis with a letter. Mayor Cassandra requested
Miss Toney to find out if that procedure was still in
effect.

Travel Allowance Procedure for the Mayor and City Council
Mayor Cassandra read a draft submitted for the regular
Council meeting pertaining to a proposed travel reimbur-
sement policy. He stated that he thinks at no time should
any meeting conflict with a city Council meeting. If it
does, he thinks Council approval should be obtained. He
suggested that this proposed travel reimbursement policy be
made a part of the new Council's meeting like Roberts Rules
for parliamentary procedure, so there is no conflict later
on.
After discussion, Mayor Cassandra continued that a fourth
paragraph to this draft should be considered that a one page
report on the highlights of the meeting should be
transmitted to the other Councilmembers. Vice Mayor
zimmerman agreed and added that he brought back information
and placed it in the Council's office for review.
ADJOURNMENT
Vice Mayor zim~erman moved to adjourn, seconded by
Councilwoman Zibelli. Motion carried 4-0 and the meeting
was properly adjourned at 6:00 P. M.
