Minutes 09-04-86MINUTES OF THE SPECIAL CITY COUNCIL MEETING HELD AT CITY-HALL, BOYNTON BEACH, FLORIDA THURSDAY, SEPTEMBER 4, 1986, AT 7:30 P.M. PRESENT Nick Cassandra, Mayor Carl Zimmerman, Vice Mayor Robert Ferrell, Councilman Ezell Hester, Jr., Councilman Dee L. zibelli, Councilwoman Peter L. Cheney, City Manager Betty S. Boroni, City Clerk James R. Vance, City Attorney Mayor Cassandra called the meeting to order at 7:30 P.M. AGENDA APPROVAL Ther~ were no corrections to the agenda, and so Mayor Cassandra accepted the agenda as presented. DEVELOPMENT PLANS Attorney Jon Moyle, representing Quantum Associates, recognized Ed Deutsch, Steve Deutsch, and George zimmerman from the company. Attorney Moyle distributed copies of the proposed amendment to the Development Order which incorporates the Amended Master Site Development Plan. He'stated that he feels the proposed changes do not constitute a substantial deviation of the Chapter 380. He pointed out that the developed acreage under this amended site plan is increased by only 1.6 acres over the development order that presently stands approved. The first amendment to the site plan decreased the use by 48.5 acres as compared with the originally approved Development Order. Thus there are now 46.6 or 46.7 less acres being presented. Attorney Moyle noted that the main concerns of the Planning and Zoning Board were related to jobs and traffic. Therefore, Tom Powers of Goodkin Research Corporation and Jim Zook of Kimley-Horn and Associates, Inc. would be answering questions specifically related to jobs and traf- fic, and George Zimmerman, Project Manager, would respond to any'planning issues. Attorney Moyle pointed out that the recommendation of the Planning and Zoning Board was unanimous. He also stated that in the Amended Plan the commercial frontage has been changed to a perimeter road. He mentioned that traffic, - 1 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 4, 1986 job, and employment figures all remain consistent, and that Quantum Park will be the same high-tec park with the same beneficial impact as in all the other presentations. Nothing has changed by virtue of this amended site plan. Presentation by Jim Zook, Kimley-Horn and Associates Mr. Zook reported on the third traffic analysis report of this project. There have been minor changes on the site plan to effect traffic. There has been a slight realignment of the internal roadway system. There will be the same traffic volume over a 24-hour period, but there was a change in the turning movement volumes at some of the intersections. Mayor Cassandra expressed concern about 18-wheelers on 22nd Avenue and inquired about service roads. Mr. Zook explained that the trucks would pull off into a separate turn lane to enter Quantum Park. There would be dual left- and separate right-turn lanes as well as a traffic light to be installed as needed. Councilwoman zibelli inquired about the distance of the pro- ject from 1-95 or Seacrest Boulevard. Mr. Zook estimated the distance was a half-mile. Councilwoman Zibelli wondered about the noise produced by the 18-wheelers during the night. Publix has advised that they will not make night deliveries. Presentation by George Zimmerman, Deutsch Ireland Properties As Tom Powers did not arrive for the meeting, Attorney Moyle asked George Zimmerman to speak. He first stressed that bringing in a new tenant, Publix, to the park would not detract from the quality of the park. He next confirmed that the roads through the park would be four-lane and that the turning radius had been widened by virtue of the median roadways. Referring again to the admission of Publix into the park, Mr. Zimmerman stated that the initial submittal package had included food distribution centers. He main- tained that he is seeking approval for Publix to purchase the parcel, and then Publix must then get approval for how they plan to develop the site. Mr. Zimmerman next discussed landscaping plans for the area. He does not feel that the admission of the new tenant will change the quality level of the landscaping. The landscaping plans should help to reduce the noise level. He answered other questions concerning traffic in the area, and - 2 - MINUTES - SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA SEPTEMBER 4, 1986 Attorney Moyle read a statement from the Goodkin report con- cerning routing of truck traffic which said that "it is no surprise to Goodkin that a major quality high visibility tenant like Publix chose to make its home here. The fact that they are the flagship tenant suggests that the quality of the park at buildout will be even higher than originally foreseen. This is because quality tends to breed quality; high quality tenants tend to cluster. Distribution, by its nature, employs fewer employees-per-square foot than do some of the more "intensive-use" industrial tenants. Simply put, the distribution function was part of the original employ- ment forecast. Because it is the first tenant, as opposed to the tenth, for example, is not cause to worry that the original employment forecasts cannot be achieved." He added that Publix would be cooperative in this matter and that municipal boundaries could also be set regarding truck traf- fic. Mr. Zimmerman reiterated that Publix was a very image-conscious company, and only image-conscious companies will be allowed in the park. Presentation by Tim Cannon, Senior City Planner City Manager Cheney stated that Tim Cannon would summarize the Planning and Zoning Report and report on the necessary actions to be taken. This report has been reviewed by Treasure Coast, and letters from Treasure Coast and from the Department of Community Affairs both indicated that they require no further hearings. Mr. Cannon summarized the Planning and Zoning Board Report, and he also summarized the action that needs to be taken by the City Council. The Planning and Zoning Board found no substantial change and recommended that the revised Master Plan be approved. Councilman Ferrell moved to approve the Amended Master Plan according to the five specific amendments in the Development Order on page two of the Planning and zoning agenda memorandum dated August 14, 1986 and to direct City Attorney Vance's office to prepare the appropriate amend- ments to the Development Order incorporating the approved changes. The motion was seconded by Councilwoman Zibelli. The motion carried 5-0. Councilman Ferrell moved to approve the Ecological Report. The motion was seconded by Councilman Hester. The motion was seconded by Councilman Hester. The motion carried 5-0. ADJOURNMENT There being no further business to come before the Council, Mayor Cassandra declared the meeting adjourned.
