Minutes 05-13-09 MINUTES OF THE COMMUNITY RELATIONS BOARD MEETING HELD ON WEDNESDAY, MAY 13, 2009, AT 7:00 P.M. IN CITY COMMISSON CHAMBERS, BOYNTON BEACH, FLORIDA PRESENT: Brian Miller, Chair Thelma Lyons, Board Liaison Belky Cruz Judy Immer Stanley Sorgman Lloyd McCoy, Alternate ABSENT: Victor Norfus, Vice Chair Blanche Hearst-Girtman Paula Melley Joyce Mura Phyllis Stern Floyd Zonenstein, Alternate I. Call Meeting to Order – Pledge of Allegiance Chair Miller called the meeting to order at 7:05 p.m. Ms. Immer led the Pledge of Allegiance to the Flag. II. Roll Call The Recording Secretary called the roll. III. Recognition of Visitors None IV. Approval of Agenda The following announcement was added: ?Heart of Boynton meeting, May 18, 2008, 6:30 p.m., Carolyn Sims Center Motion Mr. McCoy moved to approve the agenda as amended. Ms. Immer seconded the motion that passed unanimously. 1 Meeting Minutes Community Relations Board Boynton Beach, Florida May 13, 2009 V. Approval of Minutes from March 11, 2009 Meeting Motion Mr. McCoy moved to approve the minutes of the March 11, 2009 meeting. Mr. Sorgman seconded the motion that passed unanimously. VI. Announcements: Ms. Lyons announced future agendas would be sent via email. There was no objection by the Board. It was noted Ms. Mura and other Board members were attending a Community Emergency Response Team (CERT) meeting this evening. Ms. Lyons announced Family Fun Day, May 16, 2009, a free event to be held from 12:00 noon to 5:00 p.m. at the Carolyn Sims Center. Food and beverages would be available, but there would be a charge. VII. Reports/Updates: Pride in Boynton Update Chair Miller noted the residents of Village Royale on the Green, the community in which he resided, had participated in the Great American Cleanup on April 18 2009, planting more than 100 bushes throughout the complex. The Four Sea Suns Condominiums had participated as well. Chair Miller reported three vacant lots in the vicinity of NW 10th Avenue and NW 1st Street were completely covered with debris, despite the Great American Cleanup and the use of trash receptacles. It was noted that approximately 95% of the litter in the area of MLK Boulevard and the corner of Seacrest and Boynton Beach Boulevard, was comprised of recyclable materials such as bottles, cans and plastics. It was suggested the City or the Board provide incentives for the areas to be maintained regularly, as a yearly cleanup was not sufficient. It was also suggested a program be established for individuals to collect the recyclable materials in substantial quantities, and to be paid nominally for their efforts. Other suggestions included a recommendation to the City Commission for the placement of large recyclable bins, the formation of some type of "litter police," water bill credits, reduced fines or other incentives for volunteers. Chair Miller suggested a motion be made to recommend the City Commission find a workable solution and take any measures necessary to ensure the vacant lots are kept free of debris. 2 Meeting Minutes Community Relations Board Boynton Beach, Florida May 13, 2009 Ms. Lyons noted she had worked with the residents in the Heart of Boynton, and they had cleaned up the area every three months. She contended it was not the members of the community, but rather non-residents, who had trashed the area. Motion Mr. McCoy moved that the City Commission investigate whatever methods were available to get a handle on the litter conditions in specified areas within Boynton Beach, and the lots that belong to the City or the CRA. Mr. Sorgman seconded the motion that passed unanimously. VIII. Old Business: With regard to correspondence received from Sister Lorraine Ryan as set forth in the March 11, 2009 minutes, it was reported the water had been turned on at the community gardens. IX. New Business A) Holiday Parade Discussion - Brian Miller This year's Holiday Parade would take place on Saturday, December 5, 2009, at 5:00 p.m. Chair Miller had already contacted representatives from Boynton Beach Community High School who indicated they wished to participate to a greater extent than the previous year. It was noted other high schools were welcome to participate. B) Board Discussion - Future Board meetings falling on holidays (e.g. November 11th, Veterans Day) Ms. Lyons noted she would place this item on the next agenda, when it was anticipated a full complement of the Board would be present. Chair Miller would coordinate the meetings with the City Clerk. C) Board Discussion - Summer break Motion Mr. McCoy moved to have July and December as the time to break. Ms. Cruz seconded the motion that passed unanimously. 3 Meeting Minutes Community Relations Board Boynton Beach, Florida May 13, 2009 Chair Miller would contact Officer Huntington to arrange for identification badges for the Board members. x.
