MINUTES OF THE CEMETERY BOARD MEETING
HELD ON THURSDAY, JULY 9, 2009, at 6:00 P.M. IN

1. Call to Order
The meeting was called to order at 6:00 p.m.
2. Attendance
Secretary Prainito called the roll.
3. Agenda Approval
The following changes were requested:

Motion
Ms. Glinski moved to approve the agenda as amended. Ms. Norem-Hohner seconded
the motion that passed unanimously.

Motion
Ms. Glinski moved to approve the minutes. Ms. Norem-Hohner seconded the motion
that passed unanimously.

5. Receipt of Revenue/Expense Sheets – May 2009
Motion
Ms. Glinski moved to accept. Ms. Norem-Hohner seconded the motion that passed
unanimously.

Motion
Ms. Glinski moved to accept. Ms. Norem-Hohner seconded the motion that passed
unanimously.
7. Unfinished Business
A. Parks Division Reports – April & June 2009
The April report will be provided at the next meeting. Mr. Balfe reviewed the June
report.
B.Status report regarding engraving charges for benches at the cemetery
(Tabled)
Mr. Balfe had communicated with Mr. Ferazzoli regarding the benches discussed at the
last meeting. The ¾" limestone bench consisted of pieces laminated together and filled
with concrete. Mr. Balfe's concern was that over time, the lime in the concrete could
potentially leech through the seams. In a previous conversation with Chair Hatch, Mr.
Ferazzoli had offered to assemble a bench for the Board's assessment, and he assured
Chair Hatch that the pieces would not break. Chair Hatch suggested tabling the matter
until the Board had an opportunity to examine the bench, and a determination could be
made at that time.
Motion
Ms. Glinski moved to table. There was no second to the motion.
Discussion ensued as to the texture of the limestone. Mr. Balfe noted the front edge
was rough and hammered, and the seating component resembled the niche and crypt
fronts at the mausoleum. He added the fascia and columns at the mausoleum were
made of limestone. Mr. Ferazzoli had assured Chair Hatch he would have a bench
ready for the Board's examination in a very short period of time.

Mr. Balfe had communicated with the vendor who currently inscribes the crypt and
niche fronts at the mausoleum, and the vendor advised he could probably engrave a
smooth finish, but would not be eager to engrave the limestone.
As previously discussed, the cost of the limestone bench would be $950, the "India
Gray" granite, $630 and the "Diamond Pink" granite, $1,602. It was noted the granite
benches would have to be ordered in quantities of 10 while the limestone benches
could be ordered from Mr. Ferazzoli individually. Mr. Balfe noted the original limestone
color for the mausoleum pillars had been 10 to 15 shades lighter than the limestone
currently on the fascia and pillars.
The question arose as to whether Mr. Ferazzoli could attend the next meeting to
address the Board's concerns, particularly those relating to engraving and leeching. Mr.
Balfe would contact Mr. Ferazzoli and request his attendance at the next meeting.
Motion
Ms. Glinski moved to table. Ms. Norem-Hohner seconded the motion that passed
unanimously.
C.Status of the fountain
Mr. Balfe had provided Finance with references and when the purchase order has been
processed, the work will commence. It was hoped the fountain would be installed by
the next meeting.
8. New Business
A. Discuss establishing a fee for engraving crypt and niche fronts at the
Boynton Beach Mausoleum, and pricing on emblems (Tabled)
Mr. Balfe advised the engraving costs to the City would be as follows:
?Double crypt front (3 feet x six feet), with a full inscription - $85
?Single crypt front (3 feet x 3 feet), with a full inscription - $70
?Niche front with a full inscription - $45
Fees for various combinations of names and dates of birth and death were discussed,
and it was suggested a set fee be established to cover all scenarios.

Motion
Ms. Norem-Hohner moved to recommend to the City Commission that the City charge
$200 per person for engraving of any crypt or niche fronts, to include the person's first
name, last name, year of birth, year of death and a hyphen. Ms. Glinski seconded the
motion that passed unanimously.
Mr. Balfe suggested a flat rate of $15 be established for the emblems, whether on a
crypt or niche. The fee would include only those emblems reflected on the list
circulated to the Board. Any request for emblems that were not included on the list
would require the Board's approval, and the cost could be determined at that time. A
$75 fee was suggested in lieu of $15 to cover increases in engraving fees to the City.
Motion
Ms. Norem-Hohner moved to establish a fee of $75 for the emblems shown on the list.
Emblems not included on the list would need to be approved by the Board, and a price
would be determined at that time. Ms. Glinski seconded the motion that passed
unanimously.
B. Discuss prices for crypts and niches at Boynton Beach Mausoleum
(Tabled)
Jody Rivers, Parks Superintendent, noted staff had researched the costs of crypts and
niches charged by mausoleums in Delray Beach, Boca Raton, Lake Worth and Palm
Beach in comparison to fees currently charged by Boynton Memorial Park. She
provided a list of recommended crypt costs which were based on an average of the
costs researched and the location of the crypts. Ms. Rivers did not have information
pertaining to non-resident crypt costs or resident and non-resident niche costs and
would provide the additional information next month. As such, the Board agreed to
have this item remain on the table until the next meeting.
C. Discuss and make recommendation to the City Commission regarding a
transfer fee for crypts and niches at Boynton Beach Mausoleum (Tabled)
Ms. Prainito would discuss this issue with the City Attorney, as it was believed the
current litigation could affect the sale and transfer of crypts and niches. It was agreed
the item should remain tabled.

D. Discussion on the cost of cremains interment
The fee for cremains interment at any time was currently $100. It had been the intent
of the Board to increase the cost for cremains interments occurring on a holiday or
weekend. It was noted the cost for in-ground burials on a weekday was $400 and $500
on Saturday, Sunday and holidays. Mr. Balfe suggested the cost for weekend and
holiday cremains burials be increased to $200.
Motion
Ms. Norem-Hohner moved to charge $200 for weekend and holiday cremains burials.
Ms. Glinski seconded the motion that passed unanimously.
It was noted the increase would cover overtime costs for the cemetery workers.
E. Discussion on Boynton Beach Mausoleum lift
Mr. Balfe advised the mausoleum lift had not been operating properly and was in need
of replacement. He had researched the item and discovered a battery-powered type of
lift which was a good deal lighter than the current lift and offered various options. Mr.
Balfe requested the Board's authorization to obtain quotes and bring the information
back to the Board. The Board agreed on consensus.
F. Resodding of the cemetery
Ms. Rivers noted Commissioner Weiland had requested that the resodding contract be
removed from the July 21, 2009 City Commission meeting agenda. He had been made
aware of a zoysia sod that was anti-weed and might be more appropriate than the St.
Augustine grass for the cemetery.
Ms. Rivers advised the reuse water had been piped into the cemetery and the grounds
had improved a great deal. It was questioned whether it was necessary to resod the
entire cemetery. Ms. Rivers indicated the Links golf course manager, a sod expert,
would be analyzing the ground cover at the cemetery. It was believed the weed
problem would improve with the reuse water and fertilizer.
Staff would be researching the zoysia sod and would have a better idea of the
Commission's intent by the next Board meeting. As such, it was agreed the matter
would be tabled until the next meeting.

A. City attorney to review Code section on the cemetery for the purpose of
updating archaic language and add definitions.
