Minutes 07-13-09 MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING HELD ON MONDAY, JULY 13, 2009, AT 10:00 A.M. Call to Order The meeting was called to order at 10:05 a.m. II. Roll Call The Recording Secretary called the roll and determined a quorum was present. III. Acceptance of Minutes of June 9, 2009 regular meeting Motion Mr. Magazine moved to approve the minutes as written. The motion was duly seconded and unanimously passed. IV. Safety Committee Education and Training Program – “Incident Reports PowerPoint Presentation” 1 Meeting Minutes Safety Committee Boynton Beach, Florida July 13, 2009 Mr. Magazine reviewed the presentation, which was also distributed to the members via hard copy. The presentation was a step-by-step guide on how to complete the Supervisor’s Incident Report and how to conduct the associated investigations. A copy of the instructions are available in the Office of the City Clerk. V. Old Business A. Fire Drills Mr. Altman advised he emailed the Fire Safety Drill information. The Boynton Beach Tennis Center and the Children’s Schoolhouse Museum had a fire drill. The Alzheimer Community Care Center held a drill in June, as did Bethesda Hospital. It was noted the later two facilities were not City facilities. B. Proud to be a Safe Worker Awards Scott Wahlin from the LINKS Golf Course advised employee Steven Brahlek was clearing debris after a lightning storm and noticed a branch had snapped off and was about 80 feet up in an Australian Pine tree. Mr. Brahlek notified his supervisor and removed the broken limb. C. Departmental Inspections & Safety Meetings The members were reminded to continue to submit their inspection reports. D. Defensive Driver Course Mr. Magazine advised the new course, which was created by the Risk Management Department, should be available in August. The course was a PowerPoint presentation which also included videos and photos. They were putting the course through Beta testing. The course was more involved than the prior class but it was an easier program to maneuver as computer literacy was not required to take the course. The class was now required every two years. The Risk Management Department would send out the notices. The program was also being used by the Safety Council, who was making it available to other municipalities. It was noted the course was developed as an alternative to a web-based class which was approximately $25,000. The class was mandatory for employees who used City vehicles, or used their personnel vehicles for City business. E. Incident Review Board Referrals None. Mr. Magazine explained the Incident Review Board reviews incidents and in the past, they reviewed incidents that were systemic in nature. New Business A Departmental Safety Issues None. B. Safety Manual- 2010 Edition Chair Bobich advised an email would be distributed to the members detailing which portion of the Safety Manual they would be responsible to update. Mr. Magazine explained the discussion about OSHA regulations at the State level may be preempted by a federal initiative pending in Congress that would mandate all governmental entities have to come under OSHA They are monitoring that on the federal level to see how that would be handled and if funding would be made available for any new mandates.
