3 A RESOLUTION OF THE CITY COMMISSION OF
4 THE CITY OF BOYNTON BEACH, FLORIDA,
5 SUPPORTING ELIMINATION OF THE CAP ON THE
6 STATE AND LOCAL HOUSING TRUST FUNDS
7 (HOUSING TRUST FUNDS) AND SUPPORTING FULL
8 APPROPRIATION OF THE HOUSING TRUST FUNDS
9 FOR HOUSING PROGRAMS; AND PROVIDING AN
10 EFFECTIVE DATE.

13 WHEREAS, the City of Boynton Beach has an obligation to provide for the
14 housing needs of its current and anticipated populations and assisting lower income families
15 is dependent upon sufficient housing assistance from federal and state programs; and
16 WHEREAS, thee William E. Sadowski Affordable Housing Act of 1992 created a
17 dedicated revenue source for the state and local housing trust funds expressly and
18 specifically to fund state and local housing programs that assist local governments in
19 meeting the housing needs of its population; and
20 WHEREAS, the Legislature enacted a cap on the Housing Trust Funds of
21 approximately $243 million per year, beginning in Fiscal Year 2007-2008; and
22 WHEREAS, this cap is currently higher than the projected revenue for the Housing
23 Trust Funds for fiscal years 2010-2011,2011-2012, and 2012-2013, and therefore removal
24 of the cap would have no negative fiscal impact on the state budget; and
25 WHEREAS, housing trust fund monies are the single greatest boost to the
26 economy, providing $7.66 million of economic impact for every $1 million of state funding,
27 and full appropriation of housing trust fund monies is critically needed to stimulate our
28 local and state economy; and
29 WHEREAS, the unmet housing needs of low income Floridians is substantial and
30 the downturn in the real estate market creates opportunities for acquiring, constructing,
3 I rehabilitating and preserving housing to meet these needs and these opportunities are lost
32 without housing trust fund monies.
33 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
34 THE CITY OF BOYNTON BEACH, FLORIDA, THAT:

Section 1.
The foregoing "Whereas" clauses are ratified and confirmed as being
2 true and correct and are made a specific part of this Resolution.

Section 2.
The City Commission of the City of Boynton Beach, Florida,
4 supports repeal of the cap on the Housing Trust Funds, and urges the Governor and
5 Legislature to adopt statutory changes during the 2010 Legislative Session to repeal the cap.

Section 3.
That the City of Boynton beach supports full appropriation of
7 housing trust fund monies for housing in the Fiscal Year 2010-2011 Budget.

Section 4.
That the appropriate City Officials are authorized to do all things
9 necessary and expedient to carry out the provisions of this Resolution.
10 Section 5. This Resolution shall become effective immediately upon passage.
