MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING
HELD ON MONDAY, OCTOBER 12, 2009, AT 10:00 A.M. IN THE FIRE/POLICE

I. Call to Order
The meeting was called to order at 9:57 a.m.
II. RollCall
Roll call was taken. A quorum was present.
III. Acceptance of Minutes of 07/13/2009 regular meeting
Motion
A motion was made by Mr. Magazine to approve the minutes as written. Ms. Abramson
seconded the motion that unanimously passed.
IV. Safety Committee Education and Training Program
A short safety training video was viewed. The video, entitled Power/iff Technique, provided five
lifting techniques. The gist of the video was to keep the spine in a neutral position. The five
powerlif! techniques are the wide stance lift, the tip the load, the tripod, golfer's bend and the
lean bar techniques.

Chair Bobich would like all departments to view the video.
V. Old Business
A. Fire Drills
Mr. Landress received an email from Vice Chair Altman regarding fire drills conducted by staff.
The question was should staff contact the Fire Department when they pull the pull station switch
for a planned fire drills. The answer was yes if the Safety Department Coordinator had a key to
reset the pull station and had been trained to do so. Additionally, if the coordinator was trained,
they need to contact Dispatch before they pulled the switch as well as notify the monitoring
company. The coordinator will need to activate the alarm, reset it and then follow up with the
monitoring company to ensure they got a reset on the system. If a coordinator would like
training on the switches or fire drill training, Jake LeJeune could provide the training.
Mr. Landress also reported Vice Chair Altman made revisions to the Safety Manual.
Ms. Abramson reported the Library had a fire alarm due to a child pulling the switch. It was
treated as a real fire drill and all occupants left the buildings quickly. Ms. Abramson would
submit an evaluation form to Risk Management and the drill would count as a fire drill.
B. Proud to be a Safe Worker Awards
None.
C. Departmental Inspections and Safety Meetings
Chair Bobich appreciated the electronic versions of the safety inspections. He noted it was it
was in keeping to the City's Green Initiative.
D. Defensive Driver Course
These courses are scheduled through November and then will start up again in January.
E. Incident Review Board
Mr. Magazine explained the representatives on the Board are comprised of individuals from
Public Works and Facilities. Risk Management was asked to review the policy and submit it to
the City Manager so one person would represent Public Works which includes Facilities. There
were no objections noted and the policy would be forwarded to the City Manager.
F. Electrical Flame Resistant Uniforms
This item remained on the table.
G. Safety Manual- 2010 Edition
A revised draft was distributed to the members who were asked to review it. If there are any
corrections needed, the members were asked to forward them to Chair Bobich. There were no
other additions or corrections noted.

VI. New Business
A. Departmental Safety Issues
Mr. Magazine explained a major emphasis over the next year would be Safety Training and
Lifting. The City has a good number of lifting injuries and it was hoped the video would help
alleviate them. Departments were urged to view the video and the members should look forward
to receiving additional information and training.
B. Other
Mr. Bazemore inquired about accident forms and pointed out it was revised in July of 2009. He
inquired if they had to use it; however, he was advised the most recent forms should always be
used.
VII. Announcements
Complaints have been received about employees failing to use turn signals and employees
were urged to use them all the time. Additionally, the State was considering legislation
regarding the use of cell phones while driving which was anticipated to be passed into law
because the federal government would not allocate highway funds unless the States pass the
legislation. In this regard, some departments were returning to the use of pagers. Employees
cannot use cell phones unless they are hands free, nor can they text. These restrictions are
contained in the new policy. If a call comes in while driving, pull over or return the call..
The City Commission approved moving forward with red light cameras; however, the State will
be reviewing legislation on the matter in March as well.
