Minutes 10-08-09 MINUTES OF THE CEMETERY BOARD MEETING HELD ON THURSDAY, OCTOBER 8, 2009, AT 6:00 P.M. IN COMMISSION CHAMBERS, BOYNTON BEACH, FLORIDA PRESENT: Karilyn Norem Hohner, Vice Chair Tom Balfe, Parks Manager Janet Prainito, Secretary Jody Rivers, Parks Superintendent Bonnie Glinski ABSENT: Dale "Harry" Hatch, Chair 1. Call to Order The meeting was called to order at 6:00 p.m. 2. Attendance Secretary Prainito called the roll. 3. Agenda Approval Tom Balfe, Parks Manager, requested the following addition: ?Under "Unfinished Business," Item D, "Pricing for Emblems" Motion Ms. Glinski moved to approve the agenda as amended. Secretary Prainito seconded the motion that passed unanimously. 4. Approval of Minutes – August 13, 2009 Motion Ms. Glinski moved to approve the minutes as presented. Secretary Prainito seconded the motion that passed unanimously. 5. Receipt of Revenue/Expense Sheets – July & August 2009 Secretary Prainito noted the Finance Department included the Florida Municipal Investment Trust report along with the July sheets for the Board's review. 1 Meeting Minutes Cemetery Board Boynton Beach, Florida October 8, 2009 Motion Ms. Glinski moved to accept the reports. Secretary Prainito seconded the motion that passed unanimously. 6. Receipt of Sales Reports – August & September 2009 Motion Secretary Prainito moved to accept the reports. Ms. Glinski seconded the motion that passed unanimously. 7. Unfinished Business A. Parks Division Reports – August & September 2009 Mr. Balfe read the reports for the months of August and September 2009 as contained in the meeting materials. B. Status report regarding engraving charges for benches at the Cemetery (Tabled) Motion Ms. Glinski moved to remove the item from the table. Secretary Prainito seconded the motion that passed unanimously. Mr. Balfe provided samples of the limestone material furnished by Mr. Ferazzoli. The material would be used to construct the benches. The cost of the bench would be $875 as compared to the "India Gray" granite bench at $630 and the "Diamond Pink" granite at $1,602. The "Diamond Pink" was more costly as the color was not standard. If the granite bench were selected, it would be necessary to purchase 10 all at once. It was agreed the simultaneous purchase of 10 benches would be advantageous and would sell, just as the vases had. It was noted the benches could be accommodated behind and in front of the Mausoleum. Discussion ensued as to the leg shape of the bench, and it was agreed the "harp" leg was more attractive than the straight leg. Mr. Balfe noted the cost of the benches would amount to $630.35 per bench for 10 benches. The cost to blast the benches would be $110 per visit, regardless of the number of benches. As such, it was suggested the benches be engraved once a month. Mr. Balfe noted the cost per letter would amount to $2.25 and the cost for 20 characters would be $45. Various scenarios were discussed as to the names and/or 2 Meeting Minutes Cemetery Board Boynton Beach, Florida October 8, 2009 characters to be engraved, and whether one side or both sides of the bench should be engraved. It was agreed all engraving requests required Board approval. It was suggested a charge for the benches be established at $1,250. Motion Secretary Prainito moved to purchase 10 benches, "India Gray" granite with harp legs. The charge to the public would be $1,250 per bench to include $110 for engraving, up to 20 characters with up to two first names and one last name inscribed on each side of the bench and a $3 charge for each character over 20 characters. All requests for inscriptions must be approved by the Board. Ms. Glinski seconded the motion that passed unanimously. Mr. Balfe noted the cost to the City for the 10 benches would be $6,303. C. Review and approve quotes for new lift for Boynton Beach Mausoleum (Tabled) Motion Secretary Prainito moved to remove the item from the table. Ms. Glinski seconded the motion that passed unanimously. Pursuant to discussions at the last meeting, Mr. Balfe had contacted Mr. Puckett, of Puckett Supply. Mr. Puckett advised that he no longer manufactured the lift, nor would he be able to furnish any parts. A new lift would cost between $12,000 and $13,000. It was suggested Mr. Balfe contact companies that repaired hydraulics, as the lift could be refurbished at a cost of between $2,000 and $3,000. Unlike the new lifts which were made of steel, the current lift was made of aluminum and would last a good deal longer. In lieu of spending $12,000 or $13,000 for a new lift, Mr. Balfe felt it would make more sense to refurbish the lift. The Board agreed to strike the item from the agenda. D. Pricing for Emblems Mr. Balfe distributed sheets containing emblems furnished by Lake Worth Monuments. The cost to the City for each emblem would amount to $15, unless the emblem was out of the ordinary. It was suggested a limit of two emblems per crypt or niche be permitted at a charge of $50 per emblem. 3 Meeting Minutes Cemetery Board Boynton Beach, Florida October 8, 2009 Motion Ms. Glinski moved that the Board allow up to two emblems at $50 each. All requests for emblems would require Board approval. Secretary Prainito seconded the motion. Discussion ensued, and it was noted the vendor could produce many more emblems than as reflected on the sheets. It was also noted that all charges previously or currently agreed upon by the Board required the approval of the City Commission prior to collection of the charges. As such, it would be necessary for Ms. Rivers to prepare an agenda item in order for all prices to be approved simultaneously by the Commission. The motion passed unanimously. 8. New Business A. Discuss prices for crypts and niches at Boynton Beach Mausoleum. (Tabled) Motion Ms. Glinski moved to take the item off the table. Secretary Prainito seconded the motion that passed unanimously. Mr. Balfe provided a chart of both comparison and recommended prices for crypts and niches. Purchases of crypts or niches would include the opening and closing, the trays and the inscription. A Tandem crypt would include two openings and closings. Mr. Balfe noted the City currently owned Crypt E-6, Section F in the Sunrise Building. It was noted that many of the crypt/niche prices shown on the chart were for privately- owned cemeteries. Mr. Balfe advised of the following prices for a True Companion crypt (noted as "Tandem" on the chart) for the City of Delray Beach: ?First level: $4,800 for at-need and $3,840 for pre-need ?Second level: $5,175 for at-need and $4,140 for pre-need ?Third level: Same as the second level ?Fourth level: $4,800 for at-need and $3,840 for pre-need 4 Meeting Minutes Cemetery Board Boynton Beach, Florida October 8, 2009 ?Fifth level: $4,300 for at-need and $3,440 for pre-need ?Sixth level: Same as the fifth level It was believed the prices suggested would appear to be high if presented to the Commission. As such, it was suggested pricing be obtained from at least two other municipal cemeteries. It was therefore suggested the item be tabled. Motion Secretary Prainito moved to table the item. Ms. Glinski seconded the motion that passed unanimously. B. Ratify the approval of the request from Efron Stein and Dorothy Stein for a refund on Lots 523 A&B, Block O. Boynton Beach Memorial Park Addition #1 in the amount of $1,200. (The original price was $175 less $35 (20%) for a total refund of $140. Motion Secretary Prainito moved to approve. Ms. Glinski seconded the motion that passed unanimously. C. Ratify the approval of the request from John R. Gundlach and Benjamin L. Gundlach for a refund on Lot 613-A, Block O, Boynton Beach Memorial Park Addition #1 in the amount of $140. (The original price was $175 less $35 (20%) for a total refund of $140. Motion Secretary Prainito moved to approve. Ms. Glinski seconded the motion that passed unanimously. D. Approve the request by Renee Brown to disinter Richard Paul Karl Brown (infant) from Lot 242, Block L, Boynton Beach Memorial Park. Motion Secretary Prainito moved to approve. Stackhouse and Jean C. Stackhouse for Crypt #E-6, Section F, Sunrise Building. (Original purchase price was $925 less 50% for a total refund of $462.40) Motion Secretary Prainito moved to approve. Ms. Glinski seconded the motion that passed unanimously. 9. Other None 10. Future Agenda Items A. City Attorney to review Code section on the Cemetery for the purpose of updating archaic language, and add definitions. B. Discuss and make recommendation for the City Commission regarding a transfer fee for crypts and niches at Boynton Beach Mausoleum. (Tabled) 11.
