A RESOLUTION OF THE CITY COMMISSION OF THE
CiTY OF BOYNTON BEACH, FLORIDA, IN SUPPORT OF
HOUSE BILL 107, ENTITLED "LOTTERY
ACCOUNTABILITY ACT OF 1996"; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the "Lottery Accountability Act of 1996", amending Section 24.305,
Florida Statutes, has been proposed to require the Department of the Lottery to submit
monthly reports to each member of the Legislature and to provide circulation in each
county of specified financial information, and to create a study commission to examine
the benefits and disadvantages of the state lottery and to report its findings to the
Legislature, as well as providing that lottery funds that have replaced general revenue
funds for public education shall be returned for educational enhancement purposes;
and
WHEREAS, the promise of the use of lottery proceeds for educational
enhancement has been viewed by the public as unfulfilled.
WHEREAS, the City of Boynton Beach acknowledges that the Florida lottery is
one of the nation's most successful, generating tremendous revenue for the state, little
is known or understood by Floridians of the financial structure and benefits of the
lottery, and Floridians have a right to know the financial structure of the Florida lottery
and the uses of its revenues; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton Beach, Florida hereby
strongly supports House Bill 107, entitled "Lottery Accountability Act of 1996".
~ The City Clerk is hereby directed to forward a copy of this
Resolution to each Florida State Senator and House Representative for Palm Beach
County, the Palm Beach County Legislative Delegation, the board of County
Commissioners of Palm BeaCh County, each municipality in Palm Beach County, and
Governor Lawton Chiles.
Section 6.. This Resolution shall become effective immediately upon passage.
