Minutes 10-14-09 MINUTES OF THE WHITE COLLAR BARGAINING SESSION BETWEEN THE SEIU FLORIDA PUBLIC SERVICES UNION, CTW, CLC AND THE CITY OF BOYNTON BEACH HELD IN THE LIBRARY, CONFERENCE ROOM A, AT 9:15 A.M. ON OCTOBER 14, 2009, BOYNTON BEACH, FLORIDA PRESENT: For the City of Boynton Beach For SEIU Sharyn Goebelt, Human Resources Director Carl Booth, SEIU Lori LaVerriere, Assistant City Manager Rob Eichorst, SEIU Marylee Coyle, Assistant Human Resources Director Skip Lewis, SEIU Tim Howard, Deputy Director, Finance Vicki Lloyd, SEIU Sharyn Goebelt, Human Resources Director, opened the bargaining session at 9:16 a.m. Self-introductions were made. Ms. Goebelt noted for the record the City had made a correction requested by the Union regarding Article 41, "Dues Deduction." The parties had TA'd (tentatively agreed) to this Article and thereafter, the Union's name was corrected. Additionally, pursuant to the Union's request, the "Notice" form was amended to reflect authorized deductions of $2 per week for COPE and the reference to Social Security numbers was stricken. Ms. Goebelt noted two Articles remained open. The City had previously proposed Article 16, "Wages," on the table as follows: "Wages shall remain at their current level and shall not increase through the duration of this agreement." Additionally, with regard to Article 37, "Insurance," the City struck the language requiring employees to pay 25% of their insurance premium, and added the following language: "The City shall pay the total medical and dental insurance and vision care" for employees and dependents." The language referencing the Insurance Advisory Committee remained in the Article, as did the following language: "In the event the City changes benefit options for employees, then the health insurance coverage for the employees and their dependants may be amended from time to time. Mr. Booth noted he had not had an opportunity to discuss the above issues with the Union team and requested a brief caucus. The Union caucused at 9:19 a.m. 1 Meeting Minutes SEIU White Collar Bargaining Session Boynton Beach, Florida October 14, 2009 The bargaining session reconvened at 9:34 a.m. Mr. Booth noted the Union team and membership felt they needed an increase, especially as the Fire and Police would be receiving increases at the conclusion of their contracts. As such, the Union again offered their proposal on the table for a 5% increase as of September 30th of next year. The City caucused at 9:35 a.m. The bargaining session reconvened at 10:01 a.m. Ms. Goebelt noted two Articles offered by the City as a package remained on the table. The City had proposed a wage freeze for the duration of the Agreement with regard to Article 16, "Wages." With regard to Article 37, "Insurance," the City initially required employees to be responsible for 25% of the premiums, but amended the Article such that the City would be responsible for the premiums.
