HELD ON MONDAY, NOVEMBER 10, 2009, AT 10:00 A.M. IN THE FIRE/POLICE

I. Call to Order
Chair Bobich called the meeting to order at 9:56 a.m.
II. RollCall
The Recording Secretary called the roll. A quorum was present.
III. Acceptance of Minutes of 10/12/2009 regular meeting
It was noted Rodney Vicki was present at the last meeting.
Motion
Ms. Rivers moved to approve the minutes. Mr. Magazine seconded the motion that
unanimously passed.
IV. Safety Committee Education and Training Program
Chair Bobich explained they would discuss the Safety Manual later in the meeting.

V. Old Business
A. Fire Drills
Ms. Rivers reported some of the Park staff missed the training. Vice Chair Altman
spoke with Fire and Life Safety and advised the fire drill paperwork did not need to go
through him,; rather the paperwork could be sent directly to Chair Bobich. If a
department was not conducting the training, Fire and Life Safety would contact the
Department. In this manner, Chair Bobich could put the drills on record.
The contact for Fire and Life Safety should go through Dispatch and an on-call inspector
would be assigned. The main contact for the fire drill and extinguisher training would be
Dispatch and the non-emergency number should be used to contact them.
B. Proud to be a Safe Worker Awards
None.
C. Departmental Inspections & Safety Meetings
Chair Bobich appreciated receiving the inspection reports online. He encouraged the
members to check the Shared Drive to ensure their department was receiving credit for
attending the meetings and submitting the inspections.
D. Defensive Driver Course
The courses were not usually scheduled in December and would begin again in
January. If a department needed to schedule their employees for the class in
December, they should contact Risk Management. Vice Chair Altman advised 11
recruits would be taking the class this week.
E. Incident Review Board Referrals
None. Mr. Magazine explained if the City did not have more than a couple of cases,
they cancel the meetings and carry them over to the next month. They did not want to
change the policy to have one meeting per month. The City has done well this year and
would probably receive an award from the Safety Council for its efforts on reducing
Workers' Compensation claims.
The members were requested to encourage their departments to continue to work
safely. Additionally, the Administrative Policy - Incident Report Form has changed. The
two major issues were Facilities no longer had a specific membership on the Board and
there was a time limit for an appeal. The City had instances when someone wanted to
file an appeal six months after the Board reviewed the took place, which did not work
well. There was a PowerPoint presentation on how to complete the Incident Report
form on the Shared Drive. Members were encouraged to review the presentation.

F. Electrical Flame Resistant Uniforms
This item remained on the table.
G. Safety Manual - 2010 Edition - Final Draft for Committee Approval
Chair Bobich explained the pages need to be numbered and they would be sending
copies electronically.
There was a typographical error on Specific Prohibited Actions pertaining to Alcoholic
Beverages, paragraph #2, the third line. The sentence should read " . . . visibly
imporiod imoaired. aRG an immediate. . . "
Another change was in Operations in the Public Way. Throughout the document there
was a reference to where things were located if they were not contained therein. It cites
a reference to the Florida Department of Transportation's work standards. Staff would
identify the specific document and incorporate it in the document.
Office Safety. In Item 8, there was a recommendation to unplug a device that was
smoking or shocking employees. It was suggested the item also be labeled as defective
otherwise someone could plug it back in not knowing it was defective.
Motion
Ms. Cherry moved to approve the manual as amended. Ms. Scott seconded the motion
that unanimously passed.
Chair Bobich was thanked for his efforts. The manual would be put on the Shared
Drive. Each department should have one copy for the office and the coordinator should
print copies for their employees. A receipt woulld be sent to the employees who would
sign for it.
