Minutes 02-08-10 MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING HELD ON MONDAY, FEBRUARY 8, 2010, AT 10:00 A.M. Jeff Katz Police/Code Compliance I. Call to Order Chair Bobich called the meeting to order at 9:56 a.m. II. Roll Call Roll call was taken. A quorum was present. New member Alex Sev, from Finance was introduced. III. Acceptance of Minutes of 12/14/2009 and 01/11/2010 regular meetings Motion A motion was made by Mr. Magazine to approve both minutes as written. Safety Committee Education & Training A short video regarding Ergonomics was viewed as there had been several calls received over the last few months on the topic. The video was available on the shared drive. Highlights of the video were as follows: 1. An effective worksite analysis should be conducted. There are opportunities that could create hazards and areas they could develop in. Ergonomics does not have to be expensive, it could be as simple as adjusting chairs and tables, or tools. An ergonomic checklist should be created. Employees should identify problems and then offer solutions. 2. Hazard prevention and control should be stressed. Once hazards are identified, measures should be designed to prevent or control the hazards. Work practices and proper personal protective equipment and administrative controls should be put in place. Examples of engineering controls could be adding new equipment, or changing the way a job is done. Common sense about how to do the job better should be used. Administrative controls could be changing the purchasing requirements and implementing new policies and procedures. 3. Medical management is needed to materially reduce injuries. Medical providers should be consulted when implementing medical management programs. A medical advisor can also identify problems and correct them before an incident occurs. 4. Training and education of all employees, management, engineering, maintenance and supervisors should be given and health care providers should be a part of the training program. 5. More people are killed in accidents than die from disease. Accidents are preventable and training is the key. Problems in the workplace always existed. Analysis of the workplace shows the workforce is about 46% female and equipment, tools and workstations may change from person to person. The probability of musculoskeletal injuries are present. Computers and video display terminals create some problems. Periodic breaks and wrist supports can help make the job easier and healthier. V. Old Business A. Departmental Inspections & Safety Meetings The members were encouraged to check the Shared Drive to ensure their departments received proper credit for holding safety meetings and inspections. D. Defensive Driver Course Updated schedules were issued for next month. Special classes could be arranged. E. Incident Review Board Referrals None. F. Electrical Flame Resistant Uniforms – TABLED This item was tabled. It was noted the manual was updated; however, the Administrative Policy Manual and, more specifically, the safety related Personnel Protective Equipment policies will be updated. VI. New Business A. Annual Safety Report Mr. Magazine will distribute the report detailing the specific numbers at the next meeting. The information was submitted to the City Manager Leadership Team meeting. The number of incidents decreased. The number and cost of the worker compensation claims were reduced and the number of motor vehicle accidents declined for the first time in years. Mr. Magazine thanked the members for their efforts. B. Federal DOT Rule on Texting by Commercial Vehicle Operators A new rule was developed on the federal level that outlawed texting by commercial vehicle operators. A study recently revealed drivers are 23 times more likely to be involved in a traffic accident if they do. Many states, including Florida, will be considering banning texting and cell phones while driving. Doing so will be cited as a specific traffic offense. It was unknown if hands-free use would be permitted. Palm Beach County was considering enacting the measure as well. The Department of Transportation travels the roadways and they, primarily, pull over commercial vehicles. They have; however, the authority to pull over and detain any driver who speeds or creates a traffic infraction. The Fish and Wildlife Division has the same authority. Announcements There was brief discussion the safety shoe reimbursement form was available. Employees should fill out the form showing they understand the type of shoe employees are required to purchase. Risk Management will follow up to ensure employees purchase the proper footwear. VIII. Next Meeting Date: Monday, March 8, 2010, 10:00 a.m. IX. Adjournment Motion Mr. Naughton moved to adjourn. Mr. Rumpf seconded the motion that unanimously passed.
