Minutes 02-23-10 MINUTES OF THE BOYNTON BEACH ARTS COMMISSION MEETING HELD ON TUESDAY, FEBRUARY 23, 2010, 6:30 P.M., AT FIRE STATION #2 2516 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Barbara Ready, Chair Debby Coles-Dobay, Public Art Administrator Barbara Lentz Anderson Slocombe, Vice Chair (arrived at 6:34 p.m.) Sherie Tengbergen Donn Davenport, Alternate Christine Moeller, Alternate ABSENT: Dana Cook Nubia Richman Halena Wolf I. CALL TO ORDER The meeting was called to order at 6:26 p.m. II. ROLL CALL OF MEMBERS Self-introductions were made. Mr. Davenport and Ms. Moeller would be serving as regular members at this meeting. III. AGENDA APPROVAL Motion Ms. Lentz moved to approve the agenda. Mr. Davenport seconded the motion that passed unanimously. IV. APPROVE MEETING MINUTES A. Approval of January 26, 2010 Minutes The Recording Secretary notified the members that the date had already been corrected from January 26, 2009 to January 26, 2010. 1 Meeting Minutes Arts Commission Boynton Beach, FL February 23, 2010 It was requested the phrase "Graffiti Artists" be substituted for "Tagging Artists" in the last paragraph on page 4. Motion Ms. Tengbergen moved to accept the minutes as corrected. Ms. Lentz seconded the motion that passed unanimously. (Mr. S/ocombe arrived at 6:34 p.m.) v. ANNOUNCEMENTS Ms. Coles-Dobay announced she had spoken to Mr. Cook. He commented he was honored and proud to be a member of the Board and to be associated with the Art in Public Places Program. He regretted that he had been unable to attend the meetings and participate in the Program. Ms. Coles-Dobay provided an update on Mr. Cook's situation and furnished the members with his contact information. A card from the members would be mailed. Ms. Richman would be speaking about the "Joy of Photography" on Monday, March 22, 2010 from 12:00 p.m. to 1:00 p.m. for the Library's "Brown Bag Series." Ms. Tengbergen had attended the Art Connections Program on February 22, 2010 and observed there had been only two people in the audience. She expressed concern as Arthur Tubman, a social media success coach, was scheduled to speak at the March Art Connections Program to discuss the trends of social media and the art of showcasing one's work to a target audience. As a resident of California, Mr. Tubman would be traveling by air, at his own expense, to speak at the Art Connections Program. Ms. Tengbergen believed it was crucial to "get the word out" in the art community and suggested all of the local art leagues be called and notified of the Program. Ms. Coles-Dobay explained that in order to ensure people were notified of events, flyers were sent to the Chamber of Commerce for inclusion in its newsletter. Additionally, she maintained a list of approximately 700 org~niz~tions email contacts which could be tapped into for Mr. Tubman's engagement. Flyers could be posted on the City's website, and Ms. COles-Dobay would request Wayne Segal, the City's Public Affairs Director, blog the presentation. Flyers had already been sent to the Community Calendar Tribune and could also be sent to the Coastal Star. Ms. Tengbergen agreed to be available for an interview to provide further information on the topic. Mr. Tubman had provided a paragraph of his biographical information which could be included with the flyers. It was suggested members publish the information on Facebook. Coles Dob;)'f. forwarded the email to her 2,000 contacts. All agreed the issue of social media was both timely and important. VI. PUBLIC ART PROJECTS A. Seacrest Streetscape Public Art workshops. The Art in Public Places Program will be hosting community workshops March 4 and 25, 2010, 6:30-8:00 p.m. with approved public artists Debbie and Len Marucci for the public art designs for the Seacrest Streetscape project. Discuss workshop process and Arts Commission participation. The community workshops would provide an opportunity for the Heart of Boynton community to participate in the Streetscape project and help provide historical information. As part of the project, the "Butterfly Mandela" sculpture previously purchased by the Community Redevelopment Agency (CRA) would be placed on the southwest corner of MLK and Sea crest Boulevards. Public Art relating to the "Butterfly Mandela" would be placed on the remaining three corners. Ms. Coles-Dobay had been working with several members of the community to obtain information on the history of the area. Excerpts from Victor Norfus' recently-completed publication, Foundations of Faith, a Boynton Beach African American History, would be used in the workshops. While the public would be invited, a core group of seven to ten people were sought to attend both workshops. The first workshop would provide an introduction to the project and a review of the process. Debbie and Len Marucci, the artists previously approved to work on the project, would also be in attendance and would provide cardboard cutouts to be interpreted into visual images. The artists would also attend the March 25th workshop and provide scaled versions of a conceptual idea for the project. Workshop flyers were distributed at the Heritage Celebration, placed at St. John Missionary Baptist Church and the Hester and Sims Centers, and would also be accessible on the City's website. The members were encouraged to participate in the workshops. B. Sailfish Cafe opportunity Review artist and artwork selection for project The selection panel met and chose the larger piece. Ms. Coles-Dobay provided visuals, noting the piece would be adjusted between the larger and smaller images. A portion of the sailfish's bill would extend out into the cafe window and the fin would be a bit higher. 3 Meeting Minutes Arts Commission Boynton Beach, FL February 23, 2010 C. Call to Artists by Agree Limited Partnership for Dick's Sporting Goods Review the Call to Artists to Dick's Sporting Goods and Public Art criteria Dick's Sporting Goods would be locating into the now-vacant Circuit City in the Boynton Festive Center on the northwest corner of Old Boynton Road and Congress Avenue. A Request for Qualifications for the redevelopment project was included with the meeting materials. It was questioned how new artists who did not have direct public art experience would qualify for the project. Mr. Davenport was aware of three designers who had not produced public art pieces, but enjoyed impressive portfolios. Ms. Coles- Dobay explained the Avenue of the Arts and other display programs helped studio artists producing two-dimensional work or sculptors producing three-dimensional work, gain public art experience. A public artist was required to work within a timeline for the construction of a project and be familiar with the outdoors, materials, installation, permitting and working with structural engineers. The requirements differed for a studio artist or sculptor whose work was offered into the public realm. Ms. Coles-Dobay pointed out that while public art was intended to be appropriate for Dick's Sporting Goods, it should also be suitable for the next tenant occuping the premises. The Board would consider the project. D. Graffiti Mural Public Art Celebration Review event and Graffiti Public Art Mural name. The Mayor and Commissioners attended the celebration. The community was invited to participate in selecting a title for the mural for the Board's consideration. "Making History through Graffiti Art" garnered the most votes. VII. EXHIBITS A. Library Environmental Exhibit December 2009 – January 2010 1. Review – Lucy Keshavarz's January 28, 2010 reception Attendance was good and included the Ocean Ridge Town Commissioners, Children's Services Council and Library teens. Ms. Coles-Dobay requested that Patricia Moore, the Reference Librarian on the second floor of the Library, provide information detailing her experiences with art exhibited through the AIPP (Art in Public Places) program. The information was provided for the Board's review. 2. Informational – Additional artworks installed New artwork previously selected by the Board for the exhibit had been installed. The photographs had all been taken down, and some of the other pieces were moved to different areas. 3. Earth Week Citywide event – April 19-24 2010 Review AIPP participation Events to be promoted include the following: ?Art Connections program highlighting Environmental Library and Avenue of the Arts exhibits. ?Lucky Keshavarz environmental presentation. ?Sherie Tengbergen display. ?Other environmental artists' exhibit and discussion. 5 Meeting Minutes Arts Commission Boynton Beach, FL February 23, 2010 . Other environmental artists' exhibit and discussion. . A reception-style demonstration and refreshments in the Program Room. . Installation of Sid Walesh and David Edgar artwork in the Library and City Hall displays. . Display of rain barrels painted by youngsters from the Art and Hester Centers. . Art Center After-School Kids Program to create Environmental Artwork for display in City Hall. Booths relating to water conservation, native plants and energy efficiency would be set up inside City Hall representing the various City departments. Brochures and information pertaining to Avenue of the Arts would be provided on behalf of the Art in Public Places Program. It had been discussed advertising the events for the month of April and having some of David AI<crs' Edgar's work displayed in the showcases at the Library. The works of local sculptor Sid Walesh had been submitted for the environmental display. Mr. Walesh had been exhibiting his work for the past ten years in juried exhibits in South Florida. His abstract sculptures, primarily ceramic pieces incorporating wood components, are in private collections throughout the United States. One of the pieces offered, "Spla...Nanosecond of a Splash," focused on a single drop of water. The other two pieces offered on loan included "Metamorphosis" and "Tripodius Wilma." All pieces included ceramic sculptures with assorted bases of recycled materials. If the Board had an interest in exhibiting any of the artwork, it would be necessary to work out the logistics to ensure the pieces were placed in a secure area, out of the way of traffic. The Board agreed to display all three pieces, and the location would be determined. B. Exhibit 1. Review artist, Ninette Jabbour, "Noon" to exhibit in City facility. Ms. Jabbour inquired whether her work could be considered for a complete exhibit in a City facility. The Board agreed to decline her request. Ms. Jabbour would be informed that when a Call to Artists was initiated, she could submit up to three pieces at that time, if she wished to do so. 2. Private collector "Outsider Art" exhibit 6 Meeting Minutes Arts Commission Boynton Beach, FL February 23, 2010 Outsider Artists were not formally trained, but rather created from the heart. Two well- known Outsider Artists were Purvis Young and Tiki Tom. Rena Blades, CEO of the Palm Beach County Cultural Council, indicated her interest in participating in an exhibit of this nature. The Board agreed, on consensus, to move forward with the exhibit. Ms. Coles- Dobay noted she would approach the individuals who had indicated an interest in participating. Additionally, she would provide a list of Outsider Artists to the members for their review. VIII. VISION PLANNING A. Proposed Events and programs Prioritize events and programs Ms. Coles-Dobay recommended the events and programs already planned be prioritized. While dates had already been suggested for the events, it would be helpful to have a priority level designated in order to be able to make the most of available opportunities. The items had been discussed in terms of a three to five-year plan and whether funding was currently available or within five years, these items would still be applicable. This item would be discussed further at the next meeting. B. Public Art Projects and Opportunities Hester Center Mural project – Continuation of discussion on implementation logistics and costs Creating a mural at the Hester Center had previously been discussed and suggestions included handprints or paintball splats. Thought was given to the use of tiles to create a mosaic. It was suggested white tiles with various color gradations and varying sizes and shapes be used. The tiles could be fired at cost by Ms. Lentz, and each tile could be sold at a different price, depending upon the size and design. While the Board had previously agreed upon a sports-oriented theme, a family theme was also suggested. It would be necessary to develop a budget in order to initiate a Call to Artists and to determine the cost of the tiles. The logistics would be worked out at the next meeting.
