Minutes 03-08-10 MINUTES OF THE SAFETY COMMITTEE REGULAR MEETING HELD ON MONDAY, MARCH 8, 2010, AT 10:00 A.M. Jeff Katz City Manager Golf Course Police/Code Compliance I. Call to Order Chair Bobich called the meeting to order at 10:06 a.m. II. Roll Call Roll call was taken. A quorum was present. III. Acceptance of Minutes of 2/8/2010 regular meeting Motion Ms. Rivers moved to approve the minutes as presented. The motion was duly seconded and unanimously passed. 1 Meeting Minutes Safety Committee Boynton Beach, Florida March 8, 2010 IV. Safety Committee Education & Training A short video was viewed entitled, Saddle up for Safety, regarding equipment guards catching clothing and Personal Protective Clothing. In essence, moving guards should not be removed. Each year 40,000 office workers are injured on the job and more than 200 injuries result in death. Office equipment is as dangerous as shop equipment. Clothing should be tucked in and buttons fastened. Jewelry can also be dangerous. Employees should wear protective clothing when required and check cuffs, ties and buttons. Long hair should be tied. V. Old Business A. Fire Drills Ray Altman advised there was an unannounced fire drill at Fire Station 5. A copy of the report was provided for the record. There was also an alarm last month at the City Hall West Wing having to do with a dust cover over the alarm due to the kalwall work. When the cover was removed, the alarm sounded. The employees evacuated properly and a form was forthcoming. There was also an alarm incident in ITS. Due to the smoke, the alarm activated. B. Proud to be a Safe Worker Awards None. C. Departmental Inspections & Safety Meetings Chair Bobich advised he was receiving the inspections electronically. He thanked the members and encouraged them to submit the forms via email. D. Defensive Driver Course The April schedule was forthcoming. The City developed its own Defensive Driver Course and Chair Bobich advised a city in Missouri was using the course, which was also on the Center Learning System. Rodney Vicki commented he was having difficulty with the online form. It was noted there was an updated, easier version available for him to use; however, since the older form was more suited to the Warehouse, Chair Bobich offered to work on a checklist with Mr. Vicki. 2 Meeting Minutes Safety Committee Boynton Beach, Florida March 8, 2010 E. Incident Review Board Referrals None. F. Electrical Flame Resistant Uniforms This item would be addressed under New Business. VI. New Business A. Departmental Safety Issues None. B. Other Chair Bobich explained the Safety Manual was updated. They were now updating the Administrative Policy Manual, and more specifically, the Personal Protective Policy. Tom Balfe was working with Chair Bobich on the updates since there were additional measures that could be instituted for some members of the Recreation and Parks Department. A volunteer from Public Works was also requested to review the update. When the update was complete, the provision would come back before the Safety Committee. Ray Altman provided information that he received from the Florida Department of Transportation regarding Traffic Incident Management. A DVD was also available. The information outlined various items, but pertained to reopening a road after an accident, and other items, such as reporting issues to the Environmental Protection Agency. Secondary accidents and loss of commerce was a priority. An upcoming meeting would be held at the Emergency Operations Center, and it was anticipated the meeting would involve personnel from Police, Fire, Road Rangers and Public Works to unify what needed to be done on the roads when incidents occurred. Mr. Altman agreed to notify the Committee when he learned the date of the meeting. Monitored surveillance cameras were located on the roadways and were accessible to the City, which could be helpful. The information was available for interested parties to peruse. Additional information could be viewed by accessing the website at www.smartsunauide.com. It was known 1- 95 and the turnpike had the monitoring devices. It was unknown if they were at any other locations. Chair Bobich announced he was receiving the forms for the Safety Footwear. There were forms received with notes indicating some employees could not wear steel-toed shoes due to medical reasons. Employee medical conditions were acknowledged; however, in those instances, a note from the treating physician was required annually. 3 Meeting Minutes Safety Committee Boynton Beach, Florida March 8, 2010 Mr. Magazine noted there may be some situations when an employee would be sent to the City's physician for verification. The members were asked, if they were aware of employees with medical conditions needing safety shoes, to advise them the doctor's note was to be attached to the Safety Shoe form. VII. Announcements None. VIII. Next Meeting Date: Monday, April 12, 2010, 10:00 a.m. It was hoped they Committee would resume meeting in the Fire/Police Training Room soon. IX. Adjournment There being no further business to discuss, Mr. Rumpf moved to adjourn. Ms. Rivers seconded the motion that unanimously passed.
