MEETING HELD ON MARCH 8, 2010, 5:00 P.M., AT FIRE STATION #2

1. Call to Order
The meeting was called to order at 5:13 p.m.
Self introductions were made.
2. Approval of Minutes – February 20, 2010
Motion
Mr. Hendricks moved to approve the minutes as presented. Ms. Stabile seconded the
motion that passed unanimously.
3. Public Education
Pursuant to comments made by the Board, the flyer was revamped, utilizing bullets and
bold headings, adding the Mission Statement and moving the benefits of historic
preservation to the front side. It was noted it would not be feasible to include the
flyers with the City's utility bill mailing because of the costs involved to send the flyers
to 18,000 residents, both inside and outside City limits. Additionally, the cost could not
be absorbed in the budget at the present time. A more effective option would be to
place the flyers at various City locations such as City Hall, the Library and Senior Center.
In addition, it was hoped the flyer would ultimately be included on the City's website.
Staff would determine whether the flyers could be delivered to homeowners'
associations and City parks.

Several funding possibilities had previously been considered, including grant options
and the use of City Commission discretionary funds. It was believed a program should
be developed and costs minimized before requesting funds from the City Commission.
The cost for printing 5,000 tri-fold flyers was estimated at $800. It would be necessary
to determine the distribution costs as well, and it was suggested bulk mail be utilized.
It was believed flyers should be mailed to targeted areas with the greatest potential for
historic preservation. Once a program was developed and costs were minimized, the
Committee could approach the City Commission to request funding as follows: (a) to
cover the costs of printing and distributing the flyers; or (b) to request a cash match for
the grant, setting forth the manner in which the funds would be utilized. The City
Commission could be addressed during the Public Audience portion of a meeting or an
item could be placed on the agenda with backup material provided. It was essential the
backup material set forth all of the benefits to be derived by Boynton Beach in
promoting historic preservation. The Board would develop a presentation for discussion
at the next Board meeting.
4. Update on grant match
As discussed at the last meeting, while the grant from the National Trust for Historic
Preservation appeared to be the most accessible, a cash match was required. While
researching the availability of grants for Delray Beach, Chair Adams would explore the
potential for grants for Boynton Beach as well. If funds could be secured from other
sources, they could be used as the match for the National Trust for Historic
Preservation grant. It was suggested Ms. Ready approach the members of the Boynton
Beach Historical Society to request funding. Chair Adams noted that for most grant-
giving bodies, historic preservation was currently preceded in importance by other
issues. As such, it was important the education component be incorporated into any
requests for funding.
5. Ordinance statusl direction
After taking into consideration the presentations previously provided by speakers
Friederike Mittner and Amy Alvarez of West Palm Beach and Delray Beach, respectively,
staff believed it was time to begin the framework for Boynton Beach's Historic
Preservation Ordinance. In the event residents did not attend the Board meetings to
provide input, the assistance provided by other communities would be considered in
establishing Boynton Beach's Ordinance.
Depending upon the framework of the Design Guidelines, a consultant could be
engaged for a more elaborate document or, if less detailed, staff could provide direction
on what was appropriate. Levels of review, whether administrative or by the Board,

would be recommended as well, and the document would be prepared in a user-friendly
manner. The Board members agreed the Design Guidelines should be less detailed, at
least at the outset. Provisions could be added at a later date, if necessary.
The Board members felt it would be beneficial to approach the community in an effort
to encourage support for historic preservation. As to the ordinance itself, preference
was noted for a more flexible document that was open to interpretation, one that was
not overly cumbersome for the applicant. The review process was discussed and the
Board felt CRA staff be should be included.
When crafting the ordinance, it was believed thought should be given to the
geographical boundaries to be governed by the regulations and whether a site,
structure or district should be designated based on a 50-year mark or its architectural
significance. The model ordinance and the historic code provision comparisons for Palm
Beach County, Delray Beach and Lake Worth previously provided could be used to draft
the ordinance. The members were encouraged to review the documents to determine
whether language should be incorporated in the draft. This would be discussed at the
next meeting and thereafter, drafting of the ordinance would commence.
6. Summarize tasks or accomplishments for next meeting
?Review the model ordinance and the matrix as to administrative review versus
Board review.
?Board members could communicate with residents in potential areas for historic
designation.
?Develop a presentation to request funding from the City Commission.
?Mr. Hendricks agreed to initiate an education program to be incorporated in the
request for funding.
?Chair Adams would explore funding opportunities that did not require a cash
match.
?Participate in "Preservation Month."
?Conduct driving tours of historic areas, identifying the various architectural
styles.

7. Staff comments
With regard to the public service announcements previously discussed, Ms. Ready
would work with Tony Leal, Video Production Specialist for the City. Mr. Leal had been
involved in the production of several useful and cost-effective public service
announcements with City employees.
Board members felt the public service announcements would be beneficial in promoting
the education element.

The next meeting would be conducted April 12, 2010, 5:00 p.m., at Fire Station #2.

There being no further business to discuss, the meeting properly adjourned at 6:43
