MINUTES OF THE VETERANS ADVISORY COMMISSION MEETING
HELD ON WEDNESDAY, MARCH 10, 2010 AT 10:00 A.M., CITY HALL,

I. CALL TO ORDER
Chair Kaiser called the meeting to order at 10:00 a.m.
II. PLEDGE OF ALLEGIANCE – All Hands
The Pledge of Allegiance was recited.
III. INVOCATION
Chair Kaiser offered the invocation.
IV. ROLL CALL OF MEMBERS
The Recording Secretary called the roll.
V. AGENDA APPROVAL
An error in the agenda under "New Business" was noted. The Korean War Veterans
and Gold Star Mothers events reflected a June 2010 date and the Vietnam War and
POW/MIA ceremonies a November 2010 date. It should have reflected the Korean War
Veterans and POW/MIA dedications would occur in June 2010 and the Vietnam War and
Gold Star Mothers events in November 2010. This error was also contained in the map

provided by Mr. Magazine and would be corrected.
Motion
Mr. Preston moved to approve the agenda. Mr. Scantlan seconded the motion that
passed unanimously.
VI. APPROVAL OF MINUTES – January 13, 2010
Motion
Mr. Scantlan moved to approve the minutes. Mr. Gavlick seconded the motion that
passed unanimously.
VII. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON
Chair Kaiser requested this item be tabled, as a number of the members were not
present.
It was noted the election of officers should have occurred at the beginning of the year.
Therefore, going forward, the elections will take place in January of each year.
Motion
Mr. Preston moved to table the item until May 2010. The motion was duly seconded
and passed unanimously.

c.Four Chaplains Observance, St. Marks Roman Catholic Church –
February 2, 2010
Attendance, while modest at the outset, improved and the turnout was favorable. Mr.
Scantlan would provide a video of the event and Mr. Magazine would endeavor to have
the video aired on BBTV.
d. Update – Sale of bricks at Veterans' Memorial – Bicentennial Park
Chair Kaiser attempted to sell bricks wherever possible.

X. NEW BUSINESS:
a. Memorial Day – May 30, 2010
Chair Kaiser noted the event would fall on a Sunday. The flags would be placed at the
cemetery on Friday, May 28, 2010 at 2:00 p.m. and all Color guards were welcome.
Chaplains were needed as were obituaries from all Chapters for veterans who had
passed away during the year. One large tent would be required.
It would be necessary for parking issues to be resolved, as negative feedback had been
received from CVS Pharmacy and Bud's Chicken and Seafood Restaurant. Bus service
through the Recreation and Parks Department would be explored. In the alternative,
parking could be provided at the Catholic Church. It was suggested CVS and Bud's be
listed as sponsors on the flyers to be printed for the event. Chair Kaiser agreed to
approach CVS and Bud's in an attempt to resolve the issues.
b.Korean War Monument and Gold Star Mothers Monument –
June 2010
As noted earlier, the Gold Star Mothers Monument dedication would occur in November
2010.

The Korean War Monument unveiling would be held June 25, 2010, the 60 anniversary
of the War, and a large turnout was anticipated. Discussion ensued as to the time of
the event, and the members agreed on 11:00 a.m. Two tents, (one large and one
small) would be required, as would sound equipment.
The Korean War Veterans had invited Joe Green, their Commander, to attend this
meeting to discuss the role of the Korean War Veterans at the unveiling of the
Monument, and Mr. Green was present. Chair Kaiser noted the Korean War Veterans
could engage a speaker and perform the unveiling. He believed the American Legion
should provide the Color Guard service based upon protocol and the Legion's continued
service to the Veterans Advisory Commission. The Korean War Veterans felt they
should to be responsible for Color Guard services. Chair Kaiser suggested that in
addition to engaging a speaker and performing the unveiling, the Korean War Veterans
could post their colors next to the VIP tent and raise the flag on the pole. He assured
the Korean War Veterans would be given as much recognition as possible. The
suggestions would be brought back to the Korean War Veterans for their views. Mr.
Gavlick reported Congressman Ron Klein had agreed to serve as the speaker at the
ceremony unless he was required to vote on an issue. In the alternative, Commander
Green would serve as the speaker.

It was noted the City Commission had approved all of the other monuments.
c. Vietnam War Monument and POW/MIA Monument, Veterans' Day -
November 2010
As noted earlier, the POW/MIA Monument dedication would take place in June 2010.
The Veterans Day celebration, together with the Vietnam War Monument and Gold Star
Mothers ceremonies would be held on Sunday, November 7, 2010, at 2:00 p.m., at
Bicentennial Park.
XI. BENEDICTION, MOMENT OF SILENT PRAYER
The benediction was offered by Chair Kaiser, followed by a moment of silent prayer.
XII. NEXT BOARD MEETING - Wednesday, May 12, 2010, at 10:00 a.m.
XIII. ADJOURNMENT
There being no further business to discuss, the meeting properly adjourned at 10:40
