Minutes 04-21-10 MINUTES OF THE CODE COMPLIANCE BOARD MEETING HELD ON WEDNESDAY, APRIL 21,2010, AT 6:30 P.M. Call to Order Chair Costantino called the meeting to order at 6:30 p.m. II. Approval of 2/4/10 Workshop, 2/17/10 and 3/17/10 minutes Motion Mr. Karageorge moved to approve the minutes of the February 4, 2010 Workshop. Vice Chair Yerzy seconded the motion. Motion Mr. Foot moved to approve the minutes of February 17, 2010. Vice Chair Yerzy seconded the motion that unanimously passed. Mr. Foot clarified the minutes were approved as amended. There was one correction to the Workshop minutes and no corrections to the regular February meeting minutes. There were corrections to the March minutes. A copy of the corrections is attached to the minutes. Mr. Karageorge and Vice Chair Yerzy agreed the amendments were included in the minutes. Motion Mr. Foot moved to approve the minutes of the March meeting. Vice Chair Yerzy seconded the motion that unanimously passed. 1 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 III. Approval of Agenda Code Officer Lewis reported the following: Case 07-3227 was tabled for 60 days. Motion Mr. Foot moved to table the case to June 16, 2010. Mr. LaRock seconded the motion that unanimously passed. Case 09-3135 was tabled to May 19, 2010. Motion Mr. Foot moved to table the case to May 19, 2010. Mr. Karageorge seconded the motion that unanimously passed Case #09-3194 was tabled to May 19,2010. Motion Mr. Karageorge moved to table the case to May 19, 2010. Vice Chair Yerzy seconded the motion that unanimously passed Officer Lewis reported the following: Case No.'s 10-394,10-590,10-591,10-674,10-707, and 10-712 complied. Case No. 10-447 was removed. Motion Mr. Foot moved to approve the agenda as amended. Vice Chair Yerzy seconded the motion that unanimously passed. IV. Swearing in of Witnesses and Introduction Attorney Bridgeman explained the hearing procedures and administered the oath to all who would be testifying. Officer Lewis called the roll and determined who was present. Case #10-586 Location: Deutsche Bank National Trust (3105 Ocean Parkway) 2 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 Violation(s): CO CH10 ORD. 09-040 Inc. Property that is vacant or subject to the current notice of default must be registered with the City. Obtain the form from the Federal Property Registration Company website. Return the form and pay fee. Property must be maintained in accordance with the Property Maintenance Code. Secure property. Courtney Cain, Code Officer, reviewed the details of the violations as contained on the staff report. The case arose as a citizen compliant. The initial inspection date was March 2, 2010. Written notice was issued giving 10 days. The property was posted on April 1 , 2010. James Kassat, Marshall C. Watson, PA, 1800 NW 49th Street, Ft. Lauderdale, Florida, representing the Bank pled no contest and requested 15 days. Mr. Karageorge requested splitting the case and having the property secured in 10 days as one motion and the remaining violation within 15 days. Motion Based on the testimony and evidence presented in the aforementioned case, Mr. Karageorge moved that this Board find that Deutsche Bank National Trust is in violation of the City of Boynton Beach Code section cited and moved to Order that the Respondent correct the violation on or before May 1, 2010, specifically to secure the property by that date. The Board has considered the gravity of the violation, the actions taken by the Respondent and any previous violations by the Respondent and hereby orders that if the Respondent does not comply with this Order, a fine in the amount of $100 per day for each day the violation continues past May 1, 2010 plus administrative costs shall be imposed. The Respondent is further ordered to contact the City of Boynton Beach Code Compliance Division in order to arrange for re-inspection of the property to verify compliance with this Order. Mr. LaRock seconded the motion. There was discussion whether the five days difference between the two motions would justify the paperwork. Mr. Foot suggested allowing 15 days to correct both violations. Ms. Carroll concurred and noted the Respondent requested 15 days. Mr. Karageorge felt an unsecured building attracted criminal activity. Mr. Foot agreed but noted it was not practical nor was it likely for the bank to arrange for the property to be secured in 10 days. 3 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 Attorney Kassat commented the property would go to Summary Judgment Hearing on April 28, 2010. They did not yet have Certificate of Title. Mr. Karageorge amended his motion to reflect all the violations with the same compliance date were in one motion. The compliance date was 15 days. Attorney Bridgeman noted since the Bank was not yet the owner, the motion needed to reflect the current property owners, which were Raynold and Muracia Simeus. Mr. Karageorge restated his motion as follows: Motion Based on the testimony and evidence presented in the aforementioned case, Mr. Karageorge moved that this Board find that Raynold and Muracia Simeus are in violation of the City of Boynton Beach Code section cited and moved to Order that the Respondents correct the violation on or before May 6, 2010. The Board has considered the gravity of the violation, the actions taken by the Respondents and any previous violations by the Respondents and hereby orders that if the Respondents do not comply with this Order, a fine in the amount of $100 per day for each day the violation continues past May 6, 2010 plus administrative costs shall be imposed. Vice Chair Yerzy seconded the motion that unanimously passed. Case #10-508 Ronald and Lela White HSBC Bank USA, Nat'l ,A.SSOC. (1301 NW 8th Street) CO CH10 ORD. 09-040 Inc. Property that is vacant or subject to the current notice of default must be registered with the City. Obtain the form from the Federal Property Registration Company website. Return the form and pay fee. Property must be maintained in accordance with the Property Maintenance Code. Mow overgrown yard and trim vegetation. Location: Violation( s): Code Officer Lewis presented the case. The owner of record was Ronald and Lela White and the mortgage holder was HSBC Bank USA National Association. The case was a routine inspection. The initial inspection date was February 24, 2010 for the above cited violation. Twenty days was given to comply. The Certificate of Mailing was 4 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 signed for on March 25, 2010. Thirty days was recommended to bring the property into compliance. James Kassat, Marshall C. Watson, PA, 1800 NW 49th Street, Ft. Lauderdale, Florida, representing the Bank pled no contest. The Bank did not have the Certificate of Title. The property was cited only for failing to register. Part of the Registration Code required the property be maintained. Attorney Bridgeman explained since there was one Code section referenced, the Bank could be cited. It was further noted staff recommended thirty days. Officer Lewis noted the property was overgrown for a year. The neighbors had been mowing the property. He was aware BAC Home Loan Services was given permission to go onto the property. Motion Based on the testimony and evidence presented in the aforementioned case, Mr. LaRock moved that this Board find that HSBC Bank USA, Nat'1 Assoc. 1301 NW 8th Street is in violation of the City of Boynton Beach Code section cited and moved to Order that the Respondent correct the violation on or before May 21, 2010. The Board has considered the gravity of the violation, the actions taken by the Respondent and any previous violations by the Respondent and hereby orders that if the Respondent does not comply with this Order, a fine in the amount of $100 per day for each day the violation continues past May 21, 2010 plus administrative costs shall be imposed. The Respondent is further ordered to contact the City of Boynton Beach Code Compliance Division in order to arrange for re-inspection of the property to verify compliance with this Order. Vice Chair Yerzy seconded the motion that unanimously passed. Cenlar Federal Savings Bank 132 NW 4th Avenue CO CH15 ORD. 15-120(D) Inc. CO CH10 ORD. 09-040 Inc. Property that is vacant or subject to the current notice of default must be registered with the City. Obtain the form from the Federal Property Registration Company website. Return the form and pay fee. Property must be maintained in accordance with the Property Maintenance Code. Mow grass and weed. Mike Melillo, Senior Code Compliance Officer, reviewed the details of the violations. The initial inspection occurred on February 19, 2010. Ten days was given to comply. The property was mowed and trimmed. The only outstanding item was the registration. James Kassat, Marshall C. Watson, PA, 1800 NW 49th Street, Ft. Lauderdale, Florida, representing the Bank pled no contest. The Bank did not have the Certificate of Title, but it would be under the Bank's name. Motion Based on the testimony and evidence presented in the aforementioned case, Mr. LaRock moved that this Board find that Cenlar Federal Savings Bank, 132 NW 4th Avenue is in violation of the City of Boynton Beach Code sections cited and moved to Order that the Respondent correct the violations on or before May 1, 2010. Mr. Foot seconded the motion that unanimously passed. Case #10-511 Location: Violation( s): GMAC Mortgage LLC 2950 SE 2nd Street CO CH10 ORD. 09-040 Inc. CO CH10 10-56A Property that is vacant or subject to the current notice of default must be registered with the City. Obtain the form from the Federal Property Registration Company website. Return the form and pay fee. Property must be maintained in accordance with the Property Maintenance Code. Secure property. Vestiguerne Pierre, Senior Code Compliance Officer, reviewed the details of the violation. James Kassat, Marshall Watson, PA, 1800 NW 49th Street, Ft. Lauderdale, Florida, representing the Bank pled no contest. The Bank did not have the Certificate of Title. Attorney Bridgeman clarified if the only citation was failure to register which incorporated the maintenance of the property, then the violation was attached to the Bank. 6 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 Motion Based on the testimony and evidence presented in the aforementioned case, Vice Chair Yerzy moved that this Board find that GMAC Mortgage LLC 2950 SE 2nd Street is in violation of the City of Boynton Beach Code sections cited and moved to Order that the Respondent correct the violations on or before May 1, 2010. The Board has considered the gravity of the violations, the actions taken by the Respondent and any previous violations by the Respondent and hereby orders that if the Respondent does not comply with this Order, a fine in the amount of $100 per day for each day the violations continue past May 1,2010 plus administrative costs shall be imposed. The Respondent is further ordered to contact the City of Boynton Beach Code Compliance Division in order to arrange for re-inspection of the property to verify compliance with this Order. Mr. Karageorge seconded the motion that unanimously passed. Case #09-3694 BAC Home Loans Servicing LP 2602 SW 8th Street Officer Pierre reviewed the case. The hearing date was January 20, 2010. The Respondent did not appear. The compliance date and fine set by the Board was to comply by February 4, 2010 or incur a fine of $150 per day. There were 75 days of non-compliance. The Respondent was present. James Kassat, Marshall C. Watson, PA, 1800 NW 49th Street, Ft. Lauderdale, representing the Bank was present. The Bank did not have the Certificate of Title. Officer Pierre clarified the property was registered, but was overgrown. He had photographs he distributed to the Board. Mr. Kassat explained on April 14, 2010, they attempted to work out the loan with the current owner, Mr. Steven Janitch. Attorney Kassat indicated they could have someone mow the grass within 15 days. Officer Pierre had cited them before and the violations were addressed, but not in this instance. There was loss mitigation involved and the file was on hold for that reason. Motion Ms. Carroll moved that the aforementioned case be tabled until the Code Compliance Board meeting to be held on May 19, 2010. Mr. LaRock seconded the motion that unanimously passed. Case #10-93 Flagstar Bank 2950 S. Seacrest Blvd. Officer Pierre reviewed the details of the case. The hearing was held on February 17, 2010. Attorney Ryan Shipp appeared. The compliance date and fine set by the Board was March 19, 2010 or incur a fine of $50 per day. There were 32 days of non- compliance. The Respondent was present 7 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 James Kassat, Marshall C. Watson, PA, 1800 NW 49th Street, Ft. Lauderdale, representing the bank requested 15 days. The property was maintained; however, it needed to be registered. The Bank did not have the Certificate of Title. Motion Ms. Carroll moved that the aforementioned case be tabled until the Code Compliance Board meeting to be held on May 19, 2010. Mr. Foot seconded the motion that unanimously passed. Case #10-586 - Deutsche Bank National Trust- Item Revisited. The Board revisited Case #10-586, which was the first case heard on the agenda. This case involved the bank not owning the property. The only violation was the failure to register the property. The motion needed to be amended to reflect the Bank as the Respondent as was originally made. Attorney Bridgeman further clarified if the only violation was the property was a foreclosure, it incorporated the maintenance and registration violations. The trigger as to whether the Bank owned the property or the owner was if there was more than one ordinance cited on the violation. Mr. Karageorge had originally desired to split the motion, with one part dealing with securing the premises. Attorney Bridgeman explained the property was not cited separately; that aspect was encompassed in the Registration Ordinance. She explained there were other cases on the agenda where the violations were cited separately, and they would address them as they were heard. Mr. Karageorge amended his motion to reflect the bank as the owner. Vice Chair Yerzy, the seconder, agreed to the amendment. The Board has considered the gravity of the violation, the actions taken by the Respondent and any previous violations by the Respondent and hereby orders that if the Respondent does not comply with this Order, a fine in the amount of $100 per day for each day the violation continues past May 6,2010 plus administrative costs shall be imposed. The Respondent is further ordered to contact the City of Boynton Beach Code Compliance Division in order to arrange for re-inspection of the property to verify compliance with this Order. Vice Chair Yerzy seconded the motion that unanimously passed. Case #10-593 Location: Violation(s): Juan Portalatin 10 Gateway Blvd. CO CH15 SEC 15-120(D)lnc. 8 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 Mow overgrown yard. Remove trash and debris. Repair gate on fence. Officer Cain reviewed the details of the case. The case arose from a routine inspection. The initial inspection date was March 2, 2010. Written notice was given providing 10 days to comply. The notice was posted on the property and at City Hall on March 25, 2010. The Respondent was present. Juan Portalatin, 10 East Gateway Boulevard, pled no contest. He explained the home was going into foreclosure. Code Compliance received $40,000 from him in the past and he was not investing another cent into the property. It was noted Mr. Portalatin was a repeat offender. Motion Based on the testimony and evidence presented in the aforementioned case, Mr. Karageorge moved that this Board find that Juan Portalatin is in violation of the City of Boynton Beach Code section cited and moved to Order that the Respondent correct the violation on or before May 6, 2010. The Board has considered the gravity of the violation, the actions taken by the Respondent and any previous violations by the Respondent and hereby orders that if the Respondent does not comply with this Order, a fine in the amount of $250 per day for each day the violation continues past May 6, 2010 plus administrative costs shall be imposed. The Respondent is further ordered to contact the City of Boynton Beach Code Compliance Division in order to arrange for re- inspection of the property to verify compliance with this Order. Mr. LaRock seconded the motion. There was discussion $250 was excessive for the case. Mr. Foot acknowledged the Respondent was defiant; however, he felt the fine was excessive for the circumstance. Vote A vote was taken and the motion passed 5-1 (Mr. Foot dissenting.) Case #10-683 Location: Violation(s): Bank of America 108 S. Atlantic Dr. CO CH10 ORD. 09-040 Inc. CO CH15 SEC. 15-120(D) Inc. Property that is vacant or subject to the current notice of default must be registered with the City. Obtain the form from the Federal Property Registration Company website. Return the form and 9 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 pay fee. Property must be maintained in accordance with the Property Maintenance Code. Mow yard and trim vegetation. Officer Cain reviewed the details of the case. The property owner was Victor R. Salinas. The case arose from a routine inspection. The initial inspection date was March 8, 2010. The initial notice was a written notice giving 10 days to correct the violation. The notice was posted at City Hall on April 1, 2010. The Respondent was present. Barrie Mizerski, 106 S. Atlantic Drive West, Boynton Beach, was a neighbor. He reported the structure was unsecured and there were broken windows in the back. Children played there, and the surrounding property owners were concerned about fire. He noted the property was next to the Rosemary Scrub Nature Preserve. He thanked both the Police Department and the Code Officers for their attention to the case. Motion Based on the testimony and evidence presented in the aforementioned case, Vice Chair Yerzy moved that this Board find that Bank of America is in violation of the City of Boynton Beach Code sections cited and moved to Order that the Respondent correct the violations on or before May 1, 2010. The Board has considered the gravity of the violations, the actions taken by the Respondent and any previous violations by the Respondent and hereby orders that if the Respondent does not comply with this Order, a fine in the amount of $200 per day for each day the violations continue past May 1, 2010 plus administrative costs shall be imposed. The Respondent is further ordered to contact the City of Boynton Beach Code Compliance Division in order to arrange for re- inspection of the property to verify compliance with this Order. Mr. Karageorge seconded the motion that unanimously passed. Case #10-483 Location: Violation(s): Aurora Loan Services 436 SW 5th Avenue. CO CH10 ORD. 09-040 Inc. CO CH15 SEC. 15-120(D) Inc. LDR CH2 SEC. 5(D)(1) Property that is vacant or subject to the current notice of default must be registered with the City. Obtain the form from the Federal Property Registration Company website. Return the form and pay fee. Property must be maintained in accordance with the Property Maintenance Code. 10 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 Remove outside storage and trash and debris in rear yard. Pete Roy, Chief Code and Rehabilitative Officer, reviewed the details of the violation. The property owner was Wilfrid Pierre and the mortgage holder was Aurora Loan Services, LLC, represented by the Law Offices of David Stern. The case arose from a citizen complaint. The initial inspection date was February 23, 2010. The initial notice was a written notice dated March 10, 2010. Ten days was given to comply. Certified Mail was sent March 23, 2010 and signed for between March 23 and 26, 2010. The only outstanding violation was the registration of the property. The recommendation to comply was to allow 10 days to correct the violations. Wilfrid Pierre, 436 SW 5th Avenue, pled no contest. He reported all was addressed. There was discussion the Board cited vacant properties; however, this property was occupied by the owner. Scott Blasie, Code Compliance Administrator, explained they interpreted the ordinance under the definition of abandoned property to include those properties with lis pendens filed against them, whether occupied or not. Since Officer Roy cited the property for registration violations, there was a lis pendens. The occupant complied but the Bank still needed to register the property. He recommended any Order rendered would be against the Bank. Motion Ms. Carroll moved that the aforementioned case be tabled until the Code Compliance Board meeting to be held on May 19, 2010. Mr. Foot seconded the motion. There was discussion 60 days, June 16, 2010 was appropriate. Ms. Carroll amended her motion to the later date. Mr. Foot agreed and seconded the motion that unanimously passed. Case #10-262 Location: Violation (s): John LaPolla 506 NE 2nd Street BBA FBC '07 ED 105.1 Remodeling done. Request permit. Red Tagged. Stop work until permit issues are resolved. Willie Webb, Senior Code Compliance Officer, reviewed the details of the case. The case arose as the result of a routine neighborhood inspection and later turned into a Red Tag. The initial inspection was January 28,2010. Written notice was issued giving 10 days to comply. Certified Mail was sent March 5, 2010 and was signed on March 14, 2010. Mail was again sent March 28, 2010. The electric and plumbing passed the final 11 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 inspection. Staff recommended 10 days be given to correct the violations. The windows and doors remained outstanding. Jermaine Bell, 181 Mulberry Grove Road, Royal Palm Beach, the property manager for Mr. LaPolla who was the landlord, was present and authorized to speak on his behalf. Mr. Bell pled no contest and requested 15 days. Motion Based on the testimony and evidence presented in the aforementioned case, Mr. Foot moved that this Board find that John LaPolla is in violation of the City of Boynton Beach Code section cited and moved to Order that the Respondent correct the violation on or before May 6, 2010. The Board has considered the gravity of the violation, the actions taken by the Respondent and any previous violations by the Respondent and hereby orders that if the Respondent does not comply with this Order, a fine in the amount of $50 per day for each day the violation continues past May 6, 2010 plus administrative costs shall be imposed. The Respondent is further ordered to contact the City of Boynton Beach Code Compliance Division in order to arrange for re-inspection of the property to verify compliance with this Order. Mr. LaRock seconded the motion. Chair Constantino inquired why the case was not tabled when the serious items were corrected. It was noted if the Respondent complied within the timeframe, the case would not come back to the Board. Vote There was a vote on the motion that unanimously passed. Mr. Blasie explained the following two cases pertained to the same property and two different owners of record. Mr. Blasie preferred, because the violations were similar, were to dismiss the case against U.S. National Bank, Case #09-3496, and focus on the remaining case. He noted the property has changed hands and Mr. Cruz was now the current owner. Case #09-3496 u.s. Bank National Assoc. 2891 NE 4th Street Motion Vice Chair Yerzy moved Case #09-3496 be dismissed. Mr. Karageorge seconded the motion. Mr. Foot noted the two cases occurred during subsequent time periods. He questioned why they were the same and inquired of legal counsel whether it was appropriate. Attorney Bridgeman pointed out it was at the discretion of the Board. 12 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 Vote A vote was taken. The motion passed 5-1. (Mr. Foot dissenting.) Case # 09-121 Donald Ross 2891 NE 4th Street Mr. Blasie presented the case and reviewed the details. The case originated January 13, 2009 regarding overgrowth in the yard and a fence that needed repair. The case was heard on February 8, 2009 and no one appeared. The compliance date and fine established by the Board was to comply by February 28, 2009 or incur a fine of $150 per day. Compliance was documented on August 24, 2009 having 176 days of non- compliance accrued. Mr. Cruz, who is the current property owner, purchased the property via warranty deed on March 19, 2010. In order to qualify for lien reduction, he had to repair the driveway, clean-up the yard and remove the fence. He also paid a past-due mowing charge from the City of $398.09. No back taxes or utility payments were owed. Mr. Blasie distributed three photographs taken April 20,2010. Photographs taken February 16, 2010, February 18, 2010 and another on January 7, 2010 reflected the violations. Other repairs were made to the interior of the home, which did not require a permit. Richard Cruz, 1540 SW 4th Circle. Boca Raton, explained his intention was to rehabilitate the home. He was an investor who purchased the home with the liens. He hoped the Board would waive the fines. The dwelling was in bad condition on the inside. He had photographs he distributed to the Board. The neighborhood had several empty homes and it would be a benefit to have more investors come in and rehabilitate the neighborhood. If the City could assist the investors with the fines, they could help improve the area. Mr. Foot noted Mr. Cruz took possession of the home on March 19, 2010, but the former owner brought the property into compliance in August of 2009. Mr. Blasie clarified in August of 2009, the only violations were the overgrowth and the fence repair. Mr. Cruz explained when he purchased the property, he immediately contacted Diane Springer, Code Compliance Coordinator, to ascertain and complete the required improvements needed to come before the Board. Mr. Cruz reported he was experiencing dumping of trash and debris on the property. While he was rehabilitating the home, he maintained the premises and he planned to maintain it until it was sold. Motion Based on testimony and evidence presented in the aforementioned case, and having been advised that the Respondent has complied with all lien reduction procedures set forth in Section 2-84 through 2-89 of the City of Boynton Beach Code of Ordinances, Mr. Foot moved that this Board reduce the fines instituted in the aforementioned case by virtue of this Board's Order of February 18, 2009, to an amount of $1,634.12, 13 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 including administrative costs. Discussion Choices for Lien Reduction Hearings - 3rd Monday, 4th Wednesday or 3rd Thursday at 4:00 p.m. The members were polled to determine the best day to hold the Lien Reduction Hearings. After discussion a date was selected. Motion Vice Chair Yerzy moved to hold the Lien Reduction Hearings on the third Monday of the month when necessary. Mr. Foot seconded the motion that unanimously passed. 56 Meeting Minutes Code Compliance Meeting Boynton Beach, FL April 21, 2010 Chair Costantino reminded the members a handout was included with the meeting materials regarding a Code Compliance conference. There were no funds to subsidize the conference fees for the Board members. It was suggested the members register online for the conference should they desire to attend. Mr. Karageorge noted he would either be late or miss the June meeting due to a scheduling conflict. Update on Ralph and Rosie Attorney Bridgeman acknowledged the Board worked diligently on the Ralph and Rosie case. The City secured liens on the property and the City Attorney's Office filed a motion with the court to foreclose on the liens. Litigation was currently ongoing. At the time the action for the foreclosure was filed, there was $472,119.74 in fines on the property. The fine continues to accrue by $500 per day. She commented Wachovia Bank purchased a tax certificate for the most recent delinquent taxes on the property. Although there was a foreclosure action pending, the taxes would have to be paid prior to the City receiving any financial recovery on the property. Attorney Bridgeman was confident the business would no longer be an issue for the City either because the City would secure the property through the foreclosure action or Wachovia would secure the property through the tax certificate. The case was proceeding through the court process and they hoped to have a resolution soon. Chair Costantino thanked the Legal Staff for their work. VIII.
