A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING
THE POLICE CHIEF TO PARTICIPATE IN THE PALM
BEACH COUNTY MULTI-AGENCY GANG TASK'FORCE;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Police Chief has requested authorization to engage and
participate in the Palm Beach County Multi-Agency Gang Task Force; and
WHEREAS, the City Commission deems it in the best interest of the City to
engage in this cooperative effort to proactivly address gang related activities in
Palm Beach County.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton Beach, Florida
does hereby autho~'ize the Police Chief to engage in the Law Enforcement Action
Plan, a copy of which is attached hereto as Exhibit "A".
~ This Resolution shall become effective immediately upon passage.

LAW ENFORCEMENT ACTION PLAN
As Chief Law Enforcement Officer for the City of Boynton Beach I, Thomas Dettman,
pledge my support and participation in the Palm Beach County Multi-Agency Gang Task
Force. The objectives of the Multi-Agency Task Force (MAGTF), as set forth in the
MAGTF Law Enforcement Action Plan dated July 1994, are defined as follows:
Participation by all Palm Beach County law enforcement agencies to effectively and
proactively address identifiable gang related activity occurring with Palm Beach
County.
Participation by law enforcement agencies to serve as a basis to enhance viable
intelligence and enforcement strategies within each effected jurisdiction, and
countywide.
Participation bY law enforcement agencies will not require the assignment and/or
detachment of a law enforcement agent to a traditional task force concept operating
outside their assigned jurisdictional boundaries except as required by agreed joint
operations with other participating agencies.
Implementation of the Multi-Agency Gang Task Force Law Enforcement Action Plan
to more effectively meet the needs of the citizens of Palm Beach County while at the
same time, enhancing the availability of law enforcement officers to each participating
jurisdiction as needed.
By my signature on this Agency Commitment, I agree to designate a single individual,
currently employed with the City of Boynton Beach, to serve as liaison and/or gang unit
representative for the Multi-Agency Gang Task Force. The responsibilities of the
delegated liaison and/or gang unit representative will consist of the following:
Collection and forwarding of all gang related intelligence occurring within jurisdictional
boundaries to a designated central data base.
Retrieval and dissemination of analyZed data from the centralized data base system.
Participation in regularly scheduled intelligence meetings of all agencies gang
representatives at pre-designated times and locations,
Gang representatives may be utilized by other partici paring agencies upon request
of the designated MAGTF coordinator (pending approval of Chief or designee) for
assistance in the event of scheduled activities in which there exists a high probability
of gang congregation and potential for disturbances. Assignments may include
intelligence gathering, enforcement, and visible presence of gang detectives for
deterrence and dispersement.
Gang representatives will be afforded the opportunity to communicate with the
designated MAGTF central location at the Palm Beach County Public Safety Building
on a daily basis as necessary.
The Multi-Agency Gang Task Force Law Enforcement Action Plan will be overseen by the
MAGTF Steedng Committee as defined and delegated by the Palm Beach Juvenile Justice
Board, to ensure accountability and effectiveness of the Gang Task Force Action Plan.
