R95-,.d"._~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AMENDING THE JOB DESCRIPTION FOR THE POSITION OF PUBLIC INFORMATION OFFICER; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission has previously adopted a job description for Public Information Officer; and WHEREAS, the attached amended job description for Public Information Officer now incorporates additional language to the Education/and Job Related Experience section. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA THAT: Section 1. The City Commission of the City of Boynton Beach, Florida hereby adopts the amended job description for the position of Public Information Officer, as attached hereto and made a part hereof. Des-3/29/95 P.I.O. ,, 0;161 PUBLIC INFORMATION OFFICER Nature of Work: This is a responsible professional supervisory, administrative and research position reporting directly to the City Manager. The employee in this position will be responsible for developing, implementing, coordinating, and operating a comprehensive proactive public information and communications program. Daily interaction with the public, elected officials, representatives of the media and department level employees will be necessary. Work involved will include all phases of a traditional public information program and will be conducted with advice and review by the City Manager. Work performance will be evaluated through the effectiveness of such program and the achievement of specified development goals as the program expands and matures. An employee in this position must have specific experience with desktop publishing computer software applications. Task Statement(s): Note: These examples are intended only as illustrations of the various types of work performed in this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment for this position. Serves as general source for dispensing information about the City to all who request it; prepares press releases, public service announcements, and special activity newsletters and news statements. Supervises, coordinates and develops a city-wide newsletter; assists employees in the preparation of an employee newsletter. Responds to requests for information from the public and media representatives; provides this information from the public and media representatives; develops a system to keep current information on City activities easily available to the public. Accepts responsibility for coordinating some public ceremonies, dedications and special events; conducts tours as necessary. Develops program goals consistent with department and City policy; revises and updates program and/or function goals as required; allocates and schedules resources to assure program and/or function goals will be met. Represents City at special events (examples: new, emergency, etc.) or on boards and task forces. Allows for flexibility in work activities to meet changing needs by developing contingency plans for unexpected situations and anticipating variations in workflow by planning accordingly. Meets with department, agencies, consultants, etc. to disseminate or receive updated information. Prepares and presents information to the general public, government agencies, civic organizations and the media. Public Information Officer Page 2 Demonstrates effective written and oral communication skills; clearly conveys ideas and information in a written and oral format. Assists in developing necessary audio and video tapes, pamphlets and brochures. Complies with all established policies and procedures of the department and City. Establishes and maintains an effective working relationship with other employees, supervisors, and department/agencies; creates a positive and professional impression in dealing with the general public. Collects, analyzes, interprets and disseminates data in oral and written format from local, regional, state and national sources. Develops public notices of meetings and other program activities; provides for public awareness and access to program data and information. Demonstrates ability to critically evaluate problems and situations, and identify problems that need to be addressed; records pertinent information to maintain files; uses manual and/or automated techniques to organize information. Makes appropriate decisions and reacts with good judgment in changing situations or under pressure. Accepts work assignments willingly; accomplishes work without close supervision; accepts responsibility for actions and/or accomplishments. Education and Job Related Experience' Must be familiar with various desktop publishing computer software programs and applications. Bachelor's degree in Journalism, Public Relations, Marketing or a related field and over three years up to and including five years job related experience or any equivalent combination that meets the following minimum ability: Minimum Reasoning ability usually associated with this classification: Ability to apply principles of logical or scientific thinking to define problems; collect data, establish facts, and draw valid conclusions. Minimum Math ability usually associated with this classification: Ability to add, subtract, multiply and divide; to work with fractions and percentages. Public Information Officer Page 3 Minimum Language ability usually associated with this classification: Read: Ability to read literature, book and play reviews, scientific and technical journals, abstracts, financial reports, and legal documents. Write: Ability to write business letters, essays, reports, editorials, journals, speeches, and manuals. Speak: Ability to be conversant in the theory, principles, and methods of effective and persuasive speaking, voice and diction, phonetics, and discussion and debate. Experience in a local government environment. Amount of training, either on-the-job or formal education, usually associated with this occupation in addition to the Reasoning, Math and Language abilities detailed above: Over 1 year and up to and including 3 years. Physical Demands: Degree of Physical Demands (Strength) usually associated with this classification: Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the htiman body.
