Herb Sus$ reminded the Commission that he had previously requested them to allow citizens

also stated that he is in favor of the holiday lights and is serving on the Lighting Committee;
however, he requested a lesser figure than $83-$87,000 be spent for the lights.

Mayor Broening announced the Oceanfront Concert Series on September 21, 2001.

a. "Literacy Awareness Month"- September 2001
Mayor Broening read the "Literacy Awareness Month" proclamation.
Presentation by Alison Adler, Ed.D., Director of Palm Beach County Safe
Schools
Dr. Alison Adler stated that the Safe School Center has moved from the Palm Beach County
offices to Boynton Beach. She thanked Commissioner Fisher and Virginia Farace, Library
Director, for serving on the Safe Schools Task Force. The Safe Schools Center has been in
existence for seven years. Dr. Adler explained the "Safe School Ambassadors" initiative, which
is to train a cross-section of students to notice a potential dangerous situation on campus and
speak to trained adults. She also said that in addition to program curriculum, the Safe Schools
Center also offers alternatives to suspensions and other opportunities for students who need
assistance.
3. Presentation to Little League team by Vice Mayor Ron Weiland
This presentation was postponed until a future City Commission meeting.

Commissioner Ferguson asked whether the City is testing its water outside of the City of
Boynton Beach and how much a machine of our own would cost.
Pete Mazzella, Assistant to the Utilities Director, stated that the City does test the water
throughout its service area. The City's spectrophotometer is 10 or 11 years old and will be
replaced in the next fiscal year. However, some outside testing is still required because there
are some tests that cannot be performed with any of the City's own machines.

VIII, ANNOUNCEMENT OF SPECIAL CITY COMMISSION MEETING & PUBLIC
HEARING TO FOLLOW AT 6:30 P.M. REGARDING FIRE ASSESSMENT
Mayor Broening announced that the Public Hearing on the Fire Assessment will begin at 6:30
p.m. After some discussion, it was the consensus that people wishing to speak at the Hearing
must fill out a green card.
Vice Mayor Weiland read an excerpt from the February 9, 2000 Agenda Preview Conference
that stated "The time allotted for presentations under Item VII Public Hearings should be
flexible."
There was discussion regarding a time limit and the consensus was that no one would be
limited in their time; however, it will be requested that they limit their comments to 3 minutes.

used as loading areas and those hours that the subject spaces will be used for loading
purposes.
4. Show on the Site and Civil plans the proposed site lighting (LDR, Chapter 4, Section X
7.B.4.). On the Lighting Plan, specify that the light poles shall withstand a 110 MPH
wind load. Add a note that the £zxtures shall be operated by photo-electrical control
and to remain on until 2:00 a.m. (LDR, Chapter 23, Article II). Add a note that the
lighting design shall provide a minimum average of one foot-candle lumen at ground
level. Artificial lighting used to illuminate any property shall be directed away from
all residential districts. Lighting shall not be used as a form of advertising (LDR,
Chapter 2, Section 4.N.7. & Chapter 9, Section 10.F.5.).

7. Sidewalks shall be constructed concurrent with building construction and X
shall be four (4) feet wide along local streets, and five (5) feet wide along
streets of higher classification (LDR, Chapter 6, Article IV, Section 10.T,
and Chapter 22, Article I, Section 5).
8. Sidewalks adjacent to parking lots shall be continuous through all driveways X
and shall be six (6) inches thick within driveways (LDR, Chapter 23, Article
II, Section P).
9. On the site and civil plans, show and identify all necessary traffic control X
devices such as stop bars, stop signs, double yellow lane separators striping,

adjacent parking to an accessible entrance. The Florida Accessibility Code
for Building Construction states that buildings with multiple accessible
entrances shall have accessible parking spaces dispersed and located closest
to the accessible entrance. Florida Accessibility Code for Building
Construction, Section 4.1.2 (5), 4.3, 4.6 Parking for medical facilities shall
comply with Florida Accessibility Code for Building Construction, Section
4.1.2 (5) (d) (i) (ii).

Add a labeled symbol to the site plan drawing that represents and delineates
the path of travel for the accessible route that is required between the
accessible parking spaces and the accessible entrance doors to the building.
The symbol shall start at the accessible parking spaces and terminate at the
accessible entrance doors to the building. The symbol shall represent the
location of the path of travel, not the location of the detectable warning or
other pavement markings that are required to be installed along the path.
The location of the accessible path shall not compel the user to travel in a
drive/lane area that is located behind parked vehicles. Identify on the plan
the width of the accessible route. (Note: The minimum width required by the
code is forty-four (44) Inches). Add text to the drawing that would indicate
that the symbol represents the accessible route and the route is designed in
compliance with Section 4.3 (Accessible Route) and 4.6 (Parking and
Passenger Loading Zones) of the Florida Acces~ihility Code for Building
Construction. Please note that at time of permit review, the applicant shall
provide detailed documentation on the plans that will verify that the
accessible route is in compliance with the regulations specified in the
Florida Accessibility Code for Building Construction. This documentation
shall include, but not be limited to, providing finish grade elevations along
the path of travel.

Identify within the site data the finish floor elevation (lowest floor elevation)
that is proposed for the building. Verify that the proposed elevation is in
compliance with regulations of the code by adding specifications to the site
data that address the following issues [Section 3107.1.2, Chapter 31 of the
Boynton Beach amendments to the 1997 edition of the Standard Building
Code]: The design professional-of-record for the project shall add the

compliance with the applicable building codes. Therefore, add the words:

sheet(s). . However, add to the floor plan drawing a labeled symbol that
identifies the location of the handicap accessible entrance doors to the
building. The location of the doors shall match the location of the accessible
entrance doors that are depicted on the site plan drawing.
19. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
