Minutes 08-30-83MINUTES OF THE SPECIAL CITY COUNCIL MEETING HELD AT CITY HALL, BOYNTON BEACH, FLORIDA, TUESDAY, AUGUST 30, 1983 AT 5:30 P.M. PRESENT James R. Warnke, Mayor Nick Cassandra, Councilman Joe deLong, Councilman Samuel L. Wright, Councilman Peter L. Cheney, City Manager Betty S. Boroni, City Clerk James W. Vance, City Attorney Mayor Warnke welcomed everyone and called the meeting to order at 5:30 P. M. He announced this meeting has been called at the request of the City Manager to discuss several items which should be resolved before the next City Council meeting. He then requested Mr. Cheney to explain some of the items on the agenda. GOLF COURSE MATTERS Mr. Cheney informed the Council that he wanted to discuss some detai~ of the golf course and see if we cab get some things resolved before the long Labor Day weekend. Proposed Resolution No. 83-HHH - Re: Approve Position of Golf Course Superintendent Mr. Cheney advised that the Council never approved the description of the Golf Course Superintendents, although the general organization has been approved.. He would like to get this resolution adopted for this position as we are ready to hire a Golf Course Superintendent, which we need because we are moving ahead. Mr. Vance then read proposed Resolution No. 83-HHH by title: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, ADOPTING THE JOB DESCRIP- TION FOR GOLF COURSE SUPERINTENDENT AND MAKING IT A PART OF THE CITY'S PAY PLAN Councilman deLong moved the adoption of proposed Resolu- tion No. 83-HHH, seconded by Councilman Wright. Under discussion, Mr. deLong commented that we-can proceed through the agenda as these things are all being recommended. Previous study was given and we can ~ guided by the recom- mendations. Mrs. Boroni then took a roll call vote on the motion as follows: Mayor Warnke - Aye Councilman Cassandra - Aye Councilman deLong - Aye Councilman Wright - Aye Motion carried 4-0. SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA AUGUST 30, 1983 Mr. Cheney added that the gentleman we plan to hire has a good reputation. Utility Services for Golf Course Mr. Cheney referred to the items listed on the agenda and stated it has come to the point of handling the details of water, electric and sewer relative to the golf course. we have felt all along that the water and sewer problems would be resolved through the Parkwalk Subdivision and County System 5. Ail parties are anxious for us to solve our water and sewer problems through that system. We are at the point where that is not a viable solution at this moment. It was determined last week in meetings with attorneys, developers who own capacity in System 5 and problems System 5 has had with the county cannot resolve our problem through System 5 and Parkwalk.. If they leave us into that system for .our few units, they are afraid the whole western area of Palm Beach County will demand access into that system. An easement was planned through Parkwalk to tie into the system and Florida Power & Light Co. was going to use the same easement. Now that it has been determined this is not a viable solution, we will just use the easement for electricity. Park~alk has no problem with giving that easement for electricity, but feel they cannot nor can the county can come together to do the utility system this way at this time. Mr. Cheney stated in regards to electricity'~ we'.will accept the easement. He requests the Council to approve the change order to clear the easement and grade it. When finished, Florida Power & Light Co. will put in the wires. Within a month, we should have electric service to the site. Mr. Cheney then referred to water and sewer and stated the next thing is to have a well and we had hoped a septic tank. However, the county will not agree to a septic tank. The alternative is a small plant. We can do that by drilling a well or having a turnkey well system We can Solve the sewer system problem by using a package treatment plant and a turnkey installation with pump lift station hooked up and drain field. Mayor Warnke questioned what was meant by turnkey and Mr. Cheney explained that they put it in and Mr. Cessna will work with the county to get a permit. The cost of a turnkey operation in place is $27,000. The lift station will be permanent. We will sell the package treatment plant to someone else. Hopefully, we will not be using it that long. He thinks this alternative solution is viable. We awarded the contract to Belvedere Construction to put in the water and sewer pipes on the golf course and take them through Parkwalk. The amount has been reduced by -2- SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA AUGUST 30, 1983 about $30,000 not to go through Parkwalk, but the utility system will be put in to the edge of the parking lot. Mr. Cheney stated in reference to electric even though we will get the easement cleared when Florida Power & Light Company comes in, he feels we should take steps to get temporary electricity through a generator with pumps to the irrigation system, He doesn't want to wait another month for electricity to the irrigation system. It was originally proposed to lease a generator temporarily, but only a used one is available, so he is proposing to purchase a generator which will solve this problem and eventually go into inventory in the Utility Department. The proposal is to buy a new large generator to serve utility purposes in the long run and the golf course. Within five days, we can have a generator on site producing electricity to get the irrigation system going. The approximate price i~ $37,000 to $38,000. Mr. Cheney clarified that with these items, we will have worked out all the problems we have relative to water, sewer and electric for the golf course. We will be under concern probably from the county for sometime when we legally can hook up to Parkwalk and System 5, but won't have to do any serious dis~pt~6~m of facilities to do that in the future. Mayor Warnke asked if the purchase of this generator was to cover the period of thirty days until Florida Power & Light Co. can furnish it and Mr. Cheney replied this was correct. Mr. deLong asked if the generator could be used later and Mr. Cheney informed him that it will be put in the Utility Department and could operate larger lift stations and well stations where we don't have emergency generators. Mr. deLong commented that this would be a good investment and Mr. Cheney agreed as it has been recommended that we have a large emergency generator. Mr. Cessna added that its capability will be to go from 240 or 480 volts, so the voltage can be selected. Mayor Warnke suggested that the golf course should buy it and lease it to the City and sell to the utility system later. Mr deLong asked if funds are available in the revenue issue and Mr. Cheney replied affirmatively. Mr. Cassandra asked if our sewer and water lines go that far and Mr. Cheney replied negatively. Mr. Cassandra referred to the concern about other hookups and asked what is going to change that problem next year and Mr. Cheney replied that at some point, the County will certify that the System 5 plant is capable of serving 1.5 million~ gallons per day. The County must expand System 5 or build another major facility to serve the western part of the County. -3- SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA AUGUST 30, 1983 Mr. Cassandra asked if there was any problems with getting permits and Mr. Cheney replied negatively because the County is part of this as the owner of the land and County citizens being members. However, the County Health Depart- ment will wot let us do something unsanitary, but will apply their standards. We have had discussions with the County and with a septic tank, food cannot be served in restaurants. With a treatment plant, it will be okay. Mr.Cassandra referred to this being an odorless plant and Mr. Cheney agreed and told about this being discussed with the installation of a plant in Ocean Ridge. Accept Easement for Sunbelt Properties (Parkwalk) Councilman deLong moved acceptance of this easement, seconded by Councilman Cassandra. No discussion. Motion carried 4-0. Approve Change Order for Myre Fairway Construction to clear easement, grade as necessary and excavate trench for Golf Course Service Mayor Warnke advised the cost would be about $5,200. Mr. deLong moved to approve, seconded by Mr. Cassandra. No discussion. Motion carried 4-0. Approve acquisition of Generator (lease or purchase) for Golf Course Irrigation System Mr. Wright moved to approve, if funds are available, seconded by Mr. deLong. Under discussion, Mayor Warnke advised that the total amount is approximately $37,690~ installed. Motion carried 4-0. Authorize city Manager to pr.oceed as necessary to authorize water and sewer service to Golf Course by either: Continuing negotiations with Parkwalk, System 5 and County Proceeding with well permitting and construction at best price obtainable Proceeding with sewage permitting and construction at best price obtainable Mr. deLong moved to authorize the City Manager to proceed with the three options as noted for water and sewer service to the Golf Course. Mr. Cassandra seconded the motion. No discussion. Motion carried 4-0. Mr. Cheney told about Parkwalk being very cooperative. -4- SPECIAL CITY COUNCIL MEETING BOYNTON BEACH, FLORIDA AUGUST 30, 1983 Approve amendment to Tree Planting Program originally proposed for Federal Highway Mr. Cheney referred to being eligible to receive $11,000 from the state for tree planting and advised that he called the Department of Transportation and was given the okay for planting trees on Federal Highway. We Went through other processes: Community Appearance Board approval, approval from Tallahassee for $11,000, etc. Then we received a letter from D.O.T. stating we cannot plant the trees on Federal Highway ~because of mountable curbs. He requested Mr. Frederick to suggest locations for these 70 trees. Mr. Cassandra suggested the golf course and Mr. Cheney replied that he thinks they should be planted where they are more visible in the community. Mr. Frederick suggested planting in the medians in North Congress Avenue and 50 trees could fit here. The contract was awarded on a one strip basis, so we are trying to pick a continuous area t6 plant. We must get a permit from the County. The other 20 trees are proposed on Woolbright Road from the center road of the cemetery to the Little League Field to set up a border on Woolbright Road on the south side. Two basic locations would satisfy~ the contractor. If the Council is not satisfied with these choices, the trees would have to be spot planted all over the City. Mr. Cheney added that he thinks there is good reason to plant them in the North Congress Avenue area to decorate that area with all the activity. Mr. Frederick added that we must maintain what we plant. Councilman deLong moved to approve the amendment to the tree planting program originally proposed for Federal Highway in accordance with the memo from the Recreation & Park Director dated August 30, 1983, which will become a part of the public record. Mr. Wright seconded the motion. No d~scus~ion. Motion carried 4-0. OTHER Councilman deLong referred to the City Clerk sending notices to people when they are appointed to different boards and stated there is a paragraph included in re- ference to being unable to attend that they must contact the chairman. He has found problems with people trying to contact the chairman. He told about members advising him and he-has notified the City Clerk. He suggests that this paragraph include the chairman and/or the City Clerk. Mr. Cheney suggested stating t'O contact the City Clerk.- The Council agreed.
