MINUTES OF THE SAFETY COMMITTEE MEETING
HELD ON TUESDAY, AUGUST 10, 2010 AT 9 A.M.

I. Call to Order
Chair Bobich called the meeting to order at approximately 9 a.m.
II. Roll Call
Chair Bobich called the roll.
III. Acceptance of Minutes of 7/13/2010 regular meeting
A correction was made to the minutes on page 5, second paragraph to read: “The
camera locations would could be at . . . .”
Both Tom Balfe and Jody Rivers, representing the Recreation and Parks Department,
were reflected as present; however, Ms. Rivers was not.

Motion
Mr. Magazine moved to accept the minutes as amended. Ms. Rivers seconded the
motion that unanimously passed.
IV. Safety Committee Education & Training – tbd
Brent Winans,
Vice President of Risk Management Services, was available to make a
presentation. He was in need of a focus group on his presentation.
Mr. Winans explained he came across materials about preventable accidents and sang
a song about preventable accidents.
A video about Highway Safety Enforcement was shown.
V. Old Business
A. Fire Drills
None.
B. Proud to be a Safe Worker Awards
Chair Bobich had one award involving employee Richard Cruit, Senior Equipment
Operator with Roads and Streets. Mr. Cruit was travelling southbound on Seacrest and
noticed dust and a commotion at the Seacrest and Boynton Beach intersection several
blocks south of him. There was an accident involving a City bus and a private vehicle
which was blocking the southbound lanes. Mr. Cruit called for a Police and Rescue
response, activated his emergency lights, and helped guide the traffic. He took control
of a hazardous traffic situation until the emergency crews arrived setting a fine example
for all City employees.
Chair Bobich was aware of other awards occurring in the Utilities Department which
would be brought forward in the near future.
C. Departmental Inspections & Safety Meetings
The inspections and meeting information continue to be submitted electronically and the
listing was contained on the shared drive.
D. Incident Review Board Referrals
None.
E. Electrical Flame Resistant Uniforms & PPE Update – TABLED

This item remained on the table. Chair Bobich hoped to have the draft reviewed in the
near future.
F. Drug Free Policy Statement (HR – Maibet Rosado)
Ms. Rosado advised Assistant Human Resource Director Marylee Coyle was still
working on the update. It was suggested Ms. Coyle provide a timeline when the policy
would be available and Mr. Magazine would relay the information to the members. He
suggested the item be tabled. There were no objections received from the members to
table the matter.

VII. Announcements
Chair Bobich requested each member bring back one primary department safety
concern. Vice Chair Altman inquired if information regarding how much money was
paid out in claims from prior years. He thought reviewing statistics would be helpful.
The information was provided for the budget.
Mr. Magazine explained at the Budget workshops, he included a plan which the Budget
Review Committee accepted regarding an allocation system for the City’s insurance
costs. Currently, the self-insurance policy was funded from the General Fund to allow
the Risk Management Department to pay insurance premiums and claims. The
Department would now be gathering three years of claims history for each department
and developing a formula that instead of the funds coming from the General Fund, each
department would have a line item in its department budget for it. The amount each
department would have to pay would be heavily weighted based on that department’s
claims history. Mr. Magazine requested the information be passed along to the
departments. Departments having many claims would pay a higher amount than a
department with lower or no claims.
Claims are not the cost of doing business. Mr. Magazine commented there were no
objections to the methodology by the Budget Review Committee or City Commission.
He was unsure if it would be instituted this year or the next. If any department needed
assistance to try to reduce their claims, they should contact the Risk Management

Department. He commented the statistics that would be provided would reflect the
City's standing compared to other municipalities, the county and the state and would
also be separated into categories such as preventable accidents or non-preventable
accidents. The allocation would pertain only to the preventable claims, not all the
claims. The City was reviewing several formulas to use in assessing each department's
share. A package would be prepared for review.

IX. Adjournment
Mr. Magazine moved to adjourn the meeting. The motion was duly seconded and the
meeting adjourned at approximately 9:30 a.m.
