Minutes 10-26-10 MINUTES OF THE BOYNTON BEACH ARTS COMMISSION MEETING HELD ON TUESDAY, OCTOBER 26, 2010, AT 6:30 P.M. AT FIRE STATION NO.2 2516 WEST WOOLBRIGHT ROAD, BOYNTON BEACH, FLORIDA PRESENT: Barbara Ready, Chair Anderson Slocombe, Vice Chair Barbara Lentz Sherie Tengbergen Halena Wolf Donn Davenport, Alternate Christine Moeller, Alternate Debby-Coles-Dobay, Public Art Administrator ABSENT: Nubia Richman I. CALL TO ORDER The meeting was called to order at 6:32 p.m. II. ROLL CALL OF MEMBERS Roll call was taken. A quorum was present. III. AGENDA APPROVAL Motion Vice Chair Slocombe moved to approve the agenda. Ms. Wolf seconded the motion. The motion passed unanimously. IV. APPROVE MEETING MINUTES A. Approval of September 28, 2010 minutes It was noted Dana Cook was absent. Also on page three, the first sentence of para- graph three was changed to read, "The reason for not changing the. . . ." 1 Meeting Minutes Arts Commission Boynton Beach, FL October 26, 2010 Motion Ms. Tengbergen moved to approve the minutes as amended. Vice Chair Slocombe seconded the motion. The motion unanimously passed unanimously. V. ANNOUNCEMENTS/REPORTS A. Julia Child Exhibit The Julia Child Exhibit went well. The proprietor of the Sailfish Cafe participated in the exhibit by holding a culinary demonstration to make Bananas Foster. Albie Walton, Ms. Child's photographer recounted his experience with the photo shoot for the cover of Ms, Child's cookbook and how his relationship with her began. It was a successful coopera- tive effort between the Library, Historical Society, and Archivist Janet DeVries. B. Outsider Art Exhibit/Program Ms. Tengbergen, Mr. Davenport and Chair Ready attended this event and expressed they thought it was interesting to meet the artists. A question was posed about the dif- ference between Outsider Art and Primitive art, or untrained art Ms. Coles-Dobay re- sponded it was a movement coined Art Brut, which was the start of Outsider Art which has different names. Outsider Art could be known as visionary art, intuitive art, or na"ive art, but it was not always Primitive Art, It was self-taught or untrained, but it could yield sophisticated work. The Highway Men were considered Outsider artists. There are also many sculptural elements involved with it although a lot of Outsider Art has to be hung when displayed. The members were encouraged to Google or Wikipedia Outsider Art to learn more about it. It was a fascinating art that was becoming popular and collecti- ble. It was also suggested additional copies of the reference book put together for the exhibit be made available. The exhibit will remain until the end of November. C. Opus Sea Turtle at Oceanfront Park Ms, Coles-Dobay had taken photographs of the turtle's installation at the beach which the members viewed. Ms. Tengbergen relayed two friends of hers who are absolutely not interested in art at all love the turtle. Ms. Wolf noted the art was something that dis- tinguished the beach in Boynton Beach from the other beaches. Delray does not have art at the beach, nor do some other municipalities. There would be a ribbon-cutting ceremony in January. Any suggestions or comments for it should be submitted to Ms. Coles-Dobay. The ceremony would be held when the ceremony for the boardwalk takes place, D. Future Board appointments The members were reminded to fill out the application sent by the City Clerk's Office. Members up for reappointment were Ms. Moeller, Mr. Davenport and Chair Ready. Vice Chair Slocombe thought the Board made a lot of progress. Their com- ments contributed to fostering the program. On a different note, Ms. Coles-Dobay announced the City Services Institute was held. The Institute was a program that residents signed up for to learn about the functions of different departments. Last night, the Library, Children's Schoolhouse Museum, and the Art in Public Places program was presented. She noted Mr, Cook had signed up for the program and was in attendance. Additionally, Mr. Cook missed his limit of meetings and was no longer a Board member, The reappointments are made in December. Since Mr. Cook had indicated to Ms. Coles-Dobay he was interested in remaining on the Board, he indicated he would sub- mit an application for reappointment. VI. VISION PLANNING A. August 26,2010 AIPP Visioning Plan next steps 1 . Budget for programs and projects The Visioning Plan was approved by the City Commission, The programs that were pri- oritized needed to have budgets established so they could be moved forward. The pro- posed events and program sheets was reviewed. The Avenue of the Arts was in progress and the members had a budget. The Visioning Plan had provisions for expanding the Avenue. When the marina entryway feature is completed, there would be three additional sites located there that would be incorpo- rated into the budget and the Avenue. While the marina entryway would include three pads, it meant funds for pieces, stipends, permitting costs and insurance were needed, The timing was also an issue. If the feature was completed in the summer, the mem- bers would have to decide whether to have temporary art there or include it in a cyclical program. Ms. Wolf favored waiting for the next cycle to begin to install the pieces. Ms, Coles-Dobay requested the members be prepared to discuss the item in greater detail at the next meeting. Ms. Lentz arrived at 7:00 p.m. The prioritized list for programs and projects was emailed to the members and it con- tained the executive summary of projects and opportunities, and events and programs. The City's Earth Week event was Priority 2. Earth Week would be held in April 2011. Discussion turned to Artist Francine Levinson. Ms. Levinson creates amazing contem- porary sculptures out of recycled paper and she had items that could be hung. Ms. Lev- inson had given presentations to the Delray Art League about Japanese Folk Art in the past. She explains how the artwork evolved to her audience and she has an informative PowerPoint presentation, The pieces might also be appropriate for an Art Connections program. Japanese Folk Art is different from Origami because the artist makes pieces 3 Meeting Minutes Arts Commission Boynton Beach, FL October 26, 2010 specifically to give away as a blessing to someone else. They do not sell their pieces. Ms. Levinson also has large sculptures available for display and has exhibited through- out the county. The members were asked to submit their suggestions at the next meet- ing. The Swing Space program used empty storefronts. Ms. Coles-Dobay presented this program to different establishments including the Boynton Beach Mall and they are in- terested in the program. The mall management was reviewing what empty storefronts were available and were also interested in placing sculptures around the mall. A re- sponse was not yet received depicting where they thought art was appropriate. Once received, Ms. Coles-Dobay will inspect the site to ensure it was an appropriate location for art. The Sunshine Square Shopping Center was also contemplating what storefronts they had that is appropriate for Swing Space. Jim Williams, Chair of the Boynton Beach Chamber of Commerce was given information to forward to interested Chamber members. It was suggested the Community Redevel- opment Agency be contacted; however, Ms. Coles-Dobay was given the names of peo- ple who may be interested in the program. It was noted Marina Village and the Ocean Plaza needed art. The City Commission approved the Kinetic Exhibit and Symposium event. It was an enormous undertaking so carefully formulated plans would be necessary. The Arts Commission had compiled a list of individuals volunteering to help with the event. Ms. Coles-Dobay suggested the members review the document they had previously pre- pared which outlined what they wanted to do for discussion at the next meeting. Other projects, i.e. the Eco Art projects had a budget established. Now that the City Commission approved the "Green Ordinance" Ms. Coles-Dobay was connecting devel- opers and amst Mary Jo Aagerstoun the Founder of the Eco Art South Florida who could help move the Eco Art concept forward. The other items on the list were deferred until funds became available. Discussion returned to the Kinetic Exhibit and Symposium. It was pointed out it was important that the members understood the magnitude of the event before they ap- proached others. Ms. Coles-Dobay reminded the members the document included in- formation about linking with others. Vice Chair Slocombe left the meeting at 7:19 p.m. and returned at 7:20 p.m. The members discussed upcoming Arts Commission meetings and decided they would meet on November 22, 2010 and skip the December meeting. There was consensus the two meeting changes were acceptable. 4 Meeting Minutes Arts Commission Boynton Beach, FL October 26, 2010 VII. PUBLIC ART PROJECTS A. Boat Club Park new mural final approval The members viewed the mural and recalled there had been discussion about having the mural wrapped. Ms. Coles-Dobay pointed out the top of the mural had a railing, a side area was wrapped as was the stair area. The plants would be at a very-low level. The members discussed the use of blue gravel and pebbles, pea pebbles or mondo grass. Another suggestion was to use pieces of sea shells. The members liked the shell pieces. The sea oats were nice but too tall. Motion Ms. Tengbergen moved to approve. Vice Chair Slocombe seconded the motion to ap- prove with the suggestions made. The motion passed unanimously. Ms. Coles-Dobay announced the City was also in the planning stages of a ribbon- cutting ceremony for Boat Club Park for the mural and the Florida Fishing Academy building. Guy Snell, the apprentice to artist Wyland, was involved with painting a mural on the Fishing Academy building. The target date for the ceremony was December 11, 2010. B. Robert's Wall Public Art Opportunity This item was discussed at the last meeting. The concept went before the CRA and the CRA Board agreed to fund the public wall mural at the minimum cost, which did not in- clude fundinQ for a mural. The Agency requested the artist keep in mind that the loca- tion is close to the intersection of MLK Boulevard. C. Sunshine Square Shopping Plaza 1. Call to artists Ms. Coles-Dobay met with Edens and Avant, the company that owns the Sunshine Square shopping plaza, and they are interested in obtaining artwork to integrate and open up the plaza, and connect the walkways and open court spaces to make it more pedestrian friendly. There is a call to artists prepared and the management was inter- ested in hiring an artist to join the team early on to work with the planners. Comments or questions regarding the call to artists should be directed to Ms. Coles-Dobay. VIII. EXHIBITS A chart was distributed for future exhibits at the different facilities. Future exhibits }, Facilities · The Sims Center would have the theme of portraits. · The Civic Center would have the theme of textures through July coordinating with the Avenue of the Arts · The Library would have Outsider Art, which will be changed to the Palm Beach Watercolor Society exhibit. A reception would be scheduled for them on March 21, 2010. 2, SubjectsfThemes The members discussed subjects and themes. A handout with updated contact infor- mation was distributed. New exhibit suggestions were to issue a call to artists for Boyn- ton Women Artists, surf art, graffiti art on canvas and individual pieces. Artist Rick Beau Lieu has great pieces and Chair Ready advised she would love to see some of his art at the library. There was concern about having sculptures there and the public bumping into them. Discussion followed if the art was upstairs it might be a bet- ter location. Other suggestions were to feature a pumpkin carver who was recently on the news and exhibiting the work in a case. It was noted case space at the Library was limited, but it could be an exhibit next year. Textile tapestry wall hangings were suggested and it was agreed textiles would be a theme from June 2011 through December. Boynton Women artists and local artists could be exhibited next February at the Sims Center and next July at the Civic Center. The Boynton Women artists would be exhib- ited from August, 2011 to January, 2012. Another art opportunity would be to feature art from Judy Hoffman, who was a collector of Outsider Art, and a collector of Haitian Art. There was an agreement to have Haitian Art displayed at the Sims Center in December. Discussion followed that the City of Hollywood issues a call to artists. One or two artists are selected and it was just a matter of the artist bringing the work and hanging it. The City creates a brochure with the prices of the pieces in it and it was a good way to re- ceive exposure. The artist does all the work. The artwork in City Hall was purchased with money from Public Works. The members contemplated whether to sell the work and exhibit something else. Currently, the mana- tee calf was on loan and the piece was placed in City Hall near the cashier area. The circle triangle is owned. The piece on the stairs is on loan by Rick Beau Lieu. The pieces on the wall are owned. Ms. Coles-Dobay explained if the members wanted to 6 Meeting Minutes Arts Commission Boynton Beach, FL October 26, 2010 change out the exhibit, they needed to have a hanging system. As it was, hanging the work was challenging. The value of the system was about $5,000. The members considered selling the Lobby art via the use of eBay, an auction, a dona- tion jar, or For Sale signs; however, there was consensus nothing would occur until a piece sold. A For Sale sign would be used and the Arts Commission would address the matter further when a piece sold. There was agreement a hanging system was needed. 3. Groups This item was not discussed. IX. NEW BUSINESS A. December meeting This item was addressed earlier in the meeting. B. City/AIPP mural approval process Ms. Coles-Dobay distributed a photograph of the side of the Inlet Inn building on Fed- eral Highway. There was a navy blue wave painted on it. Ms. Coles-Dobay explained there is a process in the City if someone wanted to paint. The process was they should come to City Hall. If a mural is wanted, it is referred to the Arts Commission and goes through the Arts Commission process. This way they can ensure the owner was getting a fair price for the work done. This would assist the businesses and was a service the Arts Commission would provide, Ms. Coles-Dobay spoke with the property manager who was amenable to bringing the project forward. It was noted the building was just south of Boat Club Park, It catered to divers and the painting was supposed to be a reef. X. UNFINISHED BUSINESS None. XI. FUTURE BUSINESS None. XII.
