MINUTES OF THE EDUCATION AND YOUTH ADVISORY BOARD MEETING
HELD ON OCTOBER 28,2010, AT 7:00 P.M. AT THE
SENIOR CENTER, 1021 S. FEDERAL HIGHWAY, BOYNTON BEACH, FL

I. Call to Order
The meeting was called to order at 7:04 p.m.
II. Pledge of Allegiance/Moment of Silent Reflection
The members recited the Pledge of Allegiance to the Flag, followed by a moment of
silent reflection.
III. Approval of Minutes of September 23, 2010
Approval of the minutes was deferred to the next meeting.
IV. Approval of Agenda
Motion
Ms. Wilkinson moved to approve the agenda as presented. Ms. Lundquist seconded
the motion that unanimously passed.

V. Announcements/Presentations/Correspondence
Sherri Claude, Board Liaison, had a copy of the letter to the Bank Atlantic Foundation
signed by the Chair after the last meeting requesting financial support. Chair Waldman
was requesting $5,000 as a recurring gift named after the Bank and he called his
contact at the Bank several times but has not had a response. He mentioned this to the
President at the Bank and it was hoped he would make a phone call to the Foundation
on the Board's behalf. In the meanwhile, a letter of thanks for the $25 received from the
Bank had already been sent.
Ms. Claude forwarded the email announcing the Boynton Beach High School Choir won
a high school choir national competition and would be the Grand Marshall for the City's
Holiday Parade on December 4th.
VI. Public Audience
Ms. April Nobles, the Media Specialist from Poinciana Elementary School and a Safety
Patrol sponsor was present. Members of the Safety Patrol are fifth graders chosen to
be leaders at the school and they perform special tasks. Each year, the Safety Patrol
makes a trip to Washington D.C. in January. The funds are due November 12, 2010.
Each student pays $750 for the five-day trip. The students were fundraising since May.
She requested a donation of $800 to help offset the cost of the trip for two students.
Last year the Board contributed for the Safety Patrols to travel to Washington DC.
The members were agreeable to making a donation but discussed the amount. Other
schools were faced with the same dilemma and $800 was a lot of money. Chair
Waldman offered to donate $100 if the Board would agree to donate $300.
Motion
Ms. Wilkinson moved they donate $300. Ms. Lundquist seconded the motion. The
motion passed.
Ms. Nobles commented the school was holding a silent auction this Saturday. There
would be a pancake breakfast, all-day entertainment, a bounce house and local groups.
She invited the members to attend and support the school.
On a different matter, Chair Waldman explained he had contacted Thomas Jefferson
High School, which was ranked the best math and science school in the country. He
suggested the students at the high school email and skype with Boynton Beach
students. Two letters were written to Dr. Evans, the high school principal, but no
response was received.
Ms. Wilkinson also suggested the Board, at some point, consider moving Volunteer
Project Money over to Community Contributions. It was noted Ms. Claude could make

the adjustment. Further discussion produced an inquiry about moving Youth Council
Funds as well.
Motion
Ms. Wilkinson made a motion to move all but $250 from Volunteer Projects to
Community Contributions, and the entire $84 from the Youth Council to Community
Contributions. Ms. Lundquist seconded the motion that passed unanimously.
Ms. Claude commented some funds are received and are earmarked for programs or
the Borovy Award.
Ms. Wilkinson wanted to reconsider the amount given to Poinciana Elementary School.
Motion
Ms. Wilkinson moved to add another $400 to the $300 they already donated. Ms.
Lundquist seconded the motion for discussion. She commented they have helped this
school in the past with the Odyssey of the Mind and the Lego League. She was
concerned other schools may be upset.
Chair Waldman commented his prior offer of a personal $100 donation remained. He
explained he visits other schools and invites them to make a request if they have a
need.
Ms. Nobles also explained students are asked to fill out a scholarship application. The
amount of money a student can earn varies contingent on when they started with the
Safety Patrol. She explained in order to fill out a scholarship application, the students
had to have sold five tickets to the car wash, pancake or other event, and the parents
have to contribute in some way. She added no student has received a free ride.
The Board was cognizant they had to pay attention to their own funds and had to
fundraise as well. Ms. Lundquist felt a $500 donation was more appropriate. Chair
Waldman suggested making a motion to donate $500, which was $200 more than the
original $300, and he would donate $100.
Motion
Ms. Wilkinson moved to donate $500. Ms. Lundquist seconded the motion that
unanimously passed.
Chair Waldman suggested holding a Walk for the Kids. The only thing that would be
needed were permits, some sort of a tee shirt, water bottle, and sign-up and
registrations from the schools. Parents could provide some support and several
hundred dollars could be raised. Ms. Claude explained if the Board wanted to assist

schools, they could assist with whatever fund raiser the schools were holding as
opposed to creating a new event. There was discussion if the City created an event,
people would be donating to a City Advisory Board. Ms. Claude did not know
logistically, what it would take in terms of planning and time to organize an event. Chair
Waldman requested Ms. Claude check with Mr. Majors and Legal.
Discussion turned to assisting the school with their efforts by purchasing tickets. Ms.
Wilkinson noted when her school holds a fund raiser, they invite the Kiwanis Club to sell
water or other items. Almost all schools have carnivals. Poinciana Elementary has a
pancake breakfast and vendors attend.
Ms. Wilkinson was concerned about organizing a walk from the ground up. Chair
Waldman inquired if it was a feasible event for next year. Ms. Miller commented her
church recently held a Buddy Walk. The participants paid $5 and the church purchased
tee shirts. The money has to come from somewhere. Ms. Claude commented sponsors
could be obtained for a walk similar to the way the Heart Walk is sponsored.
Since a full Board was not present, Chair Waldman thought they should revisit the
matter at the next meeting.
VII. New Business
A. Committee to Rename Jaycee Park
Ms. Claude explained that from time to time they receive a request to rename a park
and the City has a process to do so. A committee is formed to meet, review the issue
and make a recommendation to the City Commission. The process would entail one
meeting, probably one hour in December or early January. The criteria to follow would
be provided and the committee's recommendation would be heard by the City
Commission the second meeting in January. Ms. Claude was unsure of the meeting
location and anticipated it would be an evening meeting. Two volunteers from the
Board were needed to sit on the committee.
Ms. Lundquist volunteered, as did Ms. Miller. Ms. Claude advised Jody Rivers, Park
Superintendent, would contact them with the details.
B. Donation Request from Poinciana Elementary Safety Patrols
This item was discussed earlier in the meeting.

The Sister Cities Organization was holding their Young Artists and Young Authors
event. The theme this year was "Your communities and greening."
The Young Artists participants were elementary, middle and high school students. The
Young Authors were middle and high school students. Chair Waldman commented the
high school no longer has art classes but students could utilize computer graphics. He
left information at the high school and the Department Chairman. He would obtain more
information and email the members so they could get the information out. The
information was addressed to the schools and the principals.
Chair Waldman explained Boynton Beach was a Sister City to QuFu, the birthplace of
Confucius and they were looking into another city in Haiti and then a possible Sister City
in Finland. There were many problems with Haiti, which currently experienced
outbreaks of cholera. Chair Waldman commented additional information was
forthcoming.
B. Bowling Tournament (March 6, 2011)
The tournament was a doubles tournament. The event would be advertised in Funfare
Magazine and Ms. Claude would create a flyer. The fee was $20 per team and trophies
would be provided.
C. Youth Volunteer Bank
There were no Youth Volunteer Bank applications received. Chair Waldman would
bring information to the high school English Department. Chair Waldman reported Ms.
Pell at the high school was working on the project, but he noted the Board had not gone
to the middle school.
Ms. Lundquist visited Congress Middle School but was told it was not a good time. Ms.
Lundquist agreed to revisit the school. They did receive a response from Poinciana
Cub Scouts.
D. Fundraising
Ms. Wilkinson called the representative from the shredding company but she had not
received a response. There may have been a problem with the telephone number and
using the company. She suggested it might be better to use a company that the City
uses. Ms. Claude would find out which company the City used and if there is a problem
with using a different company.
