MINUTES OF THE CEMETERY BOARD MEETING
HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA
ON THURSDAY, DECEMBER 9, 2010 AT 6:00 P.M.

1. CALL TO ORDER
Chair Hatch called the meeting to order at 6:04 p.m.
2. ATTENDANCE
Secretary Prainito called the roll. The attendance is noted above. Secretary Prainito announced
the presence in the audience of Donald Scantlan.
3. AGENDA APPROVAL
Ms. Glinski moved to approve the agenda. Vice Chair Hohner seconded the motion that carried
unanimously.
4. APPROVAL OF MINUTES – September 9, 2010
Ms. Glinski requested the following correction to the minutes:
Page 3, Levels E through F should be corrected to read Levels E through H.

Ms. Glinski moved to approve the minutes with the correction. Vice Chair Hohner seconded the
motion that carried unanimously.
5. RECEIPT OF REVENUE/EXPENSE SHEETS – September & October 2010
Motion
Ms. Glinski moved to accept. Vice Chair Hohner seconded the motion that carried unanimously.
6. RECEIPT OF SALES REPORTS – September, October & November 2010
Motion
Ms. Glinski moved to accept the reports for September through November. Vice Chair Hohner
seconded the motion that carried unanimously.

7. UNFINISHED BUSINESS
A. Parks Division Reports – September, October & November 2010
Mr. Balfe reported the following for September, October & November:

Motion
Ms. Glinski moved to accept the report. Vice Chair Hohner seconded the motion that carried
unanimously.
B. Report of Replatting – Tom Balfe
Mr. Balfe reported the replat was approved by the City Commission. An Engineering
Department representative will walk the document through the County to have it recorded.
Once done, staff will begin selling plots. Sales should begin the middle of January. This new
replat results in 200 additional plots. In each plot two burials can be accommodated. The
dimensions of the plots had to be changed due to revisions in State Statute. The plots are now
7’ x 8’ for two burials.
8. NEW BUSINESS
A. Discuss Pricing of Double-Down Plots in Replat
Mr. Balfe asked for direction from the Board on structuring the price of these plots. He
provided information to the members and inquired if they were interested in including “Opening
& Closing” costs in the fee structure.
For the edification of the members, Mr. Balfe explained the use of the double-depth vault in the
double-down plots. It is customary to pre-vault the double-down plots. When the plot is sold,
the cemetery workers would not use a backhoe to dig the plot. They would manually dig the
plot.
Discussion ensued regarding the pricing of the plot. The current price of a plot is $525 for
residents and $1,125 for non-residents. In Ms. Hohner’s opinion, the price for the double-down
plots should be one and one-half times the single price, not including the vault. The discussion
resulted in the following suggested prices:

The decision was made to maintain the “Opening & Closing” fee as an additional fee to be paid
at the time a burial occurs.
Motion
Ms. Glinski moved to approve the prices. Vice Chair Hohner seconded the motion that carried
unanimously.
9. OTHER
Ms. Glinski announced the fountain looked better; however, the water is still green. Mr.
Balfe explained he has been working diligently to keep the water clear. He is
investigating to see if the reclaimed water is creating a problem in the fountain.
Chemicals have been added to keep the water clear and free of algae. Also, some of
the chemicals used killed the surrounding plants. Staff will continue to research this
issue to try to resolve the problem.
Ms. Glinski inquired if any consideration had been given to installing a wooden gate by
the fence in the area where the sand and the trucks are kept in order to close off that
area. At the Board members’ request, Mr. Balfe will gather prices and phone poll the
members to gain approval for the purchase and installation.
Donald Scantlan, 13 Cedar Circle, announced he was a curious citizen and is Chair of the
Financial Advisory Committee. This was an opportunity to visit the advisory Boards to
identify issues within the community. Additionally, he disseminated information relative
to his campaign for District IV Commissioner. He explained that he attended each
advisory Board meeting as a candidate in order to gain an understanding of each of the
issues affecting the City.
10. FUTURE AGENDA ITEMS
A. City Attorney to review Code section on the Cemetery for the purpose of
updating archaic language, and add definitions.
In response to Chair Hatch, Secretary Prainito explained that there was nothing to report
regarding the Future Agenda Items.

Motion
There being no further business to come before the Board, Ms. Glinski moved to
adjourn. Vice Chair Hohner seconded the motion that carried unanimously. The
meeting properly adjourned at 6:33 p.m.
