Dear Historic Preservation Ad Hoc Committee Members,
Your support for the protection of the historic TradeWinds Estate West from incursion of traffic due to
the 24-hour Walmart being constructed on Gulfstream Boulevard (and bordering Federal Highway and
North Old Dixie Highway) would be greatly appreciated. Enclosed is a Sun-Sentinel article dated
Sunday, February 14,2010, concerning Walmart's proposal of our segment of North Old Dixie
Highway as a delivery route. Fortunately, Walmart representatives have agreed to reconsider this
decision. However, traffic problems will prevail due to drivers of smaller trucks and customer vehicles
using this road as a shortcut. The reasons that protection is required are the following:
*the absence of a median strip to designate the lanes;
*pull-in parking in front of virtually all the residences, thus requiring subsequent backing up onto the
roadway;
*the absence of sidewalks;
*a route used by residents in nearby condominiums and houses to the bus on Federal Highway and its
use for a leisurely stroll;
*the absence of street lights;
*a fairly recent fatality at a dangerous curve in the road and a near fatality close to the curve;
*the challenge to policing due to the involvement of two different jurisdictions (Palm Beach County,
Unincorporated, and Boynton Beach);
*the use by waste management trucks four days a week (Mondays and Thursdays for Palm Beach
County-and Tuesdays and Fridays for Boynton Beach);
*continual traffic noise and disruption due to Walmart's 24 hours of operation; and
*possible damage to the roadway due to heavy and incessant use.
In short, the historic character of the neighborhood would be ruined by the incursion of heavy traffic.
Furthermore, the community members would be placed at risk due to traffic and crime. Not only
would property values plummet, but also the residents' quality of life would suffer.
Suggestions that Trade Winds Estate residents would make to the appropriate authorities include the
following:
*"Local Traffic Only" signs;
*speed bumps;
*circles; and
*dead end just beyond Miller Road.
We would welcome a letter of support from you that, we are certain, would carry some weight with the
the transportation agencies. Thank you for your consideration of this matter.

The 13oynton Beach City Commission recognizes the importance of preserving historic resources and on
October 13, 2009 established an ad hoc Committee for Historic Preservation to formulate a recommendation for
I creating a historic preservation ordinance to assist in this effort. The ad hoc Committee has adopted the Mission
StatJment, "Boynton Beach will foster an atmosphere that preserves and promotes reverence for the
I architectural and cultural history of our community". .

{ Historic resources allow the education of present and future generations of their place in time in the
I human experience and society. The purpose of historic preservation is not to halt growth or change,
because it is generally recognized that both are needed to keep a community strong and viable. The
purpose of historic preservation is to integrate the past with the present and future.

Maintaining a sense of time and place, that is important to citizens of all ages. Promoting the unique
history of the City-of Boynton Beach through the remaining built environment, could help establish a
basis of tradition for the future of the City.

Establishment of landmarks create a focus for civic pride
and an anchor to stabilize aging neighborhoods. Old
housing styles and traditions are restored, providing a sense
of community and feeling of importance.
Improving livability and capitalizing on community
traditions. Maintaining historic structures and developing
plans for restoration and adaptive reuse help make a
neighborhood more livable, while continuing to build on
traditions. of a community.

Increasing property values and tax base. Contrary to some thought, preservation is not anti-development.
Tax law does allow some benefit for rehabilitation of eligible structures.
Increasing tourisI!1 and business vitality. Historic sites hold special appeal for out of town visitors.
Historic Assets: Many people view historic
preservation as a method to preserve the character and
livability of neighborhoods and strengthen civic pride.
Historic resources are the non-renewable, visible
remains of the past. Once they are lost they can never
be replaced. It has been said, "The greenest building,
is an existing building".
The City had a survey of historical resources
conducted in 1996. The survey revealed four major
architectural styles of historic homes: Frame
Vernacular, Mission Style, Mediterranean Revival
and Masonry Vernacular. Wood Frame Vernacular
houses are typically built on stone or masonry piers
and generally have a raised front porch. These tend to
be the oldest structures and comprise approximately
46% of the historic structures documented in the survey. Mission Style, inspired by Spanish architecture, was
the second most prevalent structure type, at 28%, and is generally characterized by flat roofs, wood or block
walls covered with smooth or rough stucco, and arched openings. Mediterranean Revival was the third most
common style at 10%, and has influences from Spanish, Italian, North African and Moorish design. It is
commonly adorned with applied ornamentation, carved decorations, twisted columns, decorative tiles and terra
cotta tile roofs of either hip or gable design. Lastly, Masonry Vernacular comprised 3% of the surveyed
structures, and were typically constructed of concrete block, hollow clay tile or oolitic limestone, with
composition shingle hip or gable roofs.
How to get involved: You may live in one of these structures, or
next door to one of those listed in the historic survey. Would you like to
know more about the structures, how to preserve a part of history, or
what you can do to get involved? The Historic Preservation ad hoc
Committee meets monthly to discuss the necessary steps to a
preservation ordinance, including the benefits and necessary regulations.
These meetings are open to the public and advertised on the City's
web site, BBTV, City News Blog, Twitter and postings at City Hall.
