INTERNATIONAL KINETIC SYMPOSIUM PLANNING DRAFT 6.10.2010
Objective: To host an International Kinetic Art Symposium in the City of Boynton Beach that appeals to
Kinetic artists, philanthropists, enthusiasts, education organizations, students, educators and the general
public. Recommendation is to start with a small but professional and upscale symposium and expand it
as interest and attendance grows.
Target date: 3rd weekend in January 2012/13
Symposium topics and components:
1. Kinetic Art exhibit on display for a period of at least 4 - 6 months. The exhibit to begin the month of
November prior to and end the April following the Symposium. Consider utilizing the Avenue of the Arts
year long exhibit for the year of the symposium plus additional exhibit on event site.
2. Educate and present to public the topic, "What is Kinetic Art?"
3. Educate and present to public the topic, "History and Evolution of Kinetic Art."
4. Include Art and Science practices and technology - The technical advancements of Kinetic Art
(information about new materials, designs, electronics and interactive mediums)
5. Educational component to educators who are interested in teaching Kinetic Art in Schools and
Universities. Connect the disciplines involved in the fabrication of Kinetic Art artwork (Mechanical and
structural engineering, electronics, welding, inventing, physics, etc.) Educational component can be in
the form of Kinetic professional presentations, panel discussions and lectures.
6. Kinetic project for event. Partner with a university, college and/or high school for students to create a
kinetic art project that integrates the educational disciplines of science, math, physics, computer science
and art into its curriculum. This project will be demonstrated and on display at the Kinetic Art Symposium.
It is designed to create awareness for the educational institution and champion it into the public realm.
A kinetic project of this nature will showcase the students knowledge and talents, advance its realization
and contribute to the community in an invigorating and engaging way. This project will also be the funding
attractor. Possible funding resources can come from the educational institution, its supporters ands
corporations, organizations and associations.

The open field along Federal Highway can accommodate the artwork for the exhibit display.

The KAO has 1,000 members in 60 countries and to date has not supported any official symposium
or International Event. The Organization is interested in collaborating to establish a venue where they
can display their art, exchange information and learn about future technologies and practices. The
Organization also receives many requests from schools and universities to educate students about
kinetic sculptures.

Mission - nurturing the intersection of art, science, technology, and the humanities
Founded in 1988, Art & Science Collaborations, Inc. (ASCI) was one of the first art-sci-tech member
organizations in the USA. Established primarily as a network for artists who either use or are inspired
by science and technology, ASCI has become a magnet for some of the best examples of this type of
contemporary art and for scientists and technologists wishing to collaborate. ASCI was instrumental
in reinvigorating the art-sci-tech movement in the United States during the mid-1990's and helped
coalesce the art-science movement [1998-2002]. It produced seminal public panels and symposia
on timely topics: from the world's first "CyberFair for Artists"(1995) to "Bell Labs & the Origins of
Multimedia Art" (1998), "Collectibility of the Digital Print" (1998), and explored potential support
systems for early netart at "CyberArt'99." ASCI also produced exhibitions of kinetic art, interactive
light art, solar art, digital prints, and a Womentek exhibition. Since 1998, it has produced four ArtSci
international symposia on collaboration and the ArtSci INDEX, an online matching tool for potential
collaborators. The monthly ASCI eBulletin [sent to ASCI members] is the most
comprehensive resource tool in this highly interdisciplinary, international field. ASCI welcomes
partnerships and dialogue with the scientific community.
3. ISC International Sculpture Center www.sculpture.org.
The International Sculpture Center (ISC) is a member-supported, nonprofit organization founded
in 1960 to advance the creation and understanding of sculpture and its unique, vital contribution to
society. Members include sculptors, collectors, patrons, architects, developers, journalists, curators,
historians, critics, educators, foundries, galleries, and museums-anyone with an interest in and
commitment to the field of sculpture. Publishers of Sculpture Magazine.
Debby Coles-Dobay has contacted the publisher, Glen Harper about an interest in the Kinetic
Symposium event. He wanted to have a summary submitted to present to the steering committee
and advisory board for future planning. At minimum Glen thought the publication could promote our
efforts for the event. It would serve us better if the organization would sponsor or cosponsor the
event. Once plans are further along we can submit our sponsorship request.
Ralfonso is on the Strategic Planning Committee for this organization and when ready can assist
with event buy-in and support.

1. Atlanta Botanical Gardens, GA hosted a kinetic exhibit, "Sculpture in Motion: Art Choreographed by
Nature," in the gardens, May 3 through Oct. 31,2008. Atlanta Botanical Garden to host' Sculpture in
Motion' I Art Knowledge News It was funded by Coca Cola and Turner Broadcasting. Artists involved in
the exhibit had their artwork shipping, installation and insurance covered by event. Their artwork was for
sale with a breakdown of 50/25/25 scale for commissions. (how many were sold?) Cathleen Cook will be

2. "GLOW" is an event in Santa Monica, CA. giow 08 Santa Monica It is a local, authentic, cutting-edge
cultural event that too place from dusk to dawn July 24 and 25 in 2008, It attracted over 200,000 people
with at any given time, up to 75,000 people on the Santa Monica Pier and the surrounding beach and
park, all entranced by the exciting range of artworks and performances it is planned again for 2010.

3. Sculpture by the Sea Sculpture by the Sea is a major, free to the public, arts event in Sydney, AU. This
began as a grass roots event and now is internationally recognized. Sculpture by the Sea - History.
Recommendation is to obtain the grass roots video about how they started as a guide for our program
planning.
4. Ralfonso's educational institution case studies he participated with universities in the Netherlands.

5. Arts Edge www.artsedge.kennedy-center.org ARTSEDGE - the National Arts and Education Network -
supports the placement of the arts at the center of the curriculum and advocates creative use of technol-
ogy to enhance the K-12 educational experience. ARTSEDGE empowers educators to teach in, through,
and about the arts by providing the tools to develop interdisciplinary curricula that fully integrate the arts
with other academic subjects. ARTSEDGE offers free, standards-based teaching materials for use in and

KINETIC ART SYMPOSIUM COMPONENTS
There are 3 key components for the Kinetic Art Symposium. They are:
1. Outdoor Kinetic Art exhibit
A four to six month long outdoor exhibit
2. Kinetic Art Commission and Academic Programming
Commission a Kinetic artist to collaborate with an education partner such as FAU or Palm
Beach State College to create and fabricate a Kinetic Art project. As part of the educational
curriculum this project would take place during a semester under the direction of a lead kinetic
artist or artist team. Kinetic Art project would include interdepartmental disciplines to create
and fabricate a Kinetic artwork that will be a featured display at the Kinetic Symposium.
3. Kinetic Art Symposium
A weekend event that attracts artists, philanthropists, enthusiasts, education organizations,
students, educators and the general public. Components of the Kinetic Symposium are:
. Indoor Kinetic Art Exhibit
. Tours (or tour map) of the outdoor kinetic exhibit
. Special reception to meet the Kinetic artists, vendors and speakers
. Kinetic art presentations and educational sessions
. Showcase Kinetic Art technology and advancements

Kinetic Art Commission and Academic Programming
To set a budget for the Kinetic Art project we should recommend criteria for the project
goals. Here are some examples of the criteria:
· Showcase a Kinetic action ie; motion from natural sources such as water, wind,
gravity, light, temp, sound, etc. or the combination of these.
· Showcase mechanical motion driven from power, light, sound, temp, or the
combination of these.
· Showcase a green technology or environmental concern such as L.E.D, Solar,
photovoltaics, wind power, geo thermic, etc. or the combination of these.
· Include several educational disciplines such as, computer science, environmental
studies, mathematics, physics, art, engineering, architecture.
· Fabricated to be displayed in Florida's outdoor environment or for indoor display.
· Temporary or permanent
Once we have the criteria established it will help to explain a program curriculum, have
examples to show to get Academia buy-in on the project.

KINETIC ART SYMPOSIUM COMPONENTS
There are 3 key components for the Kinetic Art Symposium. They are:
1. Outdoor Kinetic Art exhibit
A four to six month long outdoor exhibit
2. Kinetic Art Commission and Academic Programming
Commission a Kinetic artist to collaborate with an education partner such as FAU or Palm
Beach State College to create and fabricate a Kinetic Art project. As part of the educational
curriculum this project would take place during a semester under the direction of a lead kinetic
artist or artist team. Kinetic Art project would include interdepartmental disciplines to create
and fabricate a Kinetic artwork that will be a featured display at the Kinetic Symposium.
3. Kinetic Art Symposium
A weekend event that attracts artists, philanthropists, enthusiasts, education organizations,
students, educators and the general public. Components of the Kinetic Symposium are:

. Tours (or tour map) of the outdoor kinetic exhibit
. Special reception to meet the Kinetic artists, vendors and speakers

REVISED PROPOSAL: Walmart-Gulfstream Gateway Public Art Project
Project construction value was at $15 million which afforded a public art
budget of $105,000.00. This was the budget for the proposal that was
previously presented to the Arts Commission on Sept. 28, 2010.
The construction bid for the project came in substantially less and reduced the
public art budget to $49,000.00.
Discussions between Lucas Anthony, Frank Varga and public art administrator
Debby Coles-Dobay ensued on how to keep an iconic sculpture as a City
entryway feature. The purpose to keep the public art feature as an iconic and
highly visible entryway feature for the City was to assist in the embracement of
the project to the community.
Lucas Anthony approached WalMart and asked if additional funds could be
contributed to the public art feature to accomplish this goal.
WalMart generously agreed to contribute an additional $20,000.00 to the public
art and have the base built as part of the construction budget.
PUBLIC ART PROJECT CHANGES:
SCULPTURE:
The sculpture would stay the same in concept, dimensions, materials and color.
There will be two polished stainless steel marlins breaking water with a cast
bronze circular sphere below their tails, as per the original design accepted.
When marlins feed, they are often found "balling the bait." (A term used by
fishermen> This is when the school of fish swim in a circular manner as the
marlin works the outer perimeter and feeds at random. The stainless steel
marlins would be 10' high by 5' wide. The cast bronze sphere of school of fish
would be 3' diameter. One marlin would be gold and the other a blue-green.
Due to the reduction in budget the sculpture will no longer be kinetic.
BASE:
The base construction will be by other (Walmart). The base size will remain the
same as in the original proposal. The first level, bottom base, would be 13'
diameter by 15" high. The second tier would be 9' - %" diameter by 15" high.
The third tier would be 8' diameter by 15" high. Due to the reduction in the
budget the mosaic tiles will be eliminated as well as the Athena stone. The
construction is concrete with architectural finish on all three tiers.
LIGHTING:
Lighting is to be provided by contractor (Walmart) as in the original proposal.
The lighting will remain the same as in the original proposal. Eight halogen
lights to be inserted in the base.
SCULPTURE PLACEMENT:
Sculpture to be mounted into an 8" diameter by 3' opening on top tier of base.
A 4" diameter by 3' stainless steel tube protruding from bottom of sculpture will
be cemented in base. Also at the bottom of the sculpture will be a second
bronze mounting plate with six 6" bolts placed into concrete.
lETTERING:
To be part of sculpture budget and as proposed in the original proposal. The
inscription of "Boynton Beach" in 12" and 9" letters made of cast aluminum
with a gold finish will be placed on the third tier.
CONSTRUCTION TIMELlNE:
June - August 2011.
SHIPPING AND INSTAllATION:
Provided for in sculpture budget.
MAINTENANCE:
Minimal maintenance. If needed, cleaning of sculpture with wax. Base can be
occasionally cleaned with light steam cleaning.

v. Announcements/Reports
A. BAPS Swaminarayan event
Ms. Coles-Dobay and Chair Ready accepted an invitation to attend the event due to the
Public Art that was installed at the temple and commented the event was a New Year's
Festival. The event was comprised of several different celebrations but focused on
celebrating a plentitude of food. Hundreds of vegetarian dishes were prepared. The
dishes and offerings of food were beautifully crafted and arranged. Huge 3-D art pieces
carved out of styrofoam were created and displayed. Since styrofoam is difficult to
carve, Ms. Coles-Dobay and Chair Ready were very impressed by the pieces and
commented it would be nice to have had some of the art pieces to display since some of
them were 7-feet high. It was noted, last year was the festival theme of water.
B. December 12,2010 Coffee with Marlene "AIPP"
Ms. Coles-Dobay was contacted by Vice Mayor Ross who wanted to highlight the Art in
Public Places program at one of her coffees. Ms. Coles-Dobay would make a five-
minute presentation. The event was from 2:00 p.m. - 4:00 p.m. at Fire Station #3 on
December 12,2010. All were invited to attend.
Ms. Wolf arrived at 6:41 p.m.
C. Art Basel Miami December 2 - 5,2010
The Art Basel event was an international event. Ms. Coles-Dobay read information
about the event that was contained in the meeting materials and commented in addition
to Art Basel, there are smaller art conventions ongoing in adjacent communities. She
invited interested members to Google the information on the handout such as Photo
Miami, Red Dot, SCOPE, Art Asia, Pulse or Art Miami. The website for Art Basel was
Artbaselmiamibeach. com.

The Winwood hosts many other activities and art events and she listed the activities that
would be featured. The fee for the Art Basel event at the Convention Center was $15.
The others were in the range of $10 to $15. Ms Wolf commented she attends every
year. There is public art installed specifically for the event, and attendees could take a
tour. At the beach there are also temporary exhibits in trailers. In the evenings,
different music and themes are featured. There is a lot to see and interested individuals
should plan to spend a day and part of the evening there.
Opening Ceremonies
Ms. Coles-Dobay reported the Jaycee Park public marker installation occurred last
week. A few landscaping items and the flip books still remained to be installed. The
ribbon-cutting ceremony would take place in January. She requested the members visit
the park and provide feedback as to what should be included in the ceremony. The
park was subsidized by a Florida Inland Navigation District (FIND) grant and featured
informational and educational components that tied the community to the water and
mangroves. She advised the St. Andrews School would be visiting the park, and holding
a tour or scavenger hunt type of activity could take place so they could ensure
individuals read the information. Prizes could be given, such as a fishing trip, a
certificate to Two Georges or anywhere else that could tie into the historical fishing
theme. Mr. Davenport noted Hurricane Alley cooks the fish caught by its patrons.
The opening ceremony for Boat Club Park was scheduled for the end of January.
The Opus Turtle was installed at Oceanfront Park and the plaque would be installed in
early December. The target date for the Opening Ceremony was February 5th. Ms.
Coles-Dobay requested the members forward any thoughts they had for the event to
her. The event was also being coordinated with the Recreation and Parks Department.
Ms. Coles-Dobay announced the next meeting will be held on the 4th Tuesday in
January.
Ms. Tengbergen commented she went by Dicks Sporting Goods and noted the size of
the stools were small and the proportions were off. The work was miniscule compared
to the building. Ms. Coles-Dobay agreed the Commission should consider scale.
It was also noted the Flower Power Public Art Sphere was stolen and the artist was on
her way to installing a temporary replacement when the call came in that the piece was
recovered. It was noted the piece was slightly damaged.

Ms. Coles-Dobay provided an update since the last meeting. Ms. Wolf advised her
school has an engineering academy and one of their projects was to create a kinetic
sculpture out of used water bottles. The student Ms. Wolf spoke with indicated she
would be interested in working on the project and she has connections to a lot of FAU
faculty. Ms. Coles-Dobay contacted the student, Susan Brown, who also confirmed her
interest in the project to her. It would be good to tie in Florida Atlantic University as an
educational partner since creating a kinetic art piece involves many aspects of art, i.e.
computer science, environmental, physics, engineering, etc. It was hoped they would
work collaboratively with a lead artist who was an experienced kinetic artist to build a
kinetic piece that the Arts Commission would display at the symposium. It was
necessary to partner with an institution, which would hopefully open up funding
opportunities and a curriculum. The project would be part of a semester. There are
also other institutions that could be contacted. Chair Ready had contacted a math
teacher at Palm Beach Atlantic University.
Mr. Davenport felt the Arts Commission needed to establish a means of how to run the
symposium. He suggested they determine the stages of the event and expand it as
interest and attendance grew. He thought they should immediately consider if it would
be a national, regional or local event. He also suggested incorporating a part-time
consultant into the group who has experience in these types of events. He referenced
Kathleen Cook, of the Atlanta Botanical Gardens, may be a person to touch base with
because she assembled the Atlanta exhibit. The input of a professional event planner,
at least on a part time basis, was needed.
Mr. Davenport expressed appointing a three-person planning committee to develop the
plan and make reports should occur. They would function separate from the Board and
the focus would be to develop the scope of the exhibit, target sponsors nationally and/or
locally and develop a full budget. They would need promotions in all media formats.
He inquired if there would be size limitations of the art structures. They would need a
schedule of lectures, and an evaluation of all sources of possible income and/or an
events catalogue. They would need information about refreshment booths and security.
He pointed out all of these items needed to be addressed and he thought a committee
would be beneficial.
Discussion followed there were issues with the Sunshine Law and it was explained
when a subcommittee has more than one member present, someone has to take
minutes. Having one committee member work with a subcommittee comprised of non
members that would report back to the Board could occur. Ms. Coles-Dobay recalled
when the AIPP Ordinance was drafted, one member of the Arts Commission
researched one item and came back to the Board to make a report and then the Board
made the decision. The other option was to have one Arts Commission member work
with a small non-member committee, or have the entire Arts Commission have a
schedule to address the items.

A part-time consultant would be very helpful but there are no funds to pay for it.
Although there were volunteers such as Nina Kauder who was interested in helping, it
was a large undertaking. It was noted Ms. Kauder handled events planning and
sponsorship programs. An acquaintance of hers, Paul Godeaux, also has several
contacts with kinetic organizations in New York and with the David Bermant Foundation,
Color Light and Motion, New York City, which was a kinetic organization that distributes
grants. Since 2003, they awarded seven grants totaling $81,000 so there was an
opportunity there. Ms. Coles-Dobay spoke with Mr. Godeaux who indicated he would be
interested in contacting the foundation so they may be able to bring on a consultant.
Mr. Davenport agreed it was important to get a professional event planner on board
first. The Board would have to decide how it would operate and it was noted there had
been discussion of holding a workshop.
If each member offered to recruit volunteers for a committee they were interested in
heading, they could discuss it at the workshop. It would be important to have the event
planner there to put everything together. The educational component will take several
months. The symposium would be the culmination. The students would build a kinetic
piece at their school and then locate it at the symposium. It was suggested an audio
recording be created and available at the site or on a website that would track and
document the progress of the piece as it was created.
Mr. Davenport commented the artwork could be displayed at Intracoastal Park and the
audio recording be located inside the main building. An event planner might help them
to utilize more sources to generate income and revenues. There were many details
needing to be attended to.
Ms. Coles-Dobay agreed to create an overview outline. The educational aspects were
expanding.
Ms. Wolf inquired if part of the event included some type of display area for people who
sell or produce items that could potentially be used by a kinetic artist, similar to what
occurs at a trade show. The event could offer an exchange opportunity where artists
could be exposed to the latest technologies available for kinetic artists to use. Artists or
vendors could pay for a space or contribute as a sponsor in the same manner used by
Florida Association of Public Art Administrators (FAPAA). Ms. Coles-Dobay agreed to
obtain the FAPAA outline and modify it for Boynton Beach's activities.
Discussion returned to the Atlanta event. Kathleen Cook had sponsors on a national
level. It was thought the newspaper and other media could be involved. The Arts
Commission could sell advertising and incorporate it into a catalogue as well as have
sponsors.
Chair Ready expressed it was to important to remember humble beginnings and there
had been prior discussion about starting the event small and then "growing" it. Boat

Club Park was a smaller park. An event schedule was needed to attract attention to the
activities. The exhibit would be a six-month exhibit and the symposium was a three-day
event with panel discussions. If classes were ongoing, the Palm Beach County School
District could film it. The Board had to determine the exhibits and its development.
Reknown artist, Ralfonso will be attending.
An outline will be distributed at the next meeting and there was discussion about the
planning session. It was suggested Ms. Kauder be present because if she knows what
is needed, she would know what works the best. A professional was the key to many of
the aspects the Board was dwelling on.
Ms. Wolf envisioned four or five Arts Commission members moving in their own
direction with their volunteers and doing things that may not coincide with other groups.
Ms. Tengbergen explained the events person would keep the groups cohesive and the
groups would develop a proposal, run it by her and then go from there.
Ms. Coles-Dobay requested the members send her their comments and at the
workshop they would define areas that need to be addressed. The Board would
establish the tasks and develop the timeline. They would also search for an event
planner.

VII. Public Art projects
A. Sunshine Square Shopping Plaza
1. RFP artist approval
Chair Ready advised she sat on the selection panel and artist Mark Fuller was selected.
Ms. Coles-Dobay circulated his resume and explained the Board needs to determine if
he is a qualified public artist.
Motion
Ms. Tengbergen moved to approve Mr. Fuller for the Sunshine Square shopping
project. Mr. Davenport seconded the motion that unanimously passed.
B. Leo Urban
2. Approval as Public Artist and Eco Artist
Ms.. Coles-Doba~ review~d Mr. Urban's experience. She noted he brought some
projects forward In the City and has himself been listed as an artist and an artist in

public places; however, the Board never qualified him as a public artist. There were
discussions whether an architect could be considered as a public artist. He has
established projects in the City and demonstrated he could work within the public realm.
The Arts Commission had accepted his art in the past, and thought a landscape
architect may be permissible.
Motion
Ms. Moeller moved to accept Leo Urban as a public artist. Ms. Tengbergen seconded
the motion that unanimously passed.
Mr. Urban had a project he would like to present which Ms. Coles-Dobay reviewed. The
project had to do with an eco art rain garden.
Mr. Davenport left the meeting at 7:52 p.m.
After a brief discussion, the members agreed they would not decide on the item until Mr.
Urban made a presentation. In the meanwhile, Ms. Coles-Dobay would advise Mr.
Urban about acceptable projects.
Mr. Davenport returned at 7:57 p.m.
VIII. Exhibits
1 . Exhibit Change
Ms. Coles-Dobay wanted the members to be aware that on December 6th they will
remove the Outsider Art and would be installing the Watercolor Exhibit at the Library.
There would be a reception on March 14 for the exhibit.
XII. New Business
A. Holiday Card
Mr. Davenport explained he was asked to review some of the Avenue of the Arts pieces
for a possible card image. In keeping with that, he recommended the Renewal piece for
commitment, renewal and tying it to family. He distributed images of the card he
designed with some variations which was entitled "A Time for Renewal." Ms. Coles-
Dobay explained she traditionally emails the cards to the members to send out.
After the members reviewed the variations, the members selected the version of the
card without the lights and the white lettering.
