Structure PURPOSE AND SCOPE To establish a system of written policy guidelines and procedural directives to be used in the normal conduct of business of the City government. The Administrative
Policy Manual shall be applicable to all City departments. OBJECTIVES The Administrative Policy Manual provides a common system of written directives for all City departments. Its objectives
are: • To improve the effectiveness of communication among City employees, strengthen administrative operations and provide a consistent approach to City problems. • To provide intradepartmental
and interdepartmental guidelines. • To establish uniform standards for the distribution of policy guidelines. • To be used as a training and informational document for new personnel.
DESCRIPTION OF PUBLICATION Administrative Policy Manual (APM). This publication contains policies, instructions and information of a continuing nature. It is published at the direction
of the City Manager. Changes to this Manual must be approved by the City Manager after coordination with all concerned departments. This manual may also be amended from time to time
