01.02.04 - Emergency Notification CITY OF BOYNTON BEACH, FLORIDA ADMINISTRATIVE POLICY MANUAL CHAPTER: 01 Administration Policy No. 01.02.04 SECTION: 02 Administrative Directive Page: 1 of 3 SUBJECT: 04 Emergency Notification of City Manager's Office PURPOSE: The purpose of this policy is to establish guidelines for the notification of the City Manager and his/her designee in the case of emergency incidents or unexpected events that may occur in Boynton Beach. SCOPE: This policy shall apply to any City Department that may respond to and/or become involved with an emergency incident or unexpected event. DEFINITIONS: 1. Emergency incident is defined as an incident that has occurred or about to occur which involves the threat of or destruction of life, health, safety, welfare, and/or property. a. Incidents involving City employees or property which result in serious injury or death b. Police hostage situations c. Police/Community confrontations, violent or non-violent d. Fire incidents involving City property or equipment e. Fire incidents involving multiple or major private dwellings or industrial property f. Incidents involving environmental situations on City property or private/industrial property. (e.g. hazardous waste and chemical spills) g. Incidents that result in "boil water warnings" and/or interruption of water and/or sewer service for 12 or more hours 1 h. Incidents involving evacuation of City owned buildings, private residents, or businesses i. Incidents resulting from inclement weather j. Any emergency incident that is not outlined above that the news media responds to and reporting/broadcast is probable 2. Unexpected event is defined as an event or situation that has occurred or about to occur that City government had no prior knowledge of. a. Demonstrations, rallies, and parties b. V.I.P or dignitary visit c. National, state, or local officials visit d. Press conference or television interview involving City employees, on City property, concerning City government NOTIFICATION PROCEDURE: 1. The following list details in what order to notify the City Manager's staff in the event the City Manager cannot be contacted or is absent from the City. a. City Manager (Cell Phone) b. Assistant City Manager (Cell Phone) c. Assistant to the City Manager (Cell Phone) 2. The department head or designated supervisor should make the notification to the City Manager or appropriate staff person according to the notification list. RESPONSE: 1. The City Manager may respond to the scene of the emergency incident or unexpected event upon notification. 2. The City Manager may assign staff person(s) to respond on his/her behalf. 3. In the event the City Manager is absent from the City his/her designee may respond upon notification or may assign another staff person(s) to respond. 2 3 WHEN NOTIFICATION IS TO BE MADE: 1. Notification of an emergency incident or unexpected event is to be made by the involved department to the City Manager immediately upon said department's knowledge of the incident or event. 2.
