11.01.01-General Policy CITY OF BOYNTON BEACH, FLORIDA ADMINISTRATIVE POLICY MANUAL CHAPTER: 11 City Consumable Goods Policy No. 11.01.01 SECTION: 01 Warehouse Operations Page: 1 of 2 SUBJECT: 01 General Policy PURPOSE The purpose of this policy is to generally describe the mission and functions of the Warehouse Division under the Department of Financial Services. It is also to formalize the rationale for decisions involving the use of warehouse storage space, and for establishing departmental supply contacts. SCOPE This policy shall apply to all city departments receiving or desiring to receive services from the Warehouse Division. MISSION AND FUNCTIONS 1. The Warehouse Division is operated as a separately budgeted internal service fund under the Department of Financial Services. Its mission is to provide enhanced efficiency and cost reduction through consolidated volume purchasing, automated inventory control, and greater accountability. 2. The secondary mission of the Warehouse is to provide enhanced services for all departments through purchasing support, centralized shipping, receiving, inventory, surplus, record storage, and the added convenience of courier services. 3. The warehouse utilizes a centralized inventory control software H.T.E. that will link all City departments into the system. Revenue to cover the cost of operating the warehouse is funded by charging departments a warehouse service charge according to their usage at the time of the budget process. INVENTORY JUSTIFICATION 1. The rationale for decisions as to which commodities should be stored at the warehouse, and in what quantities, shall be based primarily on demonstrated cost savings. 1 2 2. Secondary considerations shall include requirements for emergency supplies and convenience. 3. Departments desiring the warehouse to stock specific commodities must provide to the Warehouse Division evidence of potential cost savings and/or sufficient documented need, subject to the Warehouse Manager’s approval. DEPARTMENTAL SUPPLY CONTACTS 1. Each major City department shall designate in writing to the Warehouse Manager at least two individuals to serve as that department’s primary and alternate supply contact persons. 2. Supply contacts shall be considered the primary liaison between departments and the Warehouse Division. They shall be responsible for coordinating all departmental requests for warehouse services, and for ensuring that Warehouse Stock Orders are completed.
