Program REVISED PURPOSE: To establish a Safe Driver Program which emphasizes training and awareness for all operators of city-owned and operated motor vehicles; and, which allows the
general public to provide information on the operation of city owned vehicles. The goal of the Program is to improve driving performance and the understanding of unsafe driving performance
and its potential impact on the city, other motorists and the drivers and their families. PROCEDURE: 1. All operators of city-owned vehicles and personally-owned-vehicles (POV’s) used
for city business will attend the city-sponsored Defensive Driver Training course at least once every two years. 2. All Departments shall establish and maintain systems to identify vehicle
operators at time of use. 3. A citizen wishing to file a compliment or complaint regarding the operation of a city Vehicle should be directed to the City Manager’s Office. a. Details,
including the location and time, road and traffic conditions, and other information are recorded along with the caller's identity. This information is provided to the Risk Management
Department. b. Reports will be transmitted to the responsible department by the Risk Management Department. c. All Reports are transmitted, even those where motorists refuse to identify
themselves or give contact numbers or addresses. These reports are termed "anonymous". Anonymous reports of a complimentary nature will be handled in the same manner as regular reports.
Individual anonymous complaint reports will not be counted against an employee. However, a series of anonymous complaint reports may indicate a trend that shall be considered by the
supervisor.
2 d. Discussions about the report are then held between the driver and supervisor, and recognition or coaching actions are taken. In the case of a confirmed complaint report, immediate
corrective actions will be taken to reinforce the City's commitment, along with the Department's commitment, to safe vehicle operation. Non-disciplinary counseling will be documented
on the Safety Counseling Form. e. The information and documentation is then provided to the Risk Management Department. 4. Safety Award Program a. Drivers with Complimentary Reports
and/or drivers with no Complaint Reports will be recognized through the City's Safety Award Program as approved by the Safety Committee. 5. Monitoring of Operations a. Department Directors
shall utilize the Progressive Disciplinary Program established by the City in dealing with drivers with Complaint Reports. b. Employees are responsible for notifying their supervisor
of any motor vehicle moving violations charged against them either on-the-job or off-thejob. c. Department Heads are responsible for monitoring the driving habits and driving record
of employees. d. Department Heads are responsible for the safe operational use of City vehicles and shall develop internal operating procedures to insure the safe operational use of
City vehicles. e. Supervisors shall maintain a list of drivers and their driving record. Drivers shall receive documented counseling in instances where the driver has been charged with
a moving violation. f. Employees convicted of a Drug/Alcohol Use violation, either on-the-job or off-the-job, shall have their driving privileges of City vehicles suspended until the
City receives written clearance from an approved Employee Assistance Program. g. Employees convicted of a Hit and Run Accident shall receive a mandatory minimum thirty-day suspension
of driving privileges of City vehicles.
3 h. Employees who have had their operator’s license suspended, revoked, or expired, shall have their City vehicle driving privilege suspended until their operator’s license privileges
are restored. i. The City reserves the right to suspend the driving privileges of City vehicles by an employee, where it is deemed in the public interest for safety. Such determination
shall be made upon recommendation by Department Head or Risk Management to the City Manager. j. Employees involved in motor vehicle accidents shall have their driving privileges suspended,
in the following circumstances, until the next Regular Meeting or Special Meeting of the Incident Review Board, where a determination of preventability is established; and, following
final disposition by the Department,: 1. Death of any party; or 2. Serious injury requiring immediate transport of any party to a hospital trauma center; or 3. Where Employee driver
is listed on Police Report, Contributing Causes as between #02 and #24, or #77 with explanation showing Employee driver was a Contributing Cause (see ATTACHMENT); or 4. When no police
were called to the scene of a multiple vehicle accident; or 5. When Employee driver is involved in multiple, more than one, single party motor vehicle accidents in a ninety (90) day
period; or 6. The City Manager reserves the right to suspend the driving privileges of an employee when it is deemed in the public interest for safety. NOTE: It is the responsibility
of the Department Head to arrange for work assignments for the Employee driver while awaiting determination by the Incident Review Board, and final disposition by the Department. ATTACHMENT
