I. Call to Order
Chair Bobich called the meeting to order at 9:01 a.m.
II. Roll Call
The Recording Secretary called the roll. A quorum was present.
III. Acceptance of Minutes of December 13, 2010 regular meeting
Motion
Mr. Dauta moved to approve the minutes as presented. Ms. Scott seconded the motion
that unanimously passed.

v. Old Business
A. Fire Drills
Chair Bobich announced he updated the listing of fire drills on the shared drive.
B. Proud to be a Safe Worker Awards
None.
C. Departmental Inspections & Safety Meetings
Chair Bobich reported he was receiving more reports electronically.
D. Incident Review Board Referrals
None.
E. Electrical Flame Resistant Uniforms & PPE Update - TABLED 10/12/2010
Chair Bobich hoped the update would be completed soon.
F. Drug Free Policy Statement (HR - Maibet Rosado) - TABLED 10/12/2010
Ms. Mack distributed a handout on the issue.
G. Claims Cost Analysis - TABLED 10/12/2010
Pam Brown, Claims Administrator, was present and reviewed the Workers
Compensation claims costs as contained on the handout. Only one claim remained
outstanding from 2008, which would soon be closed. In 2009, the claims were higher.
There was one serious injury. She reviewed the litigation percentages. The City was
doing well and was providing the employees with the services they need.
The City has a third party administrator to pay the bills and handle the paperwork for the
State. Slips and falls were the most common occurrence and the ones that were most
preventable. Water and coffee is often spilled on the floor and individuals slip. She
emphasized employees need to be more careful. The claims totaled $226,535.00
Employees should use lids on coffee cups. On rainy days, look for water on the floor or
use a carpet runner. Replace plastic mats under desk chairs because they often crack,
break and individuals slip on them. Generally, employees should be aware of the

environment. If workers could cut the incident rate by 10%, it would be very helpful.
Other slips and falls occur by putting boxes in the middle of the room and employees
walk into them or have drawers open and people walk into them. Twisted ankles can
easily occur due to foreign objects on the floor. If an employee drops something on the
floor or sees something on the floor they should pick it up. A simple thing can cause
injuries. One employee slipped on a piece of paper and sustained a serious injury.
Risk Management and the third party administrator conducted a comparison with other
cities and learned the City of Boynton Beach claims were significantly lower than the
others. Boca Raton has triple the claims, Delray Beach had double. She commented
Boynton Beach claims were lower because the City is diligent and proactive. The
second biggest issue was motor vehicle accidents and cost containment. Employees
were urged to address hazards when seen.
The City Manager's office required the committee review the information with the
members. At the next meeting, the members were requested to submit ideas of what
could help reduce slips and falls.
VI. New Business
A. Departmental Safety Issues
Operating City vehicles on grass in City parks was reviewed last month. There were no
other issues discussed.
B. Safety Committee and IRB membership
None.
C. Other
Ms. Brown agreed to provide statistical reports for incidents that were reoccurring if
requested by a member. There was also discussion departments would be paying a
commensurate share of their risk. The figures presented were just Workers'
Compensation. With the budget session pending, cost containment was important.
VII. Announcements
Automatic Electric Defibrillator (AED) inspections were due. An updated 2011
inspection form would be forwarded. Members were reminded the devices should be
inspected monthly.

The next meeting would be held on Tuesday, February 8, 2011, 9:00 a.m.

Motion
There being no further business to discuss, Ms. Mack moved to adjourn. Mr. Balfe
seconded the motion that unanimously passed. The meeting adjourned at 9:33 a.m.
