Adjournment S:\Planning\SHARED\WP\SPECPROJ\HISTORIC\Ad hoc committee\Agenda (3-7-11).doc HISTORIC PRESERVATION IN BOYNTON BEACH Boynton Beach recognizes the importance of preserving its historic resources (structures, roads, and archaelogical finds). To date, the City has adopted a comprehensive historic preservation ordinance, has agreed to hire a full-time historic preservation planner, has approved a tax exemption program as an incentive for homeowners to renovate their historic structures, and has commenced a community education campaign financed by federal grant dollars. A public service announcement will be airing on BBTV and will be supplemented by various informative publications and programs. Benefits to the Community of Historic Preservation · The purpose of historic preservation is to encourage the general public to integrate the past with the present and the future. Historic preservation does not halt growth or change, but instead emphasizes the totality of human experience in a given community. · Historic preservation provides an identity for a city. By promoting the unique history of Boynton Beach, the foundation on which it has been built and subsequently expanded is readily apparent. · The establishment of historic landmarks serve as a source for civic pride. Children and adults alike can point to the contribution Boynton Beach has made to the history of Florida. · The preservation of historic structures helps stabilize aging neighborhoods. The beauty of various architectural styles and superior craftsmanship is emphasized and embraced. · Historic preservation fosters community cohesiveness and pride. Neighbors work together to apply for a historic designation status and encourage each other to rehabiltate their homes by focusing on unique architectural features and historical context. · Studies have proven that historic preservation creates exciting and vibrant neighborhoods with increased property values. Yet the ad volarem tax incentive prohibits tax increases on the improvements to historic properties for up to a ten-year period. · Studies have also demonstrated a positive effect on tourism and business growth. Historic sites attract out-of-town visitors who find them very appealing and worthwhile. · In summary, historic preservation provides for the City of Boynton Beach both the fostering and strengthening of civic pride and a strong economic development strategy. Historic resources are the non-renewable, visible remains of the past. Once lost, they can never be replaced. Preservation also contributes to sustainability and the present emphasis on "eco- friendly" and, notably, "the greenest building is an existing building". Frequently Asked Questions Are there tax breaks available to property owners with structures that have received the status of historic designation? Yes, there are. The Ad Volarem tax incentive program provides for exemptions from city and county tax increases on the improvements to historic properties for a period of up to ten (10) years. These exemptions are intended for the physical improvements necessary for the restoration or rehabiltation of historic structures which may include alterations or even additions. Can the Historic Resources Preservation Board dictate the color of my house? No, it can not. Paint is viewed as a temporary application that does not damage original material and, therefore, is not regulated. The Board and Staff would, as part of their duties, provide guidance to any homeowner who requested assistance in choosing a historically appropriate color.
