I. Call to Order
Chair Bobich called the meeting to order at 9:05 a.m.
II. Roll Call
The Secretary called the roll. Attendance is noted above.
III. Acceptance of Minutes of 02/08/2011 Regular Meeting
The meeting minutes were not available for approval.
IV. Safety Committee Education & Training – tbd
Pam Brown reviewed the Motor Vehicle Accident (MVA) Statistics for the last five years. MVA
claims are the most repetitive claims. She distributed a list of the preventable accidents
including the cost. The City will be going to a new program known as a cost allocation
program. The departments will be charged dollars based on the cost of damages in
preventable accidents. Based on 2008, 2009 and 2010, Public Works would be charged more
than 52% of that part of the insurance premium. Every department would be charged a basic
rate with additional charges on top. Based on the reports provided, Police would have been
charged 36%. Litigation costs on a claim would increase the premium. Ms. Brown challenged
the Safety Committee to come up with suggestions to decrease the numbers.

There was a great deal of discussion about the fact most of the accidents were preventable.
Approximately 75% of the accidents that occur are preventable. When a question arose
regarding vision testing, it was reported Police, Fire and those employees with CDL licenses
have vision and hearing tests. The new defensive driving testing is showing positive results.
In order to get the budget in check, the City must increase deductibles. Any extra money will
go into claims accounts. Employees experiencing numerous accidents are now mandated to
attend an eight-hour course at their own expense. Employees who are injured while not
wearing seat belts will have their Workers’ Compensation benefit reduced by 25%.

Chair Bobich has received the fire drill reports. The system is being tested.
B. Proud to be a Safe Worker Awards
No awards have been recommended.
C. Departmental Inspections & Safety Meetings
Chair Bobich is receiving reports. He urged departments needing assistance to contact him.
D. Incident Review Board Referrals
No referrals have been received.
E. Electrical Flame Resistant Uniforms & PPE Update – TABLED

F. Drug Free Policy Statement (HR – Pedro Escobar) – TABLED
10/12/2010
Mr. Escobar said work is ongoing on updating this policy.
