AVENUE OF THE ARTS REPLACEMENT ART 3.16.11
The lrtwork titled oce'an Sky Ladder by artist Gary Duehr has had a few problems since it was installed on
the ~venue of the Artsl exhibit. When we experience heavy winds the sculpture became bowed (see arrow)
and leans according to the direction of the wind. This is due to poor construction of the artwork frame.
In Jdition, the artwor~ color has faded terribly. I contacted the artist who resides in Massachusetts about
I thes~ problems. His s~ggestion was to hire someone to place a clear acrylic coating on the piece to
enhdnce the color and repair the braces along the side of the artwork. He offered for this to be done for the
$500h'.00 removal fee ~e would get for the piece.lf that could not be accomplished then he suggested to have
anot er artwork replace his artwork for the reminder of the exhibit.
I I I reminded the Gary that the artist agreement he signed for
this exhibit states the artwork should be "made of durable
material and will withstand the usual weather and climate
in the area. The artists assumes all responsibility and risk
for any deterioration or weathering caused to the artwork."
The agreement also give the City the right to move the
artwork at any time.

~The goal and criteria fbr this decision is to find a willing and able artist to remove this artwork and install a
'duraole artwork for th~ remainder of the Avenue of the Arts exhibit (April it will be for 6 months) for the
1$500(00 removal fee.IThe other concern is where to store this artwork, Ocean Sky Ladder until the artist
lean ~ake arrangement to have it shipped back to Massachusetts. And not to increase the current property
insurance costs on thJ value of the replacement artwork.

I GarY! had hired Rick Beau Leiu sculpture studios to install his artwork. When consulted, Rick was amenable
to utilize one of his artWorks to replace this artwork for the duration of the exhibit. Rick's artwork is of equal
value as Ocean Sky ~adder but MUCH more durable and would not increase existing property insurance
costd for this years exhibit. Shade of Green artwork fits the exhibits "texture" criteria as it is kinetic and has
multiple colors and pdint textures. Rick is willing to remove this artwork and install his as a replacement for
the six month exhibit duration. He will store the Gary's artwork at his studio and coordinate its return
shiPTent. Rick is willi~g to accomplish this exchange in a two week time frame. Rick will sign an on loan
agreement and remo~e his artwork after the 2010-2011 Avenue of the Arts artwork is finished. in September
20111. Recommendation is to award Rick the $500.00 removal fee that would have gone to Gary if his piece
meet the Avenue of tHe Arts criteria to do the described tasks.

As Mayor of the City of Boynton Beach, Florida, this letter endorses the City to submit a
statement of interest for the NEA Our Town's grant. The components of this grant
submission will contribute to our City's downtown revitalization plans making the City a
more livable and vibrant community.
The Arts Engagement program will unite the City of Boynton Beach Art in Public Places
Program and the City's Community Redevelopment Agency to foster interaction and
education among community, arts organization and artists. It will also include regional
educators, youth K -12 plus university students and the public. It will utilize public artists to
improve publiC spaces, commission permanent and temporary site-specific public art to
activate the redevelopment projects planned for the downtown core.
Our non-profit partner on this project is Artists of Palm Beach County (AOPBC). We have
collaborated on several successful projects
In 2007, the City of Boynton Beach's Arts Commission facilitated a meeting with the
AOPBC, Palm Beach County Cultural Council and Palm Beach County Art in Public Places
to establish the desire for a needs assessment for artist spaces in Palm Beach County.
In 2009, we collaborated with the AOPBC, the City of Boynton Beach Art in Public Places,
the Boynton Beach Community Redevelopment Agency, Palm Beach County Art in Public
Places and Palm Beach County Cultural Council to host Artavox, a celebration of artists.
This event fused 300 participants consisting of artists, philanthropists, community leaders,
businesses, and the public to celebrate a variety of cultural experiences. This celebration
took place at our 1913 Children's Schoolhouse Museum and Learning Center's cultural
campus.
In 2009, the the City's Art in Public Places hosted an exhibition of the AOPBC's artwork in
the City Library. In connection with this six month exhibition the group presented two
educational, informative and entertaining events at our City facility.
The AOPBC is excited about participating in this venture with us. The artists will engage the
community in events, exhibitions, innovative programming, performances in public spaces
and activate existing cultural and community assets and facilities. They will also participate
in our development plans for cultural and creative sector growth. Please contact AOPBC

By involving these groups and organizations in Arts Engagement it will activate the City's

inspired. This fusion of the creative industries will attract development and community that
is critical to the City's downtown redevelopment plan.

b) Major Project Activities
International Kinetic Art Exhibit and Symposium is designed to attracted visitors,
participants and artists locally, regionally and Internationally with a highly educational
focus on the exhibit and symposium.
International Kinetic Art Exhibit and Symposium is a three day event, targeted for
January 20-22, 2012. It includes a temporary six month outdoor exhibit in addition to the
yearly Avenue of the Arts outdoor exhibit. The educational component will encompass a
Kinetic Art commissioned project with university partner and educational curriculum in
K-12 public and private schools and City recreation programming. The results of these
projects will be displayed at the three day symposium along with interactive workshops
during the the event. Speakers, presenters, kinetic businesses and related activities will
attract visitors, artists, philanthropists, educators and the general public to the three day
symposium event. Existing City and cultural facilities in the downtown core as well as
outdoor public spaces will be used as the Inti' Kinetic Exhibit and Symposium campus.
Public Art projects are designed to activate the CRA's revitalization plans for the City's
downtown core. These public art projects will link four key projects connecting the City's
Boynton Harbor Marina to the Civic/Cultural campus along East Ocean Avenue. Plans
include engaging the Artists of Palm Beach County in the planning, development and
commissioning of permanent and temporary public artwork and outdoor exhibitions.

Arts Partner Engagement is designed to engage the Artists of Palm Beach County in
the planning, development and implementation of innovative programming,
performances and exhibits in the CRA's downtown core. There programs will utilize
existing outdoor public spaces, cultural and community assets and facilities. This
activation will contribute to our City's downtown revitalization plans making it a more
livable and vibrant community with arts as its core.
c) Outcome(s) and Measurements
These creative activities and cultural partners are essential to the success of an
integrated plan for the City of Boynton Beach's creative placemaking. By combining the
CRA's commitment to key development projects these public art projects, events and
programs will link together creating an interesting and active reason for visitors to travel

from the Boynton Harbor Marina to the Cultural/Civic Campus. By targeting these
efforts it will increase the City's livability and enhance quality of life. The events will
attract visitors and participants beyond Boynton Beach, Florida and the United States
and provide the City with a distinct identity and a vibrant local economy. Program
success will be tracked by number of visitors during the project period. Numbers Will be
compared to current visitors to verify the programs' Impact.
d) Schedule
The International Kinetic Art Exhibit and Symposium is a three day event that
occurs the 4th weekend of January 2012. Related activities are scheduled October
2011 - September 2012 (year long outdoor exhibit); October 2011 - June 2012 (six
month outdoor exhibit) and August - December 2011 Academic (fall semester program).
Temporary and permanent Public Art projects will begin upon grant award with
continuous installations along East Ocean Avenue.
Arts Partner Engagement for exhibits, performances and programming will be
scheduled monthly, quarterly and be continuous through the year upon grant award.
e) Partners, Key Organization, individuals and works of art.
Debby Coles-Dobay, City of Boynton Beach Public Art Administrator will lead the project.
Vivian Brooks, Interim Exec Director, Community Redevelopment Agency, assist, lead
and will coordinate with her staff on the development plans and downtown activities.
Beverly Snow, President of Artists of Palm Beach County, the non-profit cultural
organization, will be coordinating the organization involvement. A core group of original
founders in the organization are engaged and committed committed to the programs goals.
Ralfonso Gschwend, president and founder for the Inti' Kinetic Art Organization will
coordinate the International artists participation in the exhibit & symposium.
Four key volunteers will assist the City's Arts Commission nine member board to plan
and implement the Inti' Kinetic Art Exhibit and Symposium under the projects lead.
f) Target Community
The program will benefit the greater City of Boynton Beach, its residents, businesses
and visitors. This program's purpose is to transform downtown Boynton Beach and
attracting investment, businesses, residents and tourists to a lively, beautiful and
sustainable place.
g) This project will not impact the EEPA or the NHPA.
h) Combined efforts to promote, publicize an/or disseminate this program will be done
by the City's Art in Public Places program, the Boynton Beach CRA, and the Inti'
Kinetic Art Exhibit and Symposium through web sites, email blasts, social media,
print, public relations and broadcast.
i) The City is underj:)oing a branding assessment. Research is being done to
establish how the City is viewed. Part of the program plan is to use this study as a
baseline and redistribute a follow up study after the Arts Engagement activities are
implemented. Feedback from residents, businesses, viSitors and participants
during and following the events and activities will indicate the programs impact.
This will be done as part of the in-kind contributions listed in the project's budget.
j) This is not a continuing project.
k) Our organization has not received the Mayors' Institute on City Design 25th
Anniversary Initiative grant.

A Kinetic Art Exhibit and Symposium designed to attract and engage
visitors, participants and artists Internationally, regionally and locally
with a strong emphasis on education and wonder.
Kinetic art is art that contains moving parts or
depends on motion for its effect.
The motion of the work can be provided in many ways:
mechanically (electricity, steam or solar)
naturally (wind, water or wave) or
interactively (the observer.)

Kinetic art encompasses a wide variety of
overlapping techniques and styles.
There are three key components for the Inti' Kinetic Art Exhibit and Symposium:
1. International Kinetic Art Outdoor Exhibit
Ten artworks on display for one year and five icon artworks on display for a six months.
2. International Kinetic Art Commission and Academic Programming
To commission (hire) a kinetic artist to collaborate with an education partner through the school
curriculum to first create individual kinetic art concepts displayed as fully functioning maquettes.
Then select one concept and build the concept into a fully realized Kinetic Art project. Kinetic Art
concepts and final built Kinetic Art project will be a featured on display at the International Kinetic Art
Exhibit and Symposium. Two educational partners will be selected; a higher educational and a K-12.
To maximize this project it is desirous to collaborate with interdepartmental curriculum to create and
fabricate a Kinetic Art project since this art form includes many educational disciplines. The Kinetic Art
project would showcase a green technology or environmental concern such as L.E.D, Solar,
photovoltaics, wind power, geo thermic, etc. or the combination of these outcomes.
3. International Kinetic Art Symposium
A weekend event that attracts artists, philanthropists, enthusiasts, education organizations,
students, educators and the general public. Components of the Kinetic Symposium are:

. Tours (or tour map) of the outdoor kinetic exhibit
. Special reception to meet the Kinetic artists, vendors and speakers

the goal for this erent is to coordinate it with the City's and Community Redevelopment Agency's
~Ians for the revitalization of the City's downtown civic/cultural district. The International Kinetic Art
Exhibit and Symp~sium will take place in this district (see map below). Consensus to begin this event
v~nture on a smalier manageable scale and expand it into a signature event for the City. If this event
i~ aligned with current revitalization and redevelopment plans it allows for streamlined logistics and
f~nding opportunities. Two letters of interest one to the NEA "Our Towns" and the other to the Knight
~rts Challenge hate been submitted for grant opportunities that include the International Kinetic Art
Exhibit and Sympbsium.
~e focus of the I~ternational Kinetic Art Exhibit and Symposium will be held in the primary area of
t;ast Ocean Aven4e from Seacrest Blvd to the Boynton Harbor Marina at the Intracoastal Waterway.

Jim LaRocco
"My aspiration is creative photography where one sees character, irony or
symbolism in what, on the surface, might seem mundane."
Jim has studied for several years under jack Wild. jim's work has garnered
increasing recognition and has been displayed by the Sony World Photography
Awards Organization, The Boca Raton Museum of Art, the Palm Beach
Photographic Center, the Palm Beach Post, Loxahatchee National Wildlife
Refuge and other venues. He is currently teaching in the Old School Square
Fine Art Photography program.
Tom Lichauco
Tom Lichauco grew up in a darkroom- it was his father Rich- an avid
photographer as an IBM executive's down time passion- that intrigued Tom at
an early age in Vermont growing up.
Tom equally joined his father with photography classes, workshops, clubs, and
the sheer desire for photography that kept the "lens in focus", in New England
and then along the East Coast.
Tom has continued the past 26 years to explore Florida's Natural Habitat-
capturing the most unexpected species or most regular, perhaps- in the most
unusual circumstances!
Tom Lichauco brings to us, with his Canon camera, a vision that we otherwise
would never know! Birds in flight, birds of prey and dragonflies are just some
of his favorite subject matter. He enjoys visiting County, State and National
parks, looking for new photographic opportunities.
His passion, fate, and expertise allows US, YOU, ME... to see through the eyes
of a photographer - who WAS- at the right place- at the RIGHT time! ...

Greg Matthews
Born in West Palm Beach, lived here my entire life. I try to represent Florida in
every aspect, from the big cities to the rugged swamps and especially the
wildlife in their natural setting. My wife and I are avid nature lovers and try to
represent what we see to those unable to visit themselves. Photography is an
amazing and unique art requiring everything to come into place at the same
time. Weather, lighting, timing, subject(s), composition, camera settings, and
post production are some of the key elements needed to create the right
image.
I try to take exciting and unique images of the wildlife I shoot in an effort to
create interest in the animal subjects of the photos. It gives people a different
view (especially children) and creates awareness of what's going on all around
us. I hope that the images can help inspire and create awareness of how
important it is to truly protect our real natural resources - the wild animals and
habitats that surround us.
Carol Ann Rogus, FPSA
A serious amateur photographer for 25+ years, Carol has traveled extensively,
capturing pictures of people and places around the globe. Her passion for
photography stems from the opportunity the medium provides to express her
interest in, indeed fascination with, the world around her. Regardless of
subject-a person or flower; bird or building; bridge or lighthouse; animal or
scenic; portrait or action shot; a small aspect of a subject or that subject within
its environment; pictorial, photojournalism, photo travel, or still life-whether
in color or black and white, Carol aims to explore, identify, and capture what
makes each special.
A Floridian for almost six years and a regular visitor for ten years before that,
she has photographed natural and manmade venues around the state. With
the advent of digital equipment, some of Carol's images are kept natural. With
others she has found tremendous satisfaction in generating digital art that
emulates Impressionist/Post-Impressionist and graphic styles. As an on-
going student of fine art photography, Carol's ultimate goal is to create her
own personal vision of the exciting world we live in.

Her prints are frequently exhibited at various local venues and she recently
mounted her first solo show of 35 nature pieces at the American Orchid
Society in Delray Beach. Her work has been published in cards, magnets,
books, pamphlets, calendars, & newspapers (including the New York Times).
In 2004, Carol was elected a Fellow of the Photographic Society of America.
Suzanne Schwartzman
Photography has been my passion for more than 30 years, creating images in
color, black and white, and infrared using film, slides, and now digitally in my
digital darkroom.
I have exhibited my work in Florida and New York and have won many awards.
In addition, I am the founder and leader of the Creative Photographers Group,
an assembly of master photographers who gather together monthly to show
their images and share their knowledge of photography.
I also belong to two Camera Clubs, one of which I serve as the first vice
president of Competition.
As a teacher for 45 years, my love of education leads me to continually take
classes and workshops in art and photography to enhance my artistic
photographic skills.
Traveling the world is another of my passions; it affords me the opportunity to
create beautiful and unusual images of different lands and cultures.

hat Is A Charette?
} Charette is a s~ructured, topic-oriented open forum where a group meets to discuss and resolve
,omplex design issues. The primary goals of a Charette are to generate design ideas from the
ublic in a "harlds-on" way and build consensus for development and design solutions. The

. give the public a voice in determining the future of the High School;
. develop conJensus regarding uses and possible finandng of the redevelopment of the High
School, and; I
most importantly, allow the public to develop and present specific development concepts, ideas
and plans 101 the High School, which will be used to complete a final development plan.
..tl Charette is a p'articipatory activity - participants will draw, map out, and sketch their best
iMeas. Working i~ small groups, participants will complete development plans which they then
dresent and "seIlr to the rest of the group. The Charette encourages a competition of ideas, so
lJe prepared to promote your vision and win converts! You'll be given all the tools you need to
erpress your ideas, and professional architects and planners will provide support and advice to
ling your ideas lo life.

The Planning Workshop & Design Charette Process:
The Charette will be fast-paced, fun, and even a little noisy. The Charette will last from 10:00 AM
until 2:00 PM on Saturday, March 26th, and requires participants to be present and participate
throughout the entire process. We are asking for a four-hour commitment, but the results will
be worth it. For your convenience, lunch will be served during the Charette for all participants.
Registration begins promptly at 9:45 AM, and ends at 10:15, so don't be late. After a brief explanation
of the history of the High School, and an explanation of the Charette process, participants will
break into small groups of 6 to 10 people to begin the development planning process.
At the end of the Charette, each planning and development group will present and "sell" its concept
to the entire group. Participants will rank and comment on each of the proposed development
concepts. The day's schedule is as follows:

Some ground rules will help to ensure everyone who takes the time to participate enjoys the
experience. The Charette is not a forum for political debate, but stresses compromise and
consensus building. Mutual respect is expected ofal! particIpants and all ideas will be considered.
Participants will be asked to observe the following rules of etiquette
1. Everyone is welcome to participate
2. Everyone is entitled to share their opinion
3. All comments and ideas are welcome
4. Everyone gets a chance to speak

Boynton Beach High School - A Brief History
Constructed in 1927, the Old Mangrove High School was the pride of the Boynton Beach Community.
Located on Ocean Avenue, Boynton Beach's original "main street", the building is sited prominently as
the "West Anchor" in the City's Civic Campus. It is adjacent to the former Boynton Beach School, which
then became Boynton Beach elementary School and has been transformed into a children's museum.
The 1927 building's style contrasted the then outdated elementary school's earlier "four square" style. The
Old Mangrove High school was designed mostly in the well-established Mediterranean Revival Style, but
also shows elements of an up and coming style that would make South Florida famous, now know as "Art
Deco".
No longer in use by the Palm Beach County School District, the building is currently vacant. The building
has plenty of quality spaces with high ceilings and an abundance of daylight, and is amenable to a wide
variety of new uses.
The high school was designed by William Manley King and constructed in 1927. Mr. King was the architect
of many Palm Beach County Schools. The school was designed with many Mediterranean revival elements.
The two main entries on the front (south) elevation are prime examples of the style, with many classical
details, such as arches, columns and a portico appearance in the second story window arrangements. The
window proportions and organization are typical of the Mediterranean Revival style.
Even though most elements are Mediterranean revival, this building also has a few elements of Art
Deco style, such as the upper portions of the front elevation parapet walls and their detailing. The high
school, being a hybrid of the two styles, is significant for the history of Art Deco. Art Deco became a
new style in the late 1920'S and flourished in the early 1930'S. The excising set of original construction
drawings show that these art deco elements were integrated into the design during the 1920'S and cannot
be attributed to later revisions. This is significant because it is evidence of the architect experimenting
with the new style. He may have felt the Mediterranean Revival was getting tiresome and his new school
needed a more "contemporary" look. Another possibility is that he presented an Art Deco design to the
School Board, who may have felt is to be too avant-garde for the time period and asked for more "revival"
integration into the design.
The high school retains most of its original features and details. Most of the classrooms have their original
divided chalk and bulletin boards. These are divided with wood moldings and have wood molded, full
length chalk trays. For natural ventilation, there are an abundance of transoms, some occurring where
there are no door openings. Much of the original woodwork and doors remain. The gymnatorium remains
almost completely original. It has large windows providing light and natural ventilation. Of interest also
is the original spectator seating, which, unfortunately is in poor condition and of very limited value
in any future redevelopment scheme. The original barrel vaulted steel trusses and clear cypress wood
ceiling are valuable features that add to the quality of this space. The stage remains and its bare finish
allows for viewing of the historic building material, hollow terra cotta tile, which is used throughout
most of the building's construction.
Many of the original exterior details remain and no major additions or renovations have been done to
increase or change the building size or function. The majority of the window openings remain, some
with twisted columns and cast stone trim. The original appearance of the building helps identify the
well-organized classical floor plan. Classrooms and stairway landings are well indicated by the original
openings. The massing help show the gymnatorium's location. All of this compliments the symmetry and
hierarchy that is typical for a building of this vintage.
The Old Mangrove High School is a proud reminder of Boynton Beach's history. The building is sited on
Boynton Beach's prominent Ocean Avenue in the City's civic area. The high school served the community
until 1997, giving Boynton Beach over 50 years of high school graduates. When it was originally built,
high school buildings were monuments to civic pride. They also doubled as community centers and
adult education centers. High school buildings, such as Old Mangrove High School, were built quite
elaborately and meant to last forever to serve their community indefinitely and help give the City its
image. This building is one of the most important landmarks in Boynton Beach's small but beautiful
historic downtown. To lose a magnificent landmark such as this would be to lose a part of Boynton
Beach's history and memories. Every effort should be made to find the means and funds to stabilize,
preserve and restore this magnificent building for the enjoyment of Boynton Beach's community and
visitors from throughout Palm Beach County & beyond.
