I. Call to Order
Chair Bobich called the meeting to order at 8:58 a.m.
II. Roll Call
The Recording Secretary called the roll. A quorum was present.
III. Acceptance of Minutes of February 8, 2011 and March 8, 2011 regular
meeting
The following corrections were made to the March 8, 2011 minutes.
~ Page 1, List only one name per department that was present at the meeting.

Motion
Mr. Magazine moved to approve both minutes. Mr. Landress seconded the motion that
unanimously passed.
IV. Safety Committee Education & Training - tbd
Chair Bobich passed out information about ergonomics and commented it is important
that individuals get up and move from time to time. Stand up desks are available as are
footrests. Employees should get up at least once an hour. If working on a keyboard,
they should get up once every 30 minutes. Employees can stretch, walk around the
chair and return to work. Mr. Magazine has conducted ergonomic training for
departments in the past, and interested departments can request the training. He noted
the issue would be followed up in the safety bulletin.
V. Old Business
A. Fire Drills
The fire alarm system continues to be serviced and Chair Bobich will be meeting with
Facilities to discuss other planned improvements. Many public buildings have more
frequent fire drills than some departments and he reminded the members that false
alarms could be counted as a fire drill. Each year at least one fire drill should take place
for the general facilities areas and twice a year for public areas.
As to the recent bomb scare, proper procedure was not followed. The police and others
were going to the various departments advising of the evacuation. Additionally,
employees were supposed to be directed behind the Old High School in the event the
bomb exploded. The proper procedure was to pull the fire alarm. Dispatch is the entity
that calls for the evacuation and would initiate pulling the fire alarm. As to actual fires,
employees do not have to contact Dispatch first. Actual fires warrant activating the
alarm.
Mr. Magazine will provide a copy of the action report from a risk and safety standpoint
and pointed out the policy is on the shared drive. Mr. Escobar also noted employees
could have worked at the library if they had the software. The entire City was shut
down.
B. Proud to be a Safe Worker Awards
Mr. Pigott had two and will present them at the next meeting.
C. Departmental Inspections & Safety Meetings

It was hoped each department was conducting inspections and holding safety meetings
each month. The City recently started with a new insurance carrier. The negotiations
went well, but the company was expecting the City to provide documentation on the
inspections. Additionally, the Inspector wanted to see the reports for each area and was
concerned if the fire extinguishers were current. Providing the documentation would
keep the premiums low. It is in everyone's best interest to follow up on inspections.
D. Incident Review Board Referrals
None.
E. Electrical Flame Resistant Uniforms & PPE Update - TABLED 10/12/2010
This item remained on the table.
F. Drug Free Policy Statement (HR - Pedro Escobar) - TABLED 10/12/2010
This item was forthcoming. The Personal Policy Manual was revised.
G. Amending APM for Incident Review Board - TABLED 03/08/2011
Mr. Magazine distributed this policy. The additions were underlined. The City will
determine if the employee is negligent because under other policies, the employee can
be held accountable.
Motion
Mr. Magazine moved to approve the changes. Ms. Rizzo seconded the motion that
unanimously passed.
VI. New Business
Mr. Magazine requested receiving feedback on the Safety Newsletter. He also informed
the members that if anyone had an item to submit, they should submit it to Risk
Management.
B. Smoking Area Mulch Fires
Mr. Magazine explained there have been issues with the smoking area at City Hall and
more recently, the Fire Department was called twice in the last two weeks, at least once
due to mulch fires. The individuals who use the area do not maintain it in a clean
fashion.
There was brief discussion there was no way to determine if the fire was caused by an
employee. It was also observed the receptacles are never cleaned.

A recommendation was made to clean the receptacles as part of a regular cleaning
schedule. Staff will work with Facilities to have the areas maintained and report back to
the Committee. Staff would also investigate whether cleaning the area was the
responsibility of the Facilities Department or the contracted janitorial vendor.

VII. Announcements
A. Other
Mr. Landress invited all to stop by and say goodbye to Chief Bingham, who was retiring,
at Fire Station 5 on Thursday.
The Defensive Driver training will resume every Wednesday morning in May. Motor
vehicle accident information was also forthcoming.
Mr. Magazine explained it may appear that a department was picked on in the
newsletter. He clarified no one department was singled out. The message pertained to
all departments.
VIII. Next Meeting Date
The next meeting will be held on Tuesday, May 10, 2011,9:00 a.m.
IX. Adjournment
There being no further business to discuss, there was consensus to adjourn. The
meeting adjourned at 9:32 a.m.
