To date, the City has adopted a comprehensive historic preservation ordinance, has agreed to fund a Pres'ervation Planner position, has approved a tax exemption program as an incentive for homeowners to renJvate their historic structures, and has commenced a community education campaign financed by federal grant dollars and monies from the Boyn~on Beach Historical Society. A public service announcement will be airing on BBTV and will be supplemented by various informative publications and programs. " " Benefits to the Community of Historic Preservation .1 The purpose of historic preservation is to encourage the general public to integrate the past with the I present and the future, Historic preservation does not halt growth or change, but instead emphasizes the I totality of human experience in a given community. .1 Historic preservation provides an identity for a city. By promoting the unique history of Boynton Beach, the foundation on which it has been built and subsequently expanded is readily apparent. i .1 The establishment of historic landmarks serves as a source for civic pride. Children and adults alike can I point to the contribution Boynton Beach has made to the history of Florida. · The preservation of historic structures helps stabilize aging neighborhoods. The beauty of various architectural styles and superior craftsmanship is emphasized and embraced. I · I Historic preservation fosters community cohesiveness and pride. Neighbors work together to apply for historic designation status and encourage each other to rehabilitate their homes by focusing on unique architectural features and historical context. " · I Studies have proven that historic preservation creates exciting and vibrant neighborhoods with increased I property values. Additionally, ad valorem tax exemptions for a period up to 10 years are available for the increased value associated with qualifying improvements to historic properties. · I Studies have also demonstrated a positive effect on tourism and business growth. Preservation also contributes to sustainability and the present emphasis on "eco-friendly" and, notably, "the greenest building is an existing building". Frequently Asked Questions: Are there tax breaks available to property owners with structures that have received the status of historic designation ? Yes, there are. The Ad Valorem tax incentive program provides for exemptions from City and County tax inc/eases associated with qualifying improvements to historic properties for up to a ten (10) year period. These exemptions are intended for the physical improvements necessary for the restoration or rehabilitation of hisforic structures which may also include additions or alterations. I Can the Historic Resources Preservation Board tell me what color to paint my house? No, it can not. Paint is viewed as a temporary application that does not damage original material and, therefore, is not regulated. The Board and Staff would, as part of their duties, provide guidance to any homeowner who req-yested assistance in choosing a historically appropriate color. What renovations may be done on my own and what renovations must be approved by Staff or the Historic Resources Preservation Board? Any' general maintenance, which is defined as maintenance that does not cha4ge the exterior appearance, design, or materials of the structure, does not require a permit. Any other typical exterior rehabilitation requires the filling of a Certificate of Appropriateness and subsequent approval. A Cert!ficate of Appropriateness Matrix is readily available which indicates the l~vel of review required for each type of improvement. I Interested in learning more?
