A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING
AND DIRECTING THE MAYOR AND CITY CLERK TO
ACCEPT AND EXECUTE THE FLORIDA DEPARTMENT
OF TRANSPORTATION HIGHWAY SAFETY PLAN
GRANT, IN THE AMOUNT OF $38,036.00, PROVIDING
FOR A DUI ENFORCEMENT OFFICER POSITION; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Boynton Beach Police Department applied for and
has been awarded a continued grant from the Department of Transportation
Highway Safety Plan in the amount of $38,036, which will provide for 75 percent of
personnel services for the position of Boynton Beach DUI Enforcement Officer, and;
WHEREAS, this is a one (1) year grant and can be renewed at 75% funding
for the next year, if funds are available;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton Beach hereby
authorizes and directs the Mayor and City Clerk to accept and execute the grant in
the amount of $38,036 from the Florida Department of Transportation Highway
Safety Plan. A copy of the agreement is attached hereto as Exhibit "A."
Section 2. This Resolution shall become effective immediately upon
passage.

Enclosed is one copy of the application form for your FY 2001 highway safety subgrant. The title of the project
should be Boynton Beach DUI Enforcement Specialist. This will be-considered a continuation project. The City
of Boynton Beach is Applicant Agency, and the Police Department is the Implementing Agency. The Project
Director should bea supeaxisor who is familiar with the duties of the officer hired under the subgrant and will be
able to meet with me when I make monitoring visits.
The FY 2001 Highway Safety Plan allocates up to $44,505 for this project. This amount includes $44,205 to
reimburse 75 percent of the Personnel Services (salary, benefits and 100 hours of court-related overtime) requested
for the position funded under this subgrant. It also includes $300 in Expenses for travel to the DUI Symposium.
Some special conditions have been added to the legal section of the application form. Please review the enclosed
memo from Carla Sims, which explains these new conditions.
A sample completed application form is enclosed. Information printed in blue ink corresponds to areas that you
must complete. Refer to the sample and your current subgrant when filling out your 2001 application. Much of the
information in Part II of your current subgrant can be updated and used in your new application. You can use the
same performance indicators that are in the current subgrant. However, you must add the following two indicators
to the Quarterly Progress Report of Performance Indicators page:
Number of safety belt violations issued by the Boynton Beach Police Department.
Number of child safety seat violations issued by the Boynton Beach Police Department.
Please complete the application form, and send one copy with four signature pages to us as soon as possible. Ali
signatures must be orig~'na~ and the signature of the "Authorized Representative of the Subgrantee" must be
witnessed and dated. In addition, allpages must be numbered. Please keep at least one completed copy and a
blank form in :case you need to make changes prior to the subgrant being awarded.
We will make: every effort to award this subgrant on October 1, 2000. However, the date that your subgrant is
awarded is contingent upon your properly completed application being received by this office in a timely manner for
review and approval.

The City of Boynton Beach has recorded 210 alcohol-related crashes in the past three
years, and 44 alcohol-related crashes since January 2000. To combat this problem,
the Boynton Beach Police Department created a one-man DUI Unit. The officer
assigned to this unit patrols hiEh crash locations durin~ the eveninE and early
morning hours when most alcohol-related crashes occur in the city. DUI checkpoints
will also be conducted at least five times during the year.

Statement of the Problem
The City of Boynton Beach is located in the southern portion of Palm Beach County
along State Road 9 (I-95). The city has an estimnted population of over 50,000
people in a county of over one million people. At this time with 136 plus s~orn
officer's serving the city, we find ourselves in a continous state of growth and
expansion, gith growth and change comes the everlasting need for specialty units
as DUI Enforcement.
ghile currently being participants in the State of Florida,s Department of Transportation
Project ~her J8-00-06-29-01, we find that we are always in need of funding to help
us maintain suppression of OUI related crashes in the City'of Boynton Beach. (Refer
to chart belo~ for OUI related crashes), gith the increase in the number of DUI
related crashes, we have found that our need to continue to educate our officers and
maintain upgraded and operatig equipment is continously on the rise.

Proposed Solution
The City of Boynton Beach Police Department created a one-man DUI unit to combat the
alcohol related crash problem that has been identified in the city. The officer re-
ceived special training in the detection and apprehension of impaired drivers, and was
furnished ~ith a car, radar, laser and in-car video unit. The officer works primarily
during the evening shift and in the early morning hours. The patrol areas are identified
by area of high alcohol related crash occurence. ~hile participating in the 1999/2000
project, the officer can account for 108 OUI arrests and the City of Boynton Beach
Police Department hosted four DUI checkpoints.
The department plans to conduct public awareness programs to make the citizens of Boynton
Beach more aware of the DUI problem in the city. Presentations will bemade to busi-
nesses and civic groups, student assemblies and retirees. The officer on the DUI Unit
may be assigned to participate in planned public awareness activites.
The Boynton Beach Police Department will conduct DUI Checkpoints in November,
January, April, July, and September. The officer will also participate in DUI golf
Packs and DUI Checkpoints hosted by agencies throughout Palm Beach County.

The Boynton Beach Police Department will evaluate the overall sucess of the project
based on a comparison of alcohol-related crash data reported by the Department of
HighWay Safety and Motor Vehicles. Local data will be used to evaluate the projects
