MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL HELD AT CITY HALL, BQYNTON BEACH, FLORIDA~ MONDAY~ APRIL 5, 1982 PRESENT Edward F. Harmening, Mayor Walter "Marty"-Trauger, Vice Mayor Joe deLong, Councilman Patricia Woolley, Councilmember Samuel Lamar Wright, Councilman Peter L. Cheney, City Manager Tereesa Padgett, City Clerk James Vance, City Attorney Mayor Harmening called the meeting to order at 7:30 P. M. He said there was one change in the Agenda. The invocation would be by Rev. Kenneth Ferguson, Ascension Lutheran Church, followed by the Pledge of Allegiance to the flag, to be led by Peter L. Cheney, City Manager. AGENDA APPROVAL Councilman deLong moved, seconded by Vice Mayor Trauger, to adopt the Agenda as corrected. Motion carried 5-0. ANNOUNCEMENTS Mayor Harmening made the following announcements: 1. There will be a Public Reception to be held at the Civic Center following this meeting. He gave instructions as to how to find the Civic Center, located one block South of City Hall on the corner of Seacrest and Ocean Avenue. 2. The next City Council Meeting will be held tomorrow night, April 6, 1982 at 7:30 P. M. Councilman deLong inquired of the incoming Mayor, Walter "Marry" Trauger, if he would submit a list as he did last year, as Councilman deLong does not generallY sponsor people at organizational meetings but holds his appointments for during the year. Vice Mayor Trauger replied that he intended to submit a list of recommendations for the various advisory boards of the City. 3. There will be a dedication of the new Mausoleum on Saturday, April 10, 1982 at 11:00 A. M. Mayor Harmening announced that the Mausoleum is to the west of the cemetery on Woolbright Road. MINUTES Regular City 'CoUncil· Meeting Minutes of March 16, 1982 Councilman deLong moved, seconded by Councilman. Wright, to adopt the minutes as presented. Motion carried 5-0. PUBLIC ~UDIENCE MINUTES - REGULAR CITY COUNCIL MEETING ~PRIL 5, 1982 Mayor Harmening announced that if anyone in the audience would like to speak on any item that is not on the Agenda, they may do so at th~s time,.and if anyone in the audience ~ould like to speak on any item that is on the Agenda, if they will give their names to the City Clerk, they will be called upon to talk when that item becomes the regular order of business, Jay Kaye, 2400 N. E. 1st Lane, Apt. 405, Village.~Royale on the Green, Boynton BeaCh, wanted to go on record and officially th~nk the Mayor and the Councilmen for.helping him to send the Children of Wilson School to the ball game for retarded citizens of Palm Beach County. Mr. Kaye wanted everyone there to know they had done themselves a good turn by being able to help the poor children. Without their help, moneywise, many could not have seen the game, There was applause. Arnold Thompson, 1307 N. W, 8th Court, Laurel Hills, Boynton Beach, thanked the Council for their action in taking care of the problem they had in the Laurel Hills area with gun fire. To the best of Mr. Thompson's knowledge, there had been no occurrences in the last week because of the action of the Police Department and, particular- ly, Chief Hamilton. ~On behalf of the members of the Laurel Hills Homeowners Association,. Mr. Thompson thanked the Council, Chief of Police,~William Ham±l%on, and the Police Department of Boynton Beach. Mayor Harmening tOld Mr. Thompson he was entirely welcome and informed him that it was_on the agenda for tOmorrow night (April 6, 1982). Mr, Kaye came before the Couneii again and said he would be remiss if he did not mention the City's wonderful Fire Department. He remarked that it was a small department with a big heart. The Fire Department donated for the Passover and Easter Fund many cans of food plus $125.00 in cash to take care of poor families in the City of Boynton Beach, Mr. Kaye toTd the Council. Without naming them, Mr. Kaye advised that F±~e Chief Jim Rhoden and his two assistants got all of the food together, which was delivered to poor families of various churches. Mr. Kaye wished everyone to know officially there is no department in the entire country who has a heart as large as the one in Boynton Beach. Mayor Harmening expressed that he too was remiss in his duties, as he was sure there were several distinguished people in the audience. He recognized the presence of Norman Gregory, County Commissioner in this District. There was loud applause. Mayor Harmening thought .Vice Mayor Trauger would probably recognize any other dignitaries in the audience during the .second half of the meeting. He was sure .some of them were probably invited by Vice Mayor Trauger and Vice Mayor Trauger knew they were present. As there was such a sea of faces, Mayor Harmening could not see every- one. He further recognized Judge John R. Beranek, Fourth District Court of Appeal. - 2 - MINUTES - REGULAR CITY COUNCIL MEETING APRIL 5, 1982 BIDS None. PUBLIC HEARING - 8:00 'P None. DEVELOPMENT PLANS Site Development Plans - Boynton Leisurevitle, submitted by Mark Taynton, Agent, to construct Maintenance Storage Shed at the Clubhouse on Southwest l'Sth ~street TA'B~RD Councilman deLong moved, seconded by Vice. Mayor Trauger, to take the question from the table. Motion~ carried 5~.0. City Manager Cheney recalled that the matter was placed on the table at the last meeting because of the question~of ownership of the land and whether whoever the owner is would give permission'for the building to be there. City Manager Cheney informed the Council that a letter was received from Campanelli indicating they had no problems with the building._~Therefore, Mr.Cheney~advised~theCouncil could go.~ahead. Councilman deLong moved to approve~ the recommendation of the Planning and Zoning Board for the construction of the maintenance storage shed at the Clubhouse on Southwest 18th Street, Boynton Leisureville, submitted by Mark Taynton, Agent, The motion was seconded by Councilmember Woolley. No discussion. Motion carried 5-0. LEGAL Ordinances - 2nd Reading - PUBLIC HE~RTNG None. Ordinances - 1st Reading None. Resolutions Proposed Resolution No, 82- Re: kmending Prices of Cemetery Lots and Establishing Mausoleum Fees - Recommended by Cemetery Board TABLED Vice Mayor Trauger moved, seconded by Councilman deLong, to remove the Resolution from the table, Motion carried 5-0. City Manager Cheney stated that this was a Resolution to be taken off and, he thought, taken care of now because half ~f it is - 3 - MINUTES - REGULAR CITY COUNCIL MEETING APRIL 5, 1982 supposed to be adopted on the next page of the Agenda as a Replace- ment Resolution. City Manager Cheney said if they issue the other half, they will not forget about it and will come back with it. He thought it was best to eliminate it and come back with a new Resolution. City Attorney Van~e recommended a motion to delete Item C, "Resolutions: 1. Proposed Resolution No, 82- Re: Amending Prices of Cemetery Lots and Establishing Mausoleum Fees - Recommended by Cemetery Board" from the Agenda. Councilman deLong moved to delete Item C, 1 (.as mentioned above} from the Agenda. Vice Mayor Trauger seconded the motion, and the motion carried 5-0. LEGAL Resolutions Replacement Resolution Establishing Fees for Burial of Cremains only City Attorney Vance read proposed Resolution No. 82-X by title only: "A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, ESTABLISHING FEES FOR BURIAL OF CREMAIN$ AND FOR OTHER PURPOSES. Councilman deLong moved the adoption of proposed ResolUtion No. 82-X, seconded by Counc±lmember Woolley. PRESENTATIONS/ACKNOWLEDGMENT AND APPRECIATION OF SERVICE TO MAYOR, VICE MAYOR AND COUNCIL MEMBERS Farewell Remarks City Manager Cheney said it had been somewhat traditional in the last several years that, at the last meeting, the City gives plaques to the five Members (Mayor and the Council) who have served in the past year so they will have something to go on their walls in memory of what they have done. City Manager Cheney commented that some of them have walls full of plaques. He presented a plaque to Mayor Harmening for "services rendered to Boynton Beach.~ City. Manager Cheney said the plaque was presented to Edward F. Harmening for his - 7 - MINUTES -REGULAR CITY COUNCIL MEETING APRIL 5, 1982 leadership as Mayor during 1981 and 1982. There was loud applause. City Manager Cheney presented a plaque to Walter~'"Ma.rty".~Trauger for his services as Vice Mayor during 1981. There was loud applause. City Manager Cheney presented plaques to Councilman Joe deLong, Councilman Samuel Lamar Wright, and Councilmember Patricia Woolley for services rendered to Boynton Beach for their participation as a member of the City Council during 1981 and 1982. There was loud applause after he presented~a plaque to each Member. Vice Mayor Trauger, as an expressi©n of the C~ty of Boynton Beach and the City Council, ~a grateful Boynton Beach), expressed their appreciation to Mayor Harmening for his outstanding service. He commented that first, Mayor Harmening served on the City Council for eight years, three months; then as Vice Mayor, one year, seven months; and as Mayor, two years and eight months. Vice Mayor Trauger told Mayor Harmening he served %he City with dignity and with honor and had given long hours of his personal· time and of his family time so he reflected not only great credit upon himself, his family, but to the citizens of Boynton Beach in support of his service and the image that he has created~for Boynton. In appreciation, Vice Mayor Trauger said they 'knew Mayor Harmening had the gavel which was his symbol of office, engraved at home, so he would not wear it out banging it at the City Council tonight. To add to it, Vice Mayor Trauger said the City and Council would like to give Mayor Harmening a presentation so that he could carry all those papers around that he generated while he was in the term of office. Vice Mayor Trauger presented Mayor Ha~rmen±ng with a brief case. There was very loud prolonged applause. Mayor Harmening thanked Vice Mayor Trauger and Members of the Council. He thought it was as attractive a brief case as any he had seen. He was not sure he deserved such a fine brief case. Mayor Harmening said it was really outstanding and he did appreciate it. He thanked each and everyone, and said he was not sure he'deserved the brief case, as it was better than anything he had seen come down this road so far. Mayor Harmening expressed that everytime he would see and carry the brief case, he would think of all of them. There was more applause. Councilman deLong's remarks are attached hereto and made a part here- of. There was a lot of applause. Mayor Harmening thanked Councilman deLong for his kind words. Councilmember Woolley was not suI more like a big brother or a fat that nature, and She appreciated expressed that Mayor Harmening h remarked, "and I am the only one with this~" She kissed Mayor Ha appreciate it." When Councilman Wright was elected and sworn in last year, he said he accepted the ,responsibility and challenge to do what he could do for the City of Boynton Beach and he assured the Council at that time that he would be working with~eve~ybody in a positive manner. In spite of their differences,- COuncilman Wright felt they were able to agree without being disagreeable. Councilman Wright remarked that we would be losing an experienced politician because most of them could say they enjoyed working with Mayor Harmening. Councilman Wright-wished Mayor Harmening much success as he leaves the Council as Mayor this evening.. Mayor Harmening thanked him. Mayor Harmening said it was nice to see such a-nice turnout. He had no idea so many people were anxious to see him leave. He supposed he should sing a swan song, but he never could sing very well. During the past nine years, eight of which Mayor Harmening said he sat in one or the other of the seats, it has been an~exciting time in Boynton Beach. The population has doubled. There are many new businesses, and the City has the start of a new Motorola plant and will soon have a major shopping mall, Mayor Harmening continued by saying the City has been able to keep pace with ali of the increased demand for services caused by the development, In these times of inflation, Mayor Harmening felt that made the City very fortunate. He said he would not bore the audience with a list of the major improvements in the City during these years, since-it was not a campaign speech. Mayor Harmening was proud to have participated in all of these accomplishments. He had mixed emotions-about leaving, but he knows the City is in good condition and will be in good hands. Mayor Harmening thanked all of the people who placed their trust in him and elected him to the office of Mayor, He gave particular thanks to all of those who worked so hard in his behalf during various campaigns. Mayor Harmening appreciated all of the many hours of dedicated service. Many Board Members, many~of which were present, have contributed to the work of the City, Mayor Harmening continued. Their work and their comments are indispensable to the City Council and of great value. To the City employees and department heads, Mayor Harmening said they had done magnificent.. He wished all of the citizens-were aware of the long hours and dedication to making Boynton Beach a better place in which to live. He was pleased With the degree of professionalism Peter Cheney has brought to the job of City Manager. Mayor Harmening said it has been a pleasure working with City Manager Cheney. To his good friend, Jim Vance, City Attorney, Mayor Harmening bestowed a special thanks for keeping some Members of the City Council on the straight and narrow. He told the Council Mr. Vance was a fellow who could save them a lot of problems. Mayor Harmening wanted to give a special thanks to one City employee, Mayor Harmening commented t.hat she had heard it many times before, but Tereesa Padgett was No. 1 in his book. There was very loud - 9 - MINUTES - CITY COUNCIL MEETING APRIL 5, 1982 applause. Mayor Harmening continued by saying her knowledge was unsurpassed and her dedication to the job is exemplary. Council- members may come and go, but when Tereesa leaves, a real gap will exist, Mayor Harmening predicted. There was more applause, and Mrs. Padgett thanked Mayor Harmening, To his fellow Councilmembers, past and present, Mayor Harmening told them it was a plea,sure working with them. Mayor Harmening did not forget to mention h±s.f~mily. Mary was the only one of his children in the audience. His girls used to complain once in awhile andsometimes rather loudly when the .phone was tied up and they could not receive calls. Occasionally, they took some flack from their~peers about the action of the City Council, Mayor Harmening continued. His girls hated to campaign, but they were good sports about it. Mayor Ha~mening commented that no candidate has ever' had prettier workers and he appreciated their help. Mayor Harmening was going to say~a~ few kind words about his wife, but she said the less he sa. id about her, %he better~ However, Mayor Harmening disregarded her remarks and said that without her help and cooperation, the job.would have been much more difficult. He really appreciated the efforts his wife put into making the job easier for him. Mayor Harmening turned the gavel ove~ to incoming Mayor Trauger, He commented that he would take that long rest from politics that Councilmember Woolley thought he should have. There was long, extended applause as Mayor Harmening took a seat in the audience. ADMINISTRATION OF' ©ATHS OF''OFFICE Tereesa Padgett, City Clerk~ administered the oath of office to the new Councilmembers, Joe deLong and James R. Warnke. She then administered %he oath of office to James R. Warnke as Vice Mayor and to Walter "Marry" Trauger as Mayor of the City-of Boynton Beach. There was loud applause. _- Mayor Trauger was presented with a gavel to rule the meetings by Tereesa Padgett, City Clerk. As the new Mayor of Boynton Beach, Mayor Trauger thanked everyone for the very fine and loyal support that they, as the workers and the people, placed in him. Mayor Trauger wished that he would give them his support. Through the power of the spirit of God within him, who will guide and direct him, Mayor Trauger accepted the challenge of Mayor with a positive thinking, knowing with guidance and a very fine City Council, that he could succeed. Mayor Trauger said they would handle it wisely and with the support of Councilman deLOng, Councilmember Woolley, Vice Mayor Warnke, and Councilman Wright, Mayor Trauger felt they could lead the City. Mayor Trauger said the major problems of the City will center - 10 - MINUTES - CITY COUNCIL MEETING APRIL 5, 1982 around their controlling growth. As Mayor Harmening mentioned, Mayor Trauger stated the City is rapidly increasing in population. They will be concerned with water and with sewage, flooding, as the City just recently went through, and with the physical appearance of the City. Mayor Trauger said they would weigh these priorities against the tax rate and the millage and the amount of services the citizens demand in keeping with their ability to pay. Mayor Trauger said they will be operating on a cost versus benefits received principle so the people wilt have~provided.~he City with a knowledgeable and dedicated Council. Mayor Trauger said the Council felt that they will succeed this year-and live up to the expectations of the people. Mayor Trauger informed everyone that he did not come to the position by himSelfl He was very grateful and in debt of gratitude in the support that came from his very loving wife, Dorian. Mayor Trauger introduced his wife to the City. He was also extremely pleased to have his son, Carl, and h~s wife, Barbara, present, Mayor Trauger was also high.ly honored and pleased t©~have many of his Colleagues of Palm Beach Atlantic College present. Palm Beach Atlantic College is your only private,, four year, fully accredited liberal arts college in Palm Beach County, Mayor Trauger told the audience. He introduced Dr. Claude McRhae, President of Palm Beach Atlantic College, to the audience. There was applause, Mayor Trauger also introduced the Vice President and Academic Dean of the college, Dr. Richard Mellick. There was more applause. Mayor Trauger further introduced his very good friend, Life Trustee and Former Chairman of the Board of Palm Beach Atlantic College, winner of the National Horatio Alger Award, and Chairman of Burnup and Sims, Mr. Riley Sims. D~ JUdy.Berane~ Spanish ProfeSsor, was introduced next, and then Mayor Trauger introduced the Art Professor, Judy Bludworth, and her husband, State Attorney David Bludworth. Again, there was applause. Mayor TraugH~ introduced the following: Dr. and Mrs. Edward Newhouse of the English Department Mrs. Jennie Hartman, who works in the Business Department Professor Arthur Knerr of the Accounting Department Dr. Mark Wainer Mayor Trauger was very pleased that they came to support him tonight. He missed Mr. and Mrs. Morris Marks, and introduced~them and informed everyone he was one of the great financial advisors, that had come as a guest, of the college. Mayor Trauger then introduced his fo~mer mentor in education, who taught him practically everything about the educational process he should know, Dr. and Mrs. Porter Crow. Vice Mayor Warnke offered his congratulations to Mayor Trauger and Councilman deLong, as contained in the letter attached hereto and made a part of these minutes. - 11 - MINUTES - CITY COUNCIL MEETING APRIL 5, 1982 Vice Mayor Warnke introduced his wife, Beverly, to the audience and also other members of his family, Councilman deLong extended to the incoming Mayor and Vice Mayor and his colleagues that remain on the Council his best wishes for a very harmonious and working Council. Councilman deLong remarked that he plans to continue his life's work as being a public servant. Councilman deLong intrOduced his wife, Grace, to the audience. NEW BUSINESS Remarks Councilmember Woolley thought of everyone quite often during her first year as a member of the Boynton Beach City Council. All that is on her mind, Councilmember Woolley said, was the variety of residents that is in the town, the fine and dedicated department heads, the City's super staff, and all of th~ose interdedicated employees, and, of course, her fellow Councilmen. Councilmember Woolley realized that the City government would not be possible without the input and support of the people. She remarked that the City had certainly gotten it throughout the past year, and it had been a fantastic experience. Councilmember Woolley continued by saying the continued communication and Persistence has really made Boynton Beach what it is. She said she looked forward to the continued communication of the people with her, whether it be by the telephone or through a memo, or whatever. She thoroughly enjoys that, It has also been a pleasure to Councilmember Woolley to boast of and promote all of the City's assets, not only on a local level but also on the County level through her association with the Palm Beach County Municipal League and through various other County organizations in which she is a member. She also 'enjoyed a trip to Tallahassee and looks forward to continuing these trips. Councilmember Woolley thought the City had excellent representation from the Council, and she assured the people that their voices would be heard all the way to the State Capitol. Councilmember Woolley stated she would enjoy continuing her speak- ing engagements with various associations and civic affairs, as well as many of the grammar schools and high schools in the community that she visited. She said she had an excellent oppor- tunity to speak to the young children and fill them in on their rolls as model citizens, which has probably been the highlight of her last year's career. Councilmember Woolley was excited about the Council sitting up there, and was looking forward to workin~ with them. She was also excited about the new cultural program coming to Boynton, MotorOla, and any new businesses coming our way. ~ouncilmember Woolley was still very anxious to get the downtown revitalized and to get it going in a positive direction. She had some wonderful offers for golf lessons. Councilmember Woolley, on a positive note, was look- - 12 - MINUTES - CITY COUNCIL MEETING APRIL 5, 1982 ing forward to the new golf course. She thought it would be a thing of the future and was sure about it. In general, Councilmember Woolley expressed that it has been more than a pleasure to serve the needs of the audience. She stated she was looking forward to working with "these gentlemen". Council- member Woolley wished the best of luck to Mayor Trauger and Vice Mayor Warnke, City Manager Cheney, and all of the supportive staff. She especially thanked everyone for their support. There was applause. Councilman Wright acknowledged members of his family. First, he acknowledged his sister, Veoletta, and lastly, he acknowledged his best friend, Mrs. Rovina Wright, who is also his lovety mother. Councilman Wright's father could not be here this evening. PROHIBITIONS SUCH AS THESE WILL DETER BLACK ON BLACK CRIME WHICH IS PLAGUING OUR COMMUNITY. FQ.RMA1~ilO~ OF CITiZ8,~ '"CRIME WATCH"~ GROUPS SHOULD BE-ENCOURAGED~' AS' WFI OUR ~PUBLIC WORKS DEPARTMENT PERSONNEL MUST WORK COOPERATIVELY WITH THE CITY BOARDS AND CONCERNED COMMUNITY ORGANIZATIONS TO IMPLEMENT A CLEAN-UP CAMPAIGN, CREATING AN AWARENESS FOR CITIZENS TO FOSTER PRIDE tN THE MAINTAINING QF THEIR PROPERTIES. PAGE 2 REALIZING THAT LESS EMPHASIS IS BEING PLACED ON AFFIRMATIVE ACTION AND EQUAL OPPORTUNITY FOR ALL BY OUR PRESIDENT, I WOULD LIKE TO SEE OUR PERSONNEL ADMINIiSTRATION?OCUS GREATER ENERGIES ON INSURING THAT MINORITIES.ARE PLACED 1N PROFESSIONAL POSITIONS WITHIN OUR CITY WHERE FEASIBLE.' DOWNTOWN REVITABLIZATION SHOULD TRI'GGER~GREATER AWARENESS AMONGST THE PROPERTY OWNERS AND BUSINESS COMMUNITY FOR THIS WILL INCREASE THE CITY'S SUPPORT OF THIiS WORTHWHILE PROGRAM. IT IS HOPED THAT THE DOWNTOWN REDEVELOPMENT AGENCY WILL BECOME OPERATIONAL. ONCE A YOUNGSTER GROWING UP IN BOYNTON BEACH, I UNDERSTAND HOW CRUCIAL IT 1S FOR US TO HAVE RECREATIONAL AND CULTURAL PROGRAMS FOR ALL AGES AND FOR YOUNG PEOPLE TO CHANNEL THEIR ENERGIES IN A CREATIVE M~NNER. AS WE HAVE AN EVER INCREASING POPULATION OF SENIOR CITIZENS~,~ MANY OF OUR YOUNG PEOPLE FEEL THEY ARE NOT RECEIVING ENOUGH ATTENTION.- I LOOK'FORWARD TO THE RECREATION AND PARK BOARD: JOINTLY WITH STAFF AND COMMUNITY RELATIONS BOARD TO ORGANIZE A YOUTH ADVISORY COUNCIL OF YOUNG HIGH SCHOOL STUDENTS TO ASK FOR THEIR INPUT ON THE KINDS' QF PROGRAMS THEY WOULD FAVOR. I ALSO SEE THIS AS AN OPPORTUNITY FOR OUR YOUTH TO EXCHANGE~IDEAS WITH THE NEWLY ORGANIZED YOUTH ASSOCIATION, OVER THE PAST YEAR~ IHAVE RECEIVED COMPLAINTS FROM CITIZENS AS TO THE INSENSITIVE TREATMENT BY THE CITY STAFF, I HOPE THAT OUR CITY MANAGER WILL SET THE PACE TO INSURE THAT THIS~CEASES AND~DESISTS IN THIS NEXT YEAR FORWE MUST DO OUR VERY BEST TO OFFER TREMENDOUS SERVICE TO OUR CITIZENS, ADDITIONALLY~ THIS COUNCIL SHOULD ATTEMPT TO MINIMIZE COMPLAINTS OF CITIZENS AS TO THEIR INABILITY TO SPEAK AT COUNCIL MEETINGS, PERSONALLY, I FAVOR THE INVOLVEMENT AND ACTIVE PARTICIPATION OF RESIDENTS IN LOCAL GOVERNMENT, AFTER HA~INGTHE SAME POLITICAN TO SERVE EIGHT YEARS ON A COUNCIL, WE ALL REALIZE WE ARE LOSING AN EXPERIENCED POLITICAN IN EDWARD HARMENING FOR MOST OF US CAN ADMIT THAT WE HAVE ENJOYED WORKING WITH HIM, "ED WE MOST CERTAINLY WISH YOU WELL" SIMULTANEOUSLY] WE ARE GAINING A NEW VICE MAYOR, JIM WARNKE, A LONG TIME BOYNTON RESIDENT AND EXPECT TO WORK WITH HIM IN A VERY POSITIVE MANNER, "JIM, I AM HOPING THAT YOU WILL~INOT ALLOW YOUR POLITICAL SUPPORTERS ON THIS COUNCIL TO INFLUENCE YOUR DECISIONS FOR WE ALL HAVE OUR INDEPENDENT PH~!LOSOPHIES AND SHOULD FEELFREE TO DISCLOSE THEM AS WELL AS VOTE OUR CONVICTIONS, PAGE IN CLOSING, IHAVE ENJOYED WORKING IN THIS CAPACITY AND LOOK FORWARD TO AN EVEN BETTER YEAR WITHMAYOR MARTY TRAUGER, COUNCIL MEMBER JOE DE LONG AND OUR OWN COUNCILWOMANPATRICI^ WOOLLEY.
