I. Call to Order
The meeting was called to order at 9:05 a.m.
II Roll Call
Roll call established a quorum was present as noted above.
III. Acceptance of Minutes of 4/12/2011 regular meeting
Motion
Mr. Dauta moved to accept the minutes. The motion was seconded. The motion
passed unanimously.

The After Action Report relating to the evacuation of City Hall due to SUSpICIOUS,
unattended luggage left outside the Police Department was reviewed. A concern was
the dispatchers went door to door directing people to evacuate. The APM dictates the
proper procedure would have been to pull the fire alarms. Direction should have been
given to the people exiting the building to proceed to the other side of the Old High
School. The policy has now been reviewed with Dispatch. Changes are not required.
Communications left the building and calls were transferred to Delray until
communications had relocated and no 9-1-1 calls were lost. Delray again took calls
while dispatch returned to City Hall.
The Library and Civic Center accommodated those evacuated to avoid the hot weather.
The Museum evacuated and after one-half hour the decision was made to close the
facility. One employee did not leave the building for approximately one hour and some
staff was allowed back into the building to do work on the roof. The police were advised
that the entire perimeter has to be secured more carefully. The majority of people
responded appropriately and staff handled it very well. Police and Fire coordinated their
efforts in conjunction with Palm Beach County personnel, although they were delayed in
arrival. Four hours of work was lost.
Mr. Escobar inquired if there could have been some type of message blast to advise
staff of the situation. Mr. Magazine explained the primary goal is the safety of the
people and not messaging. False alarms are not common in City Hall itself. Mass
messaging capabilities are not available and fire alarms are tested on a regular basis
and get people out of the building. Dispatch or Police should have pulled the alarms.
v. Old Business
A. Fire Drills
Mr. Bobich advised the fire drills are ongoing and even false alarms can be counted as
fire drills if documented.
B. Proud to be a Safe Worker Awards
1. Utilities Dept. (2)
Utility representatives were not present to hand out the awards. The item was tabled.
C. Departmental Inspections & Safety Meetings
Safety inspections have been done with safety inspectors for insurance companies, in
addition to the normal inspections. Other inspectors will be on site for routine type
inspections. Fire extinguishers will need to be checked monthly with the proper paper
work filed. It could affect the cost of insurance if not documented monthly.

D. Incident Review Board Referrals
There have been no incidents to review and Mr. Bobich urged everyone to keep up the
good work.
E. Electrical Flame Resistant Uniforms & PPD updated - Tabled 10/12/2010
The item remains tabled until a couple departments finish their reviews.
F. Drug Free Policy Statement (HR - Pedro Escobar) - Tabled 10/12/2010
Mr. Escobar reported the APM had been approved and it would be distributed shortly.
Mr. Magazine understood the policy would be brought before the Committee before final
approval. Mr. Escobar indicated it was part of the PPM going before the Commission.
It was agreed the item would remain on the agenda for one more month.
G. Smoking Area Mulch Fires
Mr. Bobich reported there have been no recent incidents. The individuals using the
area have been policing themselves better. Facilities have been contacted to clean the
area more frequently and keep the ash trays empty more often. If compliance is an
issue, the smoking area could be moved or discontinued.
v. New Business
A. Departmental Safety Issues
There were no departmental safety issues reported.
B. Other
Mr. Escobar reported there was a lift operator in front of City Hall across active doors.
The jack was moving and spraying and cleaning while people were coming in and out of
the doors. Ms. Powers reported the west wing doors were blocked with chairs. The
main entrance doors and Chamber doors were not blocked while they were cleaning,
spraying and moving the jack. Mr. Bobich had spoken with Facilities about the issue.
He had inspected the project twice and there was no issue as it went along in phases.
Mr. Magazine noted, as safety coordinators, issues can be dealt with at the time they
are seen. If there is any type of dispute, a call should be made to Risk Management.

VI. Announcements
A. Other
One of the inspectors coming into the facilities mentioned he would do recertification
fork lift training. Several dozen people in Utilities are approaching the time limit for fork
lift training and he would provide the service and certification for free. It could be re-
fresher training or extended training. Further details would be given to the Committee.
VII. Next Meeting Date: Tuesday, June 14, 2011,9 a.m.
VIII. Adjournment
Motion
A motion was made to adjourn the meeting and seconded. The motion passed
unanimously.
